ITU and NBTC are jointly implementing a project on development of a framework for community TV services enabling using digital terrestrial TV broadcasting platform in Thailand, with the aims to put in place a suitable policy and regulatory framework for regulating community TV services in the country, to promote the local content, and build human capacity especially for the Office of NBTC. The Project will not only benefit Thailand, but also other countries through knowledge sharing and lessons learned from the project.
The project is aimed at, among others:
(1) Study and collect data/information on community TV broadcasting services in various countries in that subjects of interest may include philosophy of community broadcasting, technology, policy and regulation through various resources having been done by ITU, UNESCO and any other organisations or governments;
(2) Analyse the current circumstances in Thailand in order to apply and adapt practices learned from other countries for deployment of community TV broadcasting services in Thailand including framework and guidelines for regulating the services;
(3) Develop a comprehensive study report including measures for promoting community TV broadcasting services;
(4) Develop guidelines for establishment of a prototype of digital terrestrial community TV broadcasting station in Thailand.
With these regards, ITU and NBTC are organizing NBTC/ITU Conference on Community TV Service which will be held on 22 November 2016 at The Sukosol Bangkok Hotel, Thailand.
