Ms. Anat Lewin is a Senior Digital Development Specialist at the World Bank, where she leads policy advice and investment lending activities in Cybersecurity, Data Governance, Data Protection and Digital Government in Eastern and Southern Africa.
Anat advises developing country governments on establi​​shing good practice Cybersecurity, Data Governance and Data Protection policies, strategies, institutional governance frameworks, technical and operational capabilities and digital skills programs. She leads activities that assist African governments – for instance Kenya, Nigeria, Rwanda, Uganda, Burundi and Somalia - in implementing reforms supported by large-scale financing by the World Bank. Her analytical work has focused on accessing mobility data by creating anonymized and aggregated datasets derived from call detail records of telecom operators. 
Anat holds a Master of International Affairs from Columbia University in New York and a Bachelor of Arts in International Relations from the University of Toronto in Canada, Trinity College. She studied International Relations at the Hebrew University of Jerusalem and advanced Arabic at the University of Jordan in Amman. 
Prior to joining the World Bank in 2000, Anat worked for the United Nations Economic Commission for Africa in Ethiopia. She speaks English, German, French, Hebrew and Arabic.

Ms. Anett Mádi-Nátor has more than a decade of experience in strategic and administrative layers of information security, cybersecurity, and cyber defence both as a private sector subject matter expert and as a government representative. She is VP of Cyber Services, a niche cyber security service provider operating internationally and is responsible for Strategic Business Development. Besides, she is the President of Women4Cyber Foundation Europe launched by European Cyber Security Organisation (ECSO) and the European Commission. Furthermore, Anett is member of the Board of (ECSO), Co-chair of ECSO SWG6 responsible for Dual Use Technologies (Defence and Space).

Mr. ​Ariel Nowersztern, a Sector Specialist in the Inter-American Development Bank, joined the IDB in 2017. His responsibilities include supporting Latin American and Caribbean governments in aspects of their national digital initiatives as well as in specific digital modernization efforts financed by the IDB. With over 25 years of professional experience, Ariel also worked in Israel as a freelance consultant to private and public sector clients. Ariel holds a Master’s degree in Business Administration from Tel Aviv University and a Bachelor’s degree in Computer Science from the Hebrew University.

​Ms. Kerry-Ann Barrett is the Cyber Security Policy Specialist at the Cyber Security Program at the Organization of American States.  In her capacity she offers technical assistance to member states in the development and implementation of their national cybersecurity strategies as well as assist in the implementation of various technical capacity building initiatives within the Cyber Security Program.  Additionally, in this capacity she has participated as a speaker at various regional and international cyberspace fora with a focus on cyber related issues in Latin America and the Caribbean. 
Kerry-Ann is also an attorney-at-law with over sixteen (16) years of experience.  Included in her legal professional experience have been appointments within several government ministries in the Caribbean, as well as legal consultancy services to the CARICOM Secretariat and the ILO Sub-Regional Office for the Caribbean. She holds a Post Graduate Diploma in International Arbitration, a Master’s in Business Administration (Distinction) in International Business, an LLB and Certificates in E-Diplomacy, Cyber Security Risk Management and Legal Frameworks for ICTs. Mrs. Barrett expertise covers cybersecurity policy development, electronic commerce, internet governance and cybersecurity.  
Most recently, she has led or provided technical support for the development of the national cyber security frameworks for countries such as Belize, Colombia, Costa Rica, Dominican Republic, Jamaica, México, Peru and Trinidad & Tobago. Her international experience includes the representation of the OAS in the Council of Europe, ICANN and has been designated as a member of the Board of Curators for the portal on cybersecurity capabilities of the University of Oxford, an Oxford Martin Associate as a member of the Global Cyber Security Capacity Centre’s Expert Advisory Panel, the ICANN Implementation Shepherds team for the SSR2 Report and the GFCE Women in Cyber Capacity Building (WiCCB) Network. 

​Mr. Maurice Campbell is Project Leader of the EU funded multi-country Cyber Resilience for Development (Cyber4Dev) project, an initiative which is designed to promote cyber-resilience and cybersecurity in order to protect public and private enterprises across the globe. Leading a multi-disciplinary team of experts, over the past three years Maurice has steered the development of Cyber4Dev, which has grown significantly, whilst continuing to support partner countries across Africa, South East Asia and the Americas throughout the COVID19 crisis. Following a first career in the UK Civil Service, with both home and extensive overseas policy formulation and implementation experience, Maurice specialised in the design and delivery of institutional development projects in transitional and developing economies. He is a leading consultant in international public sector reform and business transformation, as well as the development and implementation of National Cyber Security Strategies. In addition to this, he also has extensive experience in programme development and delivery for national governments worldwide. Maurice has an acknowledged and highly successful record working in Eastern Europe, Asia, and across Africa. He holds a Master of Laws degree from Queen's University Belfast and is a Fellow of the United Kingdom’s Chartered Management Institute.

Mr. Perpetus Jacques Houngbo, ICT Specialist and Information Security expert, Perpétus Jacques Houngbo has extensive experience assessing IT systems and processes, IT Strategy Development & Programme Management. He uses to work for diverse clients: government, private companies and international organizations. He is more and more engaged in the field of cybersecurity. As such, Perpétus Jacques Houngbo is member of AfricaCERT where he served for several years as Instructor. He is presently Cybersecurity Expert at West African Response on Cybersecurity and fight against Cybercrime  (OCWAR–C).


​Mr. Robert Collett is a researcher and consultant for international cyber security capacity-building. He is a Chatham House Associate Fellow and EUISS non-resident expert. From 2019 to 2020, he was the UK’s first seconded senior adviser to the Global Forum of Cyber Expertise (GFCE).
