National Workshop for Moldova – Towards GSR-21: the road to collaborative regulation

The workshop was organized by ANRCETI and the ITU with the support of the Ministry of Economy and Infrastructure of the Republic of Moldova. It was jointly facilitated by the Regulatory and Market Environment Division (RME) of the Telecommunication Development Bureau (BDT), ITU, and the ITU Office for Europe.

This workshop was organized in the context of the ITU collaborative regulation research project conducted across regions to explore the different paths towards Fifth generation (G5) collaborative regulation in the lead up to the Global Symposium for Regulators to be held virtually from 21 through 25 June 2021. It was also held within the framework of the ITU Regional Initiative for Europe on "Broadband infrastructure, broadcasting and spectrum management" which, among others, seeks to facilitate the sharing of views and experiences and practical guidance on the journey towards collaborative regulation for the digital transformation cutting across economic sectors.

The workshop was primarily aimed at raising awareness at the national level with regards to the importance of institutional and stakeholder collaboration and coordination in the field of ICTs and digital markets and services. It  showcased the work undertaken in Moldova over the past 2 months with a range of institutions and presented the outcomes of this work.

The “high level policy brief”, aimed at ICT decision-makers, was​ handed over to ANRCETI followed by a discussion on the collaborative regulation “case study” on Moldova. The findings of the case study and the policy recommendations were discussed amongst the stakeholders involved in the work to identify outstanding challenges and a way forward to foster collaborative regulation at the national level – across government agencies and ministries and with all national stakeholders, including the private sector.
