ITU'S STANDARDIZATION ACTIVITIES

​​​​ITU-T Q.3960 "Framework for Internet related performance measurements" describes two measurements which are performed for the estimation of Internet related performance:

  • Operator e2e measurement (Test Scenario 1):
    This measurement should include the whole operator’s network (e.g. access, core and backbone networks) from the Measurement Agent (MA) up to the Measurement Peer (MP), selected among multiple Internet Exchange Point (IEP).
  • Server e2e measurement (Test Scenario 2):
    The measurement between customer Measurement Agent (MA) and a relevant Internet resource should include all the network segments from the customer side to the relevant Internet resources beyond the operator network.

It should be noted that Test Scenario1 considers network segments under control of the operator. Test Scenario 2, instead, comprises the measurement of end-to-end services available in the public Internet which are beyond the control of the operator and would be useful to end users for comparison purposes only.​
