Background

As part of phase two of ITU’s Digital Transformation Center (DTC) Initiative​, the Digital Transformation Program office (DTP) ​within the Federal Democratic Republic of Ethiopia (FDRE) Ministry of Innovation and Technology became part of the global network. Within its mandate to support citizens’ innovation and technology capabilities, the Ministry of Innovation and Technology is undertaking a wide range of digital capacity-building initiatives. The Ethiopian digital transformation strategy recognizes digital literacy and digital skills as a foundation for building an inclusive digital economy2. The government aims to train 5,000 citizens with different levels of digital skills in the year 2022 and thus, contributing to national efforts to achieve Sustainable Development Goal (SDG) 4: Quality education.​

To implement the DTC initiative, the Ministry has selected 11 DTC satellite training centers across the country to reach a wider population. The Ministry recognizes the role of partners and strong stakeholder engagement, which has, from the lessons learned in other DTC countries, proven to be crucial in the implementation of the initiative. Furthermore, ITU and the Ministry of Innovation and Technology evaluated that there is a need for coordination of the DTC programme with other ITU capacity-development programs in Ethiopia to increase efficiency and impact. Therefore, the kickoff workshop will bring together not only the DTC satellite training centers but also other stakeholder and partners who are important for the implementation of the DTC initiative to together devise an implementation plan and discuss linkages to other ongoing and planned digital capacity activities.

The takeaways from the workshop will further feed into the United Nations Secretary-General's Transforming Education Summit (TES) to be held in September 2022 which seeks to mobilize political ambition, action, solutions and solidarity to transform education: to take stock of efforts to recover pandemic-related learning losses; to reimagine education systems for the world of today and tomorrow; and to revitalize national and global efforts to achieve SDG 4. ​

Objectives 

​The kick-off event sought to launch the DTC programme in Ethiopia, engage stakeholders who are active in digital capacity development activities in the country and to explore other related initiatives. In addition, the second day will feature an adjoining co-design workshop that seeks to engage stakeholders in discussion on digital capacity for all in Ethiopia. This will include discussions around how to establish a sustainable platform to enhance the digital skills of youth and women on digital skills by leveraging synergies between stakeholders in the Ethiopia’s digital ecosystem. 

As such, the workshop aimed to achieve the following:

  • To officially commence the national DTC programme in Ethiopia;
  • To create awareness and momentum toward the DTC programme implementation; 
  • To create stakeholder engagement and explore further partnership on capacity development, including through the DTC training centers, in Ethiopia;
  • To introduce and engage stakeholders in the co-creation of the Connected Digital Capacity Pilot in Ethiopia, building on the DTC programme and related initiatives undertaken by other stakeholders to develop digital capacity for all in Ethiopia. ​
