Partner2Connect National Roundtable Cambodia

​Partner2Connect (P2C) National Roundtable for Cambodia will take place from 8-9 July 2024 in Phnom Penh. This in-country meeting will provide a unique opportunity for all relevant stakeholders on both global and national levels to come together to understand Cambodia's needs and determine the best responses to its digital transformation. This includes mobilization of new P2C pledges and leveraging dialogue with key stakeholders.

Cambodia is currently engaged with the Partner2Connect Digital Coalition to accelerate its digital transformation journey. The country’s digital transformation agenda as articulated in the Digital Economy and Society Policy Framework 2021-2035 cites five key strategic goals:
    • Digital infrastructure,
    • Digital trustworthiness,
    • Building digital citizens,
    • Building digital government,
    • Enabling digital business.

Cambodia is also strengthening all elements of the digital ecosystem to achieve the goals set out in the policy framework. In this journey, Cambodia is inviting the P2C Digital Coalition pledge makers that have made pledges and is also calling upon partners to make new pledges. As on 16 May 2024, 33 pledges worth USD 439.13 Million have been made by 18 entities.


Roundtable Objectives

The objectives of the roundtable are as follows:
  • Develop a deeper understanding of Cambodia's digital landscape, digital transformation initiatives, relevant policies and strategies, existing opportunities, and development gaps.
  • Bring together key stakeholders involved in Cambodia's digital transformation, including government, P2C pledging organizations, donors, UN and international organizations, private sector, civil society, and academia, to discuss and align on Cambodia's priority areas for development and targets.
  • Mobilize additional P2C pledges to address Cambodia's gaps and priorities and facilitate sustainable partnerships.


Structure

To empower key stakeholders involved in Cambodia's digital transformation on whole-of-government approach to digital development at both national and village levels, leaving no one behind, the proposed structure of the roundtable is as follows:

Session 1 - Overview of P2C Digital Coalition and Cambodia National Digital Transformation Policies

This session will provide an overview of the P2C Digital Coalition, and the national policy frameworks including Cambodia National Digital Economy and Society Vision Policy (2021-2035) and Digital Government Policy (2022-2035)

Session 2 - Role of UN and international agencies in achievement of UN SDGs in Cambodia

This session will provide the perspective of the UN agencies in Cambodia, the achievement of UN SDGs in accordance with the policies, visions and targets set by the Government of Cambodia.

Session 3 (a) - Extending universal connectivity in Cambodia

This session will invite P2C Digital Coalition partners to share details on pledges made to enhance Universal Connectivity in Cambodia and invite new pledges from international and national entities on the same area.

Session 3(b) - Extending universal connectivity in Cambodia

This session will invite P2C Digital Coalition partners to share details on the pledges made with reference to Cambodia and invite new pledges from international and national entities on the same area.

Session 4 - Digital transformation in Cambodia

This session will share international practices and pledges made by the P2C Digital Coalition partners on digital transformation, digital public infrastructure and advancing digital public goods. It will also invite new pledges from international and national entities.

Session 5 - Leaving no one behind in the Cambodian digital transformation journey

This session will invite P2C Digital Coalition partners to share details on the pledges made with reference to Cambodia around digital transformation, digital inclusion and digital skills and invite new pledges from international and national entities on the same area.

Session 6 - Fostering partnership and collaboration

This session explores partnership opportunities with partners and funding agencies, through existing pledges under P2C Digital Coalition and new pledges.


Background

The Partner2Connect Digital Coalition (P2C) is a global multistakeholder alliance launched in 2021 by ITU, in close cooperation with the Office of the Secretary-General's Envoy on Technology, and the UN Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Islands Developing States (UNOHRLLS). Created in line with the UN Secretary-General's Roadmap for Digital Cooperation, the WSIS action lines and the Sustainable Development Goals, the purpose of P2C is to serve as a global platform to mobilize and announce new resources, partnerships, and commitments for universal and meaningful connectivity in the hardest-to-connect communities in Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs) and Small Island Developing States (SIDS). P2C Action Framework serves as the guiding document for the Coalition. The Partner2Connect online pledging platform, through which resources from public and private sector players around the world are being mobilized, as of 5 June 2024 has 911 pledges made worth around USD 50.95 billion, submitted by 435 entities based in 143 countries around the globe.
