Doreen Bogdan-Martin was elected Director of the ITU Telecommunication Development Bureau on the 1st of November 2018.  She took office on the 1st of January 2019.
She is a strategic leader with 30 years of high-level experience in international and inter-governmental relations and a long history of success in policy and strategy development, analysis and execution. She has advised governments from around the world on policy and regulatory issues, and is a regular presenter at high-level international forums and summits.  ​​​



Ms. Natalia Mochu holds bachelor’s degree in mathematics and informatics and master’s degree in information technology from the State University of Moldova. 
Before joining the ITU in February 2020, Natalia occupied the post of Senior Manager for Global Stakeholder Engagement for Eastern Europe and Central Asia at the Internet Corporation for Assigned Names and Numbers (ICANN). In 2012-2018 she worked as Deputy Head of Laboratory at the Radio Research and Development Institute (NIIR) in Moscow. From 2006 to 2012 Natalia worked for the Executive Committee of the Regional Commonwealth in the field of Communications (RCC), in particular she was the RCC Executive Committee Deputy Director General in 2008-2012. Natalia started her professional career as Specialist of the Ministry of Information Development of the Republic of Moldova in 2002. 
Natalia participated in ITU high-level conferences and meetings, including ITU Plenipotentiary Conferences, Councils and Sectoral Conferences; contributed to the activities of RCC working bodies, European Conference of Postal and Telecommunications Administrations, as well as ICANN, RIPE NCC and other relevant organizations.

Ms Natalia Spinu is a cybersecurity expert with many years of work experience in governmental and non-governmental sectors in Moldova. As a cybersecurity expert, Ms. Spinu has experience in the following areas: team management, cybersecurity program & policy development, implementation & audit of information security management system (based on ISO 27001), project management. Ms. Natalia Spinu is also a member of the emerging security challenges working group, national coordinator of NATO SPS program in Moldova.
Cyber Security Center CERT-GOV-MD, within Information Technology and Cyber Security Service, headed by Ms. Natalia Spinu is a governmental computer emergency response team of Moldova, which handles cybersecurity incidents occurred in governmental networks. Under her leadership, the CSC CERT-GOV-MD became actively involved in many national cybersecurity development processes, including national cybersecurity program&policy developments, organizing cyber awareness conferences & workshops, building capacity of university to prepare qualified workforce for cybersecurity sector of Moldova and other.

Diana Waithanji is a software engineer and a cybersecurity engineer based in Kenya/Africa.  She is the Founder of Wahandisi La Femme, a mentorship program for high school students into engineering and technology (including cybersecurity). This year she has received recognitions in the Top 50 Women in CyberSecurity Africa 2020, Opportunity Desk Impact Top 30 under 30 in Africa, CyberSecurity Woman Barrier-Breaker of the Year finalist 2020, and Zuri Awards- STEM Category Nominee 2020. Diana is passionate about cybersecurity and creating user awareness in Africa. She is a Technical Committee Member of both the Software and Systems Engineering Committee and the IT Security Committee at the Kenya Bureau of Standards (KEBS). Diana is also a cybersecurity researcher who has presented her work in international research conferences in Tanzania, Kenya, and Germany. Also created awareness on CyberSecurity on media such as BBC, Citizen TV Kenya, KUTV, Y254 TV amongst others. Diana also works under the Washa Program at Akili Dada.


Basmah ALJedia, has a wide experience in the field of Cybersecurity. As GM,  Center for Cybersecurity Strategic Studies , she is passionate with genuine determination to achieve a sustainable impact .
Recently, she was the Strategy Executive Director for Misk Innovation, she led defining the strategic position and drive innovation in ever-changing digital age. 
ALJedia was an adviser for cybersecurity  at the National Digitization Unit and Ministry of Communication & IT building strategies for the cybersecurity ecosystem and ICT sector  including Cyber  industry, GRC, capability building and awareness  in alignment with national digitization vision . ALJedia  worked at the Saudi Stock Exchange and Ministry of Foreign Affairs as the Director of Cybersecurity Strategy & Architecture.
ALJedia graduated from KSU majoring in Computer Science and holds a master degree from Carnegie Mellon University in Information Security along with professional certification in the field (CISM, CRISC )


Abeer Khedr is the Information Security Director at the National Bank of Egypt with more than 20 years of experience in technology and information security fields. Abeer has been serving in her current role for ten years where she has established the information security strategy & program at the bank. Prior to joining NBE, Abeer was leading the security consulting and IT audit service lines at Deloitte Egypt serving different industries. Abeer has been recently awarded among top 50 influential women in Egypt for community work related to the cyber security industry. She was also recognized among top regional government security leaders in the Middle East and as a regional and local CISO of the year by several entities. She is also a cofounder of the Women in Cyber Security Middle East group that has over 800 members from the region.

Louise Marie Hurel is a researcher at Igarapé Institute’s Cybersecurity and Digital Liberties area – leading projects on national cyber capacity building – and a PhD candidate in Data, Networks and Society at the London School of Economics’ (LSE) Department of Media and Communications. Her research focuses on security expertise, cybersecurity governance, and incident response. More generally, Hurel’s work concentrates on exploring interdisciplinary approaches to contemporary s​ecurity challenges and the role of non-state actors in cybersecurity, Internet governance, and surveillance technologies. Her previous experience includes consultancy for technical bodies, a UNESCO project on “What if we all governed the Internet”, and research in Internet governance, privacy, and security at the Center for Technology and Society at Getúlio Vargas Foundation (CTS-FGV). In 2020, Hurel was appointed as a member of the Advisory Board at the Global Forum of Cyber Expertise (GFCE).

Min Livanidis is Advisory Broad Chair of the Oceania Cyber Security Centre and Industry Professor at the School of Information Technology at Deakin University. She also leads the Security Intelligence Centre at NBN Co., Australia's national broadband provider. With over a decade of experience in corporate security, national security and government, Min is a passionate advocate for diversity in the security industry.
Prior to her current positions, Min held multiple roles in the Australian government, ranging from policy and compliance in intelligence agencies, to strategic advisory. She has also worked as a consultant to federal government clients at PwC and KPMG. Min holds a Master of Public Policy and Management from Monash University, and a Bachelor of International Relations (Hons) from La Trobe University.​


Advocate Prity Khastgir is a Registered Patent Attorney in India working in Cyber laws, Global Intellectual Property laws, International commercial mediator for commercial disputes, facilitating human capacity building for youth globally and active in working group of International telecommunication policies and advising conglomerates across seven continents to combat Cyber crime in online space with over 15 years of work experience.
Prity is an International Speaker speaking on Strategic Aspects of amalgamating technology, Cyber law & business in Industry 4 Spectrum Era. Active speaker at tech global conferences & actively participate in ITU Regulatory Workshops & Initiatives on SDGs & CSIRTs. Seasoned Software and Hardware Patent Strategist with expertise in IP portfolio research which she deploys in writing smart contracts, cross-border tech transactions, writing cross-licensing agreements to provide win-win approach for product clearance, FTO opinion, and obviate patent infringement & invalidity.
Prity is also an Internet Entrepreneur running global intellectual property consultancy firm Tech Corp International Strategist based out at Aerocity, New Delhi, India. Senior executive profile with featured publications: BBC World, Nature Group (Nature Reviews Drug Discovery), BusinessWorld, and BioSpectrum Asia.
Prity has represented the Indian delegation at CyberDrill event held at KL, Malaysia in 2019. Prity has been instrumental in facilitating fostering partnerships with academia and ICTs, government agencies, to stimulate social innovation activities that empower communities to benefit from the digital revolution Industry 4.0.
