Mr. R H M Alaol Kabir is a career bureaucrat who belongs to 29th BCS Administration Cadre. He joined iDEA project in the position of Research and Innovation Specialist (Team Leader) in October 2019.​
​Before joining the iDEA project Mr. Kabir served in different capacities at several government institutions. His immediate past posting was at the Cabinet Division where he oversaw the preparation, monitoring, and evaluation of the Annual Performance Agreement (APA) of different ministries. Before that Mr. Kabir was posted at the Office of the Refugee, Relief and Repatriation Commissioner (RRRC), Cox’s bazar. He also served as AC land of Barura upazila, Cumilla; Assistant Secretary of ICT Division; and Assistant Commissioner & Executive Magistrate of Madaripur.

Mr. Kabir did MSc in Economics from the University of Yok, UK. He obtained his BSc (Engg) and MS (Engg) in Computer Science and Engineering from the University of Chittagong. Mr. Kabir secured Masters in Information Technology from IIT, University of Dhaka. He did MSS in Criminology and Criminal Justice from the University of Dhaka. Before that, he obtained LL.B. and LL.M. respectively from the National University Bangladesh and ASA University of Bangladesh. Apart from this Mr. Kabir did a post-graduate diploma in International Relations and Journalism respectively from the University of Dhaka and National University Bangladesh.

Mr. Kabir is ‘Stanford Certified Project Manager’, ‘Oracle 9i Certified Professional’ and ‘Red Hat Certified Engineer’. He obtained training on ‘ICT Policymaking’ from USTTI, USA; ‘National Cyber Security Policy: Balancing Risk and Innovation’ from Microsoft Corporation, USA; ‘US Cybersecurity Coordination’ from Department of Homeland Security, USA; ‘Cybersecurity Concepts, Mechanisms, Management, Policy and Applications from IBM, USA; ‘Policy Analysis’ from National University of Singapore (NUS); ‘Procurement and Development’ from International Training Centre, ILO, Turin, Italy; ‘Information Security Policy’ from Korea Internet Security Agency (KISA), ‘Financial Management’ from Finance Division, Bangladesh; ‘Public Procurement Rules and Act’ from CPTU, Bangladesh.

Mr. Kabir has a keen interest in research. His research interests include Government Reform Initiatives, Public Policy, Bioinformatics and Biometrics. He has several research publications in different conferences and Journals where key research publications are available at Springer and IEEE.​
