Catalin Marinescu

Head, Strategy and Planning Division ITU

Catalin is Head of Strategy and Planning Division at the International Telecommunication Union (ITU), leading a development and implementation of the Union’s Strategic Planning and Evaluation Framework. He specializes in ICT strategy and policy development and has served multiple senior management positions at various international organizations, such as BEREC, FRATEL, ERGP, and ITU (Chairman of the ITU Council 2013). Before joining the ITU, he served as President of the National Authority for Management and Regulation in Communications (ANCOM) from 2009 to 2017, Deputy Director of the Computing Center of the General Council of Bucharest Municipality from 2007 to 2009, President of the Inspectorate General for Communications and Information Technology from 2005 to 2007 and Head of Department at ROMTELECOM from 1990 to 2005, in his own country Romania.

Catalin holds a Postgraduate Diploma in Advanced Telecommunication Technologies from the Politechnic University of Bucharest and MA(Econ) in Management and Change in the public sector from the University of Manchester.
