BOATENG, Isaac

BOATENG.jpgProfessional Experience & Qualification:
Isaac Boateng is a Manager at the National Communications Authority (NCA) of Ghana with over 12 years of professional working experience in the ICT industry. He is responsible for technical regulations and is currently the head; ICT Standards.

Mr Boateng is also a Vice Chair of ITU-T SG11, Vice Chair of Working Party 3/11, Rapporteur of 8/11 (Guidelines for Implementations of Signalling, Protocols and for Addressing Counterfeit ICT Devices) and Associate Rapporteur of 11/11 (Protocols and Networks Test Specifications; Frameworks and Methodologies).

He holds M.Sc. in Wireless Communication Systems (UK) and B.Sc. in Physics (GHANA). He is also an Adjunct Lecturer at the School of Technology, Ghana Institute of Management and Public Administration (GIMPA).

Key accomplishments:
NCA
1. Successfully developed a new Type Approval Certification Regime that includes an online application portal and search database, 2014.
2. Spearheaded negotiations for the procurement of QoS monitoring and post processing tools for NCA, 2007.
3. Developed Broadband Wireless Access, Unified Access Service, and Interconnect Clearing House Licences.
ITU
4. Successfully chaired Correspondence Group Recognition Procedures between ITU and Testing Laboratories (TL) for the ITU C&I programme. Resulted in new work item (…. Under Q11/11.
5. Q8/11 under his leadership has approved the ITU_T Recommendation “Physical Realisation of Next Generation Networks” as Supplement 64 to ITU-T Q series Recommendations.
6. Successfully defended for adoption, the controversial ITU-T Resolution 76 at the WTSA-08, South Africa revised  at WTSA-12, Dubai.
