Workshop on the Role of Telecommunications and ICTs for Disaster Management and Risk Reduction, 15 and 16 January 2019, Dar Es Salaam, Tanzania

The workshop jointly organized by Tanzania Communications Regulatory Authority and International Telecommunication Union, took place in Dar Es Salaam, Tanzania, on 15 and 16 January 2019.


The objective of the workshop was to raise awareness on the need to enhance the use of ICTs for disaster management and risk reduction in the country as well as to address key topics related to the best use of ICTs for monitoring and alerting. The event also served as a platform to exchange ideas and practices on the work that is being carried out by different humanitarian organizations, such as National Red Cross, Disaster Management Commission, among others.  Different stakeholders from the private sector had the opportunity to share their progress made in terms of availability and readiness of their networks (mobile and fixed) to be used for disaster management.​

Session 1: Role of ICTs in disaster risk reduction and disaster management

This session will look at the important role of telecommunications/ICT in disaster risk reduction activities.  In this context, it will discuss linkages to key international development agendas, including the Sendai Framework and the 2030 Agenda for Sustainable Development.

Session 2: Current Disaster Management Practices in Tanzania

This session will provide an overview of the current status of disaster management and emergency telecommunications in Tanzania and will highlight the importance of having a multi-stakeholder approach for disaster mitigation and response.

This session will review progress made in implementing the recommendations made by the National Emergency Telecommunications workshop that was held in 2009. It will also assess the challenges faced and propose ways to overcome the said challenges

Session 4: Early Warning and Disaster Operations Centre in light of the Sendai Framework on Disaster Risk Reduction and the Tampere Convention​

This session will focus on disaster risk reduction and response measures including early warning systems, disaster operation centre, ratification and implementation of the Tampere Convention. The session will also link these measures to the attainment of the Sustainable Development Goals.

This session will be based on ITU work in other countries related to early warning, designing National Emergency Telecommunications Plans, and Deployments of Emergency Telecommunications resources in the immediate aftermath of disasters.

This session will focus on how new and emerging technologies could be used to Saving lives. These will include big data (based on ITU Big Data Project on Ebola), Internet of Things, and Artificial Intelligence.
