Early Warning for All (EW4A) - Pillar 3 in Asia and the Pacific

In strong collaboration with the HQ Thematic lead, Asia and the Pacific Regional office of International Telecommunication Union (ITU) is leading the “Warning Dissemination and Communication​" pillar of the EW4A initiative in ASP region. Using a people centric approach our aim is to ensure that warnings reach the people at risk in time to take action. 

Early warning systems are a proven and effective climate adaptation measure that are estimated to provide a tenfold return on investment.

EW4A Implementation in ASP

​EW4All initiative has started to roll out Globally in 30 particularly at-risk countries identified, including Small Island Developing States and Least Developed Countries. Additional countries are expected to be added as this vital work with partners gathers pace, scale and resourcing.

In Asia and Pacific following 10 countries are in this identified in this set:

  1. Bangladesh
  2. Maldives
  3. Nepal
  4. Lao (People’s Democratic Republic)
  5. Cambodia
  6. Kiribati
  7. Samoa
  8. Solomon Islands
  9. Fiji
  10. Tonga

How we can work together

​Assessment and technical advice

  • Assess current use of different warning dissemination channels (e.g., mobile, TV, broadcast, siren, etc.​)
  • Analyze necessary steps to be taken to implement most appropriate dissemination channels
  • Support countries develop bidding document
  • Advice on Common Alerting Protocol
  • National Gap Analysis on​ Digital Infrastructure Resilience, Preparedness and ICT service affordability
  • Last Mile Connectivity planning

Economic scope

  • Cost estimation of the roll-out of mobile EWS, and community-level last mile warnings targeting specific vulnerable groups
  • Identify possible funding opportunities

Regulatory scope​

  • NETP preparation
  • Review and assess the current legislation and SOPs, if appropriate and necessary, propose modifications to the regulatory framework.

Monitoring

​The Early Warnings for All Dashboard​ tracks progress for informing decision-making and measuring success. It serves as a centralized data portal where data for the four Early Warnings for All Key Pillars, as well as those for disaster risk reduction (DRR) strategies and cross-cutting enablers can be monitored and visualized.
