Mr. Stephen Bereaux
Deputy Director, Telecommunication Development Bureau
International Telecommunication Union (ITU)

Stephen Bereaux is the Deputy to the Director of the ITU Telecommunication Development Bureau since 7 March 2020.
 
Mr. Bereaux is an experienced regulator, with more than 20 years of executive and senior management experience in regulatory bodies in the Caribbean region. Prior to joining ITU, Mr Bereaux was Chief Executive Officer of the Utilities Regulation and Competition Authority (URCA), Bahamas which regulates the ICT and Electricity sectors, advises the Government on policies relating to those sectors, and represents The Bahamas at international sector related organisations such as the ITU.
 
Prior to joining URCA in 2010, Mr. Bereaux served in senior management roles at the Telecommunications Authority of Trinidad and Tobago (TATT) from 2004. Before becoming a Regulator, Mr. Bereaux, an Attorney by profession since 1996, practiced law at multinational firms based in London and Hong Kong, specialising in Information Technology and Telecommunications Law. 

 

 

 
Ms Vanessa Gray
Head, Environment and Emergency Telecommunications Division

Ms. Vanessa Gray is the Head of the Division for Environment and Emergency Telecommunications within the ITU's Telecommunication Development Bureau (BDT). Ms Gray coordinates the Telecommunication Development Bureau's work in the area of Emergency Telecommunications, to develop ICT projects and provide assistance for disaster preparedness, mitigation, response, and recovery. This includes the development of national emergency telecommunication plans, the deployment of emergency telecommunication equipment to countries hit by disasters, and regional and national capacity building exercises for disaster management. She is also responsible for the organization of the Global Forum on Emergency Telecommunication (GET) and specific ICT for disaster management tools and publications, for example in the area of disruptive technologies, gender, and ICT drills.
 
In the area of the environment, Ms Gray coordinates the BDT's work on developing e-waste policies and monitoring the amount of electronic waste, in particular through the publication of the Global and Regional E-waste Monitors. Her role is to build public-private partnerships, develop projects and strengthen the role of the BDT in terms of e-waste coordination, for example with the E-waste Coalition, the Global E-waste Statistics Partnership, and with the private sector.
 
Prior to this position, Ms Gray was part of the ITU's Data and Statistics Division and contributed to the design and preparation of the Division's analytical publications, including the Measuring the Information Society Report (MISR). She also contributed to and coordinated the analysis of information society developments, organized ICT-related meetings, and delivered national and regional trainings and workshops on ICT statistics to ITU member states. Ms Gray holds a Master's degree in Political Science and Economics from the Graduate Institute of International and Development Studies in Geneva, Switzerland. 

 

 


Ms. Priyajeet Arora
Training Coordinator
United Nations World Food Programme, Dubai, United Arab Emirates
 
Ms. Priyajeet Arora is the training coordinator for the Emergency Telecommunications Cluster (ETC) at the IT Emergency Preparedness and Response branch of the World Food Programme. In this role, she manages the capacity building engagement and activities for the ETC including supporting strategy and direction as well as leading planning, resource management, outreach, communication, logistics, and monitoring &evaluation for all capacity building activities.
 
Priya has over thirteen years of experience managing various types and scale of events and trainings. In addition to capacity building, she has extensive experience in leading internal and external communication, as well as managing donor relationships.  Prior to WFP, Priya worked in the non-profit space in India with the Abdul Latif Jameel Poverty Action Lab (J-PAL). She has also worked in the private sector, managing B2B conferences and training events.
 
She holds an Executive MBA specialised in Development Management from S.P. Jain Institute of Management and Research in Mumbai, India.

 


Ms Elena Stankovska-Castilla
Associate Capacity Development Officer, Capacity and Digital Skills Development (CSD) Division

Ms. Elena Stankovska-Castilla works as an Associate Capacity Development Officer in the Capacity and Digital Skills Development division at the International Telecommunication Union. Ms. Stankovska-Castilla has a Bachelor degree in International Studies, Political Science track and a Master's degree in International Security Studies. Previously to ITU, Ms. Stankovska-Castilla worked at the United Nations Institute for Training and Research, as part of the Knowledge Systems Innovation section, where she was in charge of the development and delivery of e-learning and face-to-face courses. In 2014, she worked as an Assistant in the Communication Department of Europol and in 2011, she was an Assistant Knowledge Manager at the NATO Civil-Military Fusion Center.


 


Mr Juan M. Roldan
National Emergency Telecommunications Plan (NETP) Subject Matter Expert

Mr Juan M. Roldan is the founder of the Luxon Consulting Group, LLC, a boutique consulting firm specialized in ICT and Policy. Since 2018 Luxon has led several projects on spectrum planning and licensing, ICT policies and regulatory reform, technologies in education, market analysis of Over-the-top (OTT) communication providers, e-waste and emergency telecommunications in the Americas, Africa and Middle East. Mr. Roldan drafted the ITU Guidelines for National Emergency Telecommunication Plans (NETPs) and has provided advise to several regulators on how to develop NETPs. Mr. Roldan has more than fifteen years of experience in the ICT sector in both public and private organizations. He began his career as an advisor at the Communications Regulatory Commission of Colombia and then as an advisor in the ICT Ministry. In the private sector Mr. Roldan served as the Corporate Affairs Manager in Latin America for Intel Corporation, advocating before governments in Latin America on public policies to increase connectivity and the use of technology to decrease the digital divide. Subsequently he held the position of technical and economic advisor at the consulting firm Telecommunications Management Group, Inc. leading projects related to ICT policies and regulations, competition analysis, spectrum management, e-waste, digital economy and business development, among other topics.
 
 
 


 
Ms. Maritza Delgado
Programme Officer, Environment and Emergency Telecommunications Division

Ms. Maritza Delgado is a Program Officer of the Environment and Emergency Telecommunications Division within the International Telecommunication Union's (ITU) Telecommunication Development Bureau (BDT). Maritza is responsible in the context of emergency telecommunications for supporting countries in the development of National Emergency Telecommunication Plans and their regulatory, policy and legal frameworks, in design and implementation of early warning and alerting systems, as well as in the development of projects, guidelines and reports for the inclusion and use of ICTs for disaster management and risk reduction. She holds a University degree in Electronic Engineering and Telecommunications and has over 13 years of experience in the field of disaster management.  




Mr. Haidar Baqir

Emergency Telecommunications & Climate Change Coordinator

Mr. Haidar Baqir has been working in the field of emergency telecommunications for the last 17 years. Before joining ITU early 2020, he was working with the World Food Programme, where he was deployed to field emergency operations, including Sudan 2004, Lebanon 2006, Somalia 2007, South Sudan 2011, Ebola outbreak response in West Africa in 2014, Nepal following the earthquake, and Yemen in 2015. 
 
In his previous roles, Haidar also was part of the Global Emergency Telecommunications Cluster (ETC) based in Rome and as Regional IT Emergencies Preparedness and Response Officer for World Food Programme based in Bangkok, covering the Asia and Pacific region.
 
Haidar holds a Master's degree in Engineering and he is currently coordinating emergency telecommunications and climate change activities within the Telecommunications Development Bureau of the International Telecommunications Union (ITU).​
