Private Sector and Civil Society Consultation Workshop on the National Regulation on E-waste Management in Dominican Republic, 10 – 11 November 2021, Santo Domingo, Dominican Republic

​Background
In the Dominican Republic, Law No. 225-20 on the Integral Management and Co-processing of Solid Waste introduced the principle of extended producer responsibility (EPR) on electrical and electronic equipment. In partnership with the United Nations Environment Programme (UNEP), ITU provided assistance to the Dominican Institute of Telecommunications (INDOTEL) and the Ministry of Environment and Natural Resources (MARENA) to support the development of a dedicated decree to implement the principle of EPR under Law No. 225-20 and lay out the legal responsibilities and reporting, registration and EPR requirements for several categories of stakeholders. These instruments result from extended consultations with national stakeholders, held from 2021 to 2023. The Regulation on E-Waste Management and Final Disposal (Decree 253-23) was approved at ministerial level in 2023.

Objectives

​The private sector and civil society consultation workshop gathered a core group of relevant national and local stakeholders from the private sector and civil society. It provided space to define clear roles, duties and responsibilities of national stakeholders involved in the e-waste value chain. The workshop objectives were as follows:

  • Present the provisions that will serve as the basis for drafting the regulation on Waste Electrical and Electronic Equipment as a regulatory standard under Law 225-20;
  • Raise awareness among key actors from the private sector and civil society about the importance of having regulations that ensure the proper management of e-waste;
  • Gather the opinions, observations, and suggestions of workshop participants to refine and complement the e-waste regulations before its enactment;
  • Engage and secure the commitment of key actors from the private sector and civil society in assuming their responsibilities to ensure the proper comprehensive management of e-waste.
