Collaborative Regulation Case Study for Romania – Towards GSR-21


This initiative was organized in the context of the ITU collaborative regulation research project conducted across regions to explore the different paths towards Fifth generation (G5) collaborative regulation in the lead up to the Global Symposium for Regulators to be held virtually from 21 through 25 June 2021. It was led by the Regulatory and Market Environment Division of the Telecommunication Development Bureau, in close coordination with the ITU Office for Europe. The initiative was also held within the framework of the ITU Regional Initiative for Europe on "Broadband infrastructure, broadcasting and spectrum management" which, among others, seeks to facilitate the sharing of views and experiences and practical guidance on the journey towards collaborative regulation for the digital transformation cutting across economic sectors.

The case study aimed at raising awareness at the national level with regards to the importance of institutional and stakeholder collaboration and coordination in the field of ICTs and digital markets and services. The report was a collaborative effort itself, as work was undertaken over the past 3 months together with the National Authority for Management and Regulation in Communications of Romania (ANCOM) and with a range of other institutions.

The “high level policy brief", an executive document based on the report that is aimed at ICT decision-makers in the country, was  handed over to ANCOM. The findings of the case study and the policy recommendations were discussed to identify outstanding challenges and a way forward to foster collaborative regulation at the national level – across government agencies and ministries and with all national stakeholders, including the private sector..
