ITU-UNCT: Digital Development Country Profiles series

As part of the engagement of ITU with the UN Country Teams in the Europe Region, and recognizing the need for greater collaboration on issues pertained to digital for development, the ITU, together with members of the UN Country Team, is developing the Digital Development Country Profile series.

The Profiles provide a comparative analysis of the 9 countries of the Europe region with UN in-country presence, namely Albania, Bosnia and Herzegovina, Georgia, Moldova, Montenegro, North Macedonia, Serbia, Türkiye, and Ukraine.

The Country Profiles address the countries' digital development status by applying a building-blocks framework that analyses digital transformation from a variety of perspectives, enabling an understanding of how the various dimensions of digital development interact at the country level. It also allows offering a broad overview of the activities and projects being implemented at the national level and in the wider region.

Given the cross-cutting nature of inclusive and sustainable digital transformation, these Country Profiles rely substantively on the engagement of UN Agencies members of the UN Country Teams, and other UN System organizations, as to provide a holistic picture of the situation.

The Country Profiles seek to build a reference for discussions on digital development at the country level. They further aim to serve as a guide for future dialogue with country stakeholders and pave the way for increasing fit for-purpose engagements of the UN system in the country. They will equip decision-makers at the national level and international stakeholders with an overview of the various components of digital development at the national level.

By identifying the main gaps and opportunities in digital development, these Country Profiles also aim to provide guidance for digital and Information and Communication Technologies (ICTs)-related initiatives to be undertaken by the UNCT to support the achievement of the UN Sustainable Development Cooperation Framework (UNSDCF) and UN Common Country Analysis (CCA).

Following the publishment of the Country profiles, the ITU Office for Europe, together with UN sister agencies, intends to identify areas of collaboration and have forward-looking discussions with national counterparts upon their request, in order to address specific areas in need of improvement, as well as to encourage potential collaborators to provide their support.
