Elisa Leonel is Superintendent of Consumers Affairs at National Telecommunication Agency in Brazil. Co-Rapporteur of study group on consumer protection at International Telecommunication Union. Employee of Brazilian civil service as Specialist in Telecommunication Regulation since 2005. PhD student in Political Science and Master’s degree in Business Administration and Public Policies, both from University of Brasilia. Graduated in Public Administration from School of Government of Minas Gerais – Brazil. Prior to becoming Superintendent, she had also worked with ICT public policies as special adviser and deputy Executive Secretary of the Ministry of Communications; adviser for digital inclusion projects at the Presidency of the Republic; and manager of universal service department at Anatel.
