Guidelines to assist administrations in capturing coordination agreements, and in creating space station notification notices and their resubmissions

​​​​​​​​​​​​​Ascommunicated in the circular letter CR/483, the Bureau developed new features within the BR software SpaceCap to assist notifying administrations in communicating the coordination status with the affected administrations at group level of the Appendix 4 notice form.

As of 5 April 2022, new functionalities have thereby been introduced in the version of the  BR software SpaceCap as included in the BR IFIC 2968, to assist administrations in capturing coordination agreements, when required, with affected administrations at group level, as well as in creating space station notification notices and their resubmissions if applicable.​

All related BR software supporting these new functionalities have been updated accordingly.

As of 1 July 2022, the Bureau will only take into account coordination agreement status information captured in the notice and will cease taking into account any additional coordination agreement status information provided in cover letters in the examination of the AP4 notice submitted for notification.​

NOTE:​

  1. Any request for first notification received from 1 July 2022 will be examined automatically under Nos. 11.32 and 11.32A, without returning the notice under No. 11.37, unless the administration specifically indicates at first notification​ that it wishes the notice to be examined under No. 11.32.  

  2. If the “agreement obtained" is indicated with respect to an affected administration in the AP4 notification notice, the Bureau will consider that the coordination procedure has been completed with that administration when carrying out the No.11.32 examination. There will no determination as to whether the satellite networks of the other administration have been suppressed or not and a favourable finding will be given under No.11.32.

  3. If there is no “agreement obtained" indicated ​with an affected administration in the AP4 notification notice, the Bureau will carry out examination to check if there is coordination requirement with the affected administration when carrying out No.11.32 examination. If the examination shows that there is coordination requirement with the administration, the Bureau will consider that coordination has not been completed with that administration and an unfavourable finding under No.11.32 will be given. It is possible that during such examination, the Bureau could find that satellite networks of the affected administration identified in the Coordination Request are suppressed. In such a case, coordination with that administration will be considered as no longer required.

  4. ​When carrying out examination under No. 11.32A, the coordination status information with affected administration at group level will be taken into account together with coordination agreement status with satellite networks of affected administrations at notice level if such optional information is provided.

  5. ​In case of inconsistency between the coordination status indicated for an affected administration at group level and the coordination status indicated for the list of satellite networks of that affected administration at notice level, the Bureau will use the information on the coordination status with the affected administration indicated at group level for its examination.

  6. In the case of first notification of a satellite network with frequency assignments that are both subject and not subject to coordination, two separate notices should be merged into a single database. The SpaceCap software includes the possibility to “clone” beams from one notice into another in the same database to assist in this process.​

  7. ​​The new SpaceCap features cannot be used to create a notification modification notice i.e. a notice for modification of frequency assignments already notified and recorded. Such a notice should be created using traditional SpaceCap tools.

  8. The new SpaceCap features cannot be used to create a notification for the case of Article 2A of AP30/30A notification​. The creation of such a notice remains the same as before.​​
