Mr. Jaroslaw K. Ponder, Head of the Office for Europe at the International Telecommunication Union (ITU) (Geneva, Switzerland), representing ITU in Europe and directing actions,​ projects, initiatives and experts groups targeting 46 countries of the Europe Region. His portfolio includes set of Regional Initiative​s for Europe, designed by the European Member States and focusing on the ICT Infrastructure, Digitization, Digital Inclusion, Accessibility, Innovation and Cybersecurity. Along the professional career, Mr. Ponder held official positions in the public sector and was a contributor to the legislative proj​​ects having the impact on the public policy. Since 2014 Mr. Ponder has been working for ITU holding diverse positions in the General Secretariat, Telecommunication Development Bureau, and Regional Presence, addressing complexity of information society development and digital transformation at national, regional, international level, including United Nations level. For several years he has managed ITU’s work on the United Nations World Summit on the Information Society (WSIS) process, leading towards the establishment of the annual WSIS Forum, WSIS Prizes, WSIS Stocktaking, others.

Mr. Steve Purser. Experienced security practitioner with dual Belgian/UK nationality. Currently Head of Core Operations Department at the EU Cybersecurity Agency (ENISA). Has a demonstrated history of working in the computer and network security industry in both public and private sectors. Strong CISO background with hands-on experience in securing networks, operating systems and distributed technologies, together with 10 years cybersecurity strategy and policy implementation experience.

Luigi Rebuffi is the Secretary General and founder of ECSO (European Cyber Security Organisation) as well as founder and Secretary General of the Women4Cyber Foundation. After having graduated in Nuclear Engineering at the Politecnico di Milano (Italy), he worked in Germany on the development of high power microwave systems for the next thermonuclear fusion reactor (ITER). He continued his career at Thomson CSF / Thales in France where he took on increasing responsibilities for European Affairs (R&D) in different sectors: telecom, industrial, medical, scientific, becoming in 2003 Director for European Affairs for the civilian activities of the Group. He suggested the creation of EOS (European Organisation for Security), coordinated its establishment in 2007 and has been for 10 years its CEO. Until 2016 and for 6 years, he has been an advisor to the European Commission for the EU Security Research Programme and President of the Steering Board of the French ANR for security research. In 2016 was one of the founder of ECSO and signed with the European Commission the cPPP on cybersecurity. In 2019 he created the Women4Cyber Foundation to promote participation of women in cybersecurity and is its present Secretary General and member of the Administrative body.​

​Ms Franziska Klopfer, Project Coordinator, DCAF
Franziska has been engaged in institutional reform in the security sector, with a specific focus on cybersecurity at the Geneva Centre for the Democratic Control of Armed Forces (DCAF) since 2011. Previously, she had worked for over seven years for intergovernmental committees and working groups on Internet governance at the Council of Europe and the United Nations. In her work at DCAF, Franziska implements reform and capacity building projects and leads research. She has specific expertise on Internet governance, human rights and public policy, cybersecurity and the privatisation of security. Franziska holds an MA in Human Rights from University College London and an LLM in Public International Law from Queen Mary University of London.

Ms Natalia Spinu, Chief of Cyber Security Center CERT-GOV-MD, Moldova
Ms Natalia Spinu is a cybersecurity expert with many years of work experience in governmental and non-governmental sectors in Moldova. As a cybersecurity expert, Ms. Spinu has experience in the following areas: team management, cybersecurity program & policy development, implementation & audit of information security management system (based on ISO 27001), project management. Ms. Natalia Spinu is also a member of the emerging security challenges working group, national coordinator of NATO SPS program in Moldova.
Cyber Security Center CERT-GOV-MD, within Information Technology and Cyber Security Service, headed by Ms. Natalia Spinu is a governmental computer emergency response team of Moldova, which handles cybersecurity incidents occurred in governmental networks. Under her leadership, the CSC CERT-GOV-MD became actively involved in many national cybersecurity development processes, including national cybersecurity program&policy developments, organizing cyber awareness conferences & workshops, building capacity of university to prepare qualified workforce for cybersecurity sector of Moldova and other.

Ms Magdalena Wrzosek is Head of Strategic Analysis and Emerging Technologies Team at NASK National Research Institute. Responsible for strategic, regulatory and organizational issues related to cyber security and the development of emerging technologies. NLO European Union Agency forCybersecurity (ENISA), coordinator of the European Cybersecurity Month in Poland. Creator of the CyberPolicy project (https://cyberpolicy.nask.pl). Previously she worked at the Ministry of Digital Affairs, where she was responsible, among others, for negotiating the NIS Directive and coordinating Cyber Europe Exercises. Political and cultural scientist. A graduate of the University of Warsaw and the University of Konstanz in Germany. She also graduated from the European Center for Security Studies named after Greaorge Marshall in Garmisch-Partenkirchen (Program on Cyber Security Studies and Seminar on Regional Security). US Department of State (Cyber Security and Government Interoperability Program) scholarship holder.​

Mr Bülent ARSAL has been the head of the national CERT of Turkey (TR-CERT) which operates within the organization of national regulatory authority (ICTA) since September, 2018.  He is also the head of Information Technologies Department and managing the regulatory activities in the field of cybersecurity, network and information security, e-signature, CCTLD management, registered e-mail. He coordinated the implementation activities of the 2016 -2019 National Cybersecurity Strategy and Action Plan of Turkey and the preparation activities of the 2020 -2023 National Cybersecurity Strategy and Action Plan of Turkey as the representative of ICTA.
He holds a BS degree in Electric and Electronic Engineering from Gazi University (Ankara). After his graduation in 2003, he started to work as ICT assistant expert in one of the biggest internet services providers in Turkish private sector in 2005. In June 2005, he became information security expert in same company. He was the team leader of customer security services team of the managed security service provider (MSSP) of this internet service provider between 2010 and 2013. In March 2013, he started to work for Turkish Academic Network and Information Centre within the organization of The Scientific and Technological Research Council of Turkey as a security project consultant. Then, in March 2014, he started to work for ICTA in information security unit and became network and information security coordinator in 2016. Finally, in September 2018, he was appointed for the head of Information Technologies Department and the head of TR-CERT.
