Marco Carugi works as senior consultant on advanced ICTs and associated standardization, engaged with customers (NEC Corporation since Jan 2015) on service and network requirements and architectures, defence and promotion of customers' interests in international standardization, education and advising on standardization strategy. Technical areas of current involvement include Internet of Things/M2M, Future Networks (IMT-2020/5G), SDN and NFV, Big Data and AI, Cloud Computing. He has professional experience in R&D and technology strategy, and he has worked in different market roles (Telecommunication Engineer in the Solvay group, Research Engineer in Orange Labs, Senior Advisor in Nortel Networks CTO division and Senior Expert in ZTE R&D Technology Strategy department). Marco is active in standardization since long time, leading standards specifications in different domains (NGN, IoT/M2M, Big Data, IMT2020) and holding numerous leadership positions (incl. ITU-T SG13 Vice-Chair, ITU-T Rapporteur in four study periods, ITU-T FG M2M Service Layer Vice-Chair, ITU-T FG Cloud Computing WG Chair, OIF Board member, IETF Provider Provisioned VPN WG co-Chair). In the current 2017-2020 ITU-T study period, he serves as ITU-T SG20 Mentor and Rapporteur for Question 2 ["Requirements, capabilities and use cases across verticals"], as well as ITU-T SG13 Mentor and Associate Rapporteur for Question 20 ["IMT-2020: Network requirements and functional architecture"]. He also plays ITU-T Liaison Officer roles, incl. SG20 Liaison Officer to ISO/IEC JTC1/SC41, to JCA-IMT-2020, to CITS (Collaboration on ITS Communication Standards) and to/from the Alliance for IoT Innovation (AIOTI) (WG03 on IoT standardization). Since Q3 2017, he is also leading the Use Cases and General Requirements analysis activity within the ITU-T Focus Group on “Data Processing and Management to support IoT and Smart Cities & Communities” and is acting as a co-leader of the High Level Architecture group within AIOTI WG03. He is also active participant in the ITU-T Focus Group on “Machine Learning for Future Networks including 5G”. He is author of standards specifications, papers and articles (IEEE magazines and others), co-author of the IoT European Research Cluster (IERC) yearly books, and regular speaker in international and regional conferences and workshops. Marco holds an Electronic Engineering degree in Telecommunications from University of Pisa (Pisa, Italy), a M.S. in Engineering and Management of Telecommunication Networks from National Institute of Telecommunications (Evry, France) and a Master in International Business Development from ESSEC Business School (Paris, France). He has also completed an Executive Program on Big Data Science at Ecole Centrale (Paris, France).

CoallierFrançois Coallier
Chair, ISO/IEC JTC 1/SC41

François Coallier is professor at the Department of Software and IT Engineering at the École de technologie supérieure (ÉTS), one of Canada's leading engineering school, affiliated to the Université du Québec network. He was CIO of ÉTS between 2010 and 2016 and the founding chair of ÉTS' Department of Software and IT Engineering from its creation in 2004 till 2010. He has nearly twenty-two years of industrial experience in one of Canada's largest companies, where he held various engineering and managerial positions in engineering, quality engineering, IT procurement, IT infrastructure deployment and operation and IT Enterprise Architecture Management. Dr. Coallier has been continuously involved in software and systems engineering standards development since 1984, being the international Chair of the Joint ISO and IEC subcommittee responsible for the elaboration of standards for Internet of Things and related areas (ISO/IEC JTC1/SC41) since its creation in 2016. He was also the chair of SC7, Software and Systems Engineering, from 1997 to 2017, and its Secretary from 1993 to 1997. He held also the convenership of the ISO/IEC JTC 1 Special Working Group for Technology Watch on international IT standardization from 2002 to 2007. François Coallier has a B.Sc. in Environmental Biology from McGill University, a B. Eng. in Engineering Physics and an M.A.Sc. and Ph.D. in Electrical Engineering from Montréal's École Polytechnique.
IlinAleksandr Ilin

Aleksandr Ilin, the CTO MSK-IX. He was born on July 4, 1975 in the Moscow region. In 1998 he graduated from the Moscow Institute of Physics and Technology (University), and in 1996 began working as an engineer at the company "Demos".
He participated in the implementation of many projects aimed at developing the infrastructure of the Russian internet and helped the industry to create national-scale internet projects, such as "Internet in Russian," the exchange of IP traffic between networks, and facilitated the globalization of a distributed network of DNS servers to support root domain zones. Since 1997, Alexander worked in ROSNIROS (the founder of the MSK-IX project). Since 2009, Alexander has been working at MSK-IX as the CTO. He is married and has a daughter.

Ramy Ahmed Fathy is the Director of Digital Services Planning and Risk Assessment at the Egyptian National Telecom Regulatory Authority (NTRA). As the Director of Digital Services, he seeks the development and implementation of sustainable and effective digital services in the Egyptian market. His role at NTRA includes the development of guidelines, regulatory frameworks, viable business models, and effective specifications & technical operating parameters, which ensure efficient and effective services' operation. He is leading the design, and specifications development of intelligent and digital services; addressing interoperability, risk, regulatory impact assessment and services’ market adoption while employing a wide set of tools related to radio network planning, transport design, market modeling, and optimization. Fathy has been actively involved at the different stages of development of various intelligent ICT systems and services, in addition to numerous ICT-for-development and digital transformation initiatives including national broadband networks, smart cities, m2m and IoT enabling regulatory frameworks, smart utilities, eGov, water management, and next generation access planning. His 15 years of experience include projects design, budgeting, and planning of smart cities, enterprise automation, DTV transformation, and Intelligent Transportation Systems (ITS). Over the past 10 years, Fathy has served in key roles in the international standardization arena. In 2012, he served as the Vice-Chairman of the ITU-T Focus Group of Bridging the Gap between Innovations and Standardization (Focus Group Innovation). One year later, he was elected as the Chairman of the ITU-T Focus Group on Smart Water Management for a period of two years. Currently he is serving as the Vice Chairman of the ITU-T Study Group 20 (SG20) on IoT and its applications including smart cities and communities since late 2015 where he is leading activities related to the standardization of end-to-end architectures for IoT and smart cities, intelligence, mechanisms for the interoperability of IoT applications, security, and identification aspects of IoT systems. Fathy has a PhD in electronics and communications. He has led R&D projects in radio network planning and optimization, cognitive radio systems, video coding, cryptography, DSP/FPGA/GPP based implementations of consumer electronics products and satellite communication systems. He has numerous publications in esteemed journals and conferences, and he's the author of one book in electronics.
Kargapolov Yurii Kargapolov

Graduated from the Odessa Polytechnic Institute, Radio-engineering faculty, in 1980 received diploma Dipl. Eng. Radio designer and technologist. In the sphere of professional interests and activities in different years included application programming, system programming and methodology of the create and implementation IT-systems as an architect were included.
He was civil servant and held leaders positions in National Commission for Telecommunication Regulation and State Communication Administration. Yurii Kargapolov is a Member of the Coordination Council of the Ukrainian Network Information Center (UANIC), one of the developers of the administration and technical rules for .УКР IDN ccTLDs and Member of Board Internet Association of Ukraine. He created and launched the ISP, has built and launched more than 25 technical platforms in different cities of Ukraine to provide broadband wired and wireless access for providing special bank data transmission, voice and video services. He took active part in preparing documents for .0.8.3.e164.arpa delegation (Ukrainian ENUM domain). He has attended over 80 local and international Meetings and Conferences of ITU, ICANN, IGF, ENOG, RIPE, TLDCON etc. as speaker and key speaker

YevgeniYevgeni Koucheryavy

Yevgeni Koucheryavy is a Full Professor (tenured) and Lab Director at the Faculty of Computing and Electrical Engineering of Tampere University of Technology (TUT), Finland. He received his PhD degree (2004) from the TUT. Yevgeni has been teaching from 1996 for different target groups, students and professionals in Austria, Brazil, China, Czech Republic, Finland, Ireland, Russia, Kazakhstan, Sweden, Spain, UK and USA. He has acted as a PhD evaluation committee member or examiner in >10 countries. He graduated 8 PhD students and over 60 MSc students. He has worked in a number of research and development projects within different frameworks, e.g., FP7, H2020, and companies including Nokia, Intel, Alcatel-Lucent, Ericsson, Cisco, etc. Within last 6 years (2013 – 2017) Yevgeni attracted over 6 mln Euros as a research funding. He acts as an external reviewer for state funding agencies of several European countries and H2020. Yevgeni has authored or co-authored over 250 papers in the field of advanced wired and wireless networking and communications. His Scopus h-index is 25. He holds two US patent and two pending. His current research interests include various aspects in heterogeneous wireless communication networks and systems, network and services performance evaluation, the Internet of Things, and nano-scale communications. Yevgeni is an Associate Technical Editor of IEEE Communications Magazine and Editor of IEEE Communications Surveys and Tutorials. Yevgeni is a Senior IEEE member. Yevgeni is a chairman of the board of YL-Verkot Oy and co-founder of Battery Intelligence Oy.

After graduating from Leningrad University of Telecommunications in 1974, A. Koucheryavy joined Telecommunication Research Institute LONIIS, where he worked till October 2003 (from 1986 to 2003 as the First Deputy Director). Dr. A. Koucheryavy holds Professor position at the Bonch-Bruevich St. Petersburg State University of Telecommunications (SUT) since 1998. There, in 2011 he became a Chaired Professor in "Telecommunication Networks and data transmission" department. Dr. A. Koucheryavy was an advisor of the Central Science Research Telecommunication Institute (ZNIIS) from 2003 to 2010. Co-founder of the International Teletraffic Seminar (1993, 1995, 1998, 2002); founder of the model network for digital networks at LONIIS (1997); co-founder of the model network for packet networks at ZNIIS (2004); co-founder of the Internet of Things Laboratory (2012) and Quality of Experience and IPTV Laboratory (2014) at SUT. Chair of the Scientific school on teletraffic theory in LONIIS (1990 – 2003); Founder and scientific school chair "Internet of Things and self-organizing networks" in SUT (2010 up to now); Steering committee member of IEEE technically co-sponsored series of conferences ICACT and NEW2AN. EllaElla Grigorievna Bogoslavskaya

Ms Bogoslavskaya has more than 20 years of telecom related experience. She graduated from the Kalmyk State University obtaining a Master in English Philology and from the Russian Financial and Economic Institute obtaining a Master in Economy. She started working in telecoms in MTS as an operator in a call center and was promoted as a manager of M&A projects. Ella participated in the acquisition of mobile telecom companies in Russia and CIS, fixed assets consolidation and mobile retail acquisition. She has been working for more than 6 years in Tele2 as the Head of Strategy Planning and Strategy Execution. She deals with the annual long-term strategic planning resulting in the change of business processes and appearance of the new competencies and divisions (CEM, Digital, Agile, Big Data). She also monitors the strategy execution in the company through the creation and control of the strategic Key Performance Indicators system.

Farid Nakhli received his Master of technical sciences degree in the Belarusian State University of Informatics and Radioelectronics in 2009. From 2008 to 2015 Farid worked in the system of the Ministry of Communication and Informatization of the Republic of Belarus managing projects on nation-wide ICT strategy and policy analysis, monitoring of ICT infrastructure and e-government development, regulation and standardisation, and development of relevant software. In 2015 he joined the Corporate Strategy Division of the International Telecommunication Union (ITU) as Planning and Management Consultant. Since 2016 Farid works as Programme Officer at the ITU Regional Office for CIS based in Moscow, where his responsibilities include ICT strategy and policy advise, management of projects on ICT development and organization of regional events. Recognized profession credentials include: CCNP (Cisco certified network professional) – 2012 and PMP (Project management professional) – 2014. He speaks Russian, English, French and Belarusian.

RustamRustam Pirmagomedov

In 2010 Mr Pirmagomedov graduated from St. Petersburg State University of Telecommunication (SPbSUT). In 2014, he received Cand.Sc. degree in SPbSUT, and his thesis was on the “Study of physical channel's failures in passive optical networks and development of methods for reliability prediction”, which was developed in collaboration with Rostelecom. The results of this research were successfully implemented, and currently are used for maintaining and designing of xPON access networks on the existing telecommunication networks. Currently, Mr Pirmagomedov is associate professor of the department of “Telecommunication Networks and Data Transmission” in SPbSUT. Since 2016 he has been focusing on research on medical applications of IoT as a member of the “Biodriver” project team. In addition, since 2016, he is also a paper reviewer of the International Conference on Advanced Communications Technology. His scientific interests include IoT, nanonetworks, body area networks, it-bio interfaces.

Maxim Sokovishin is currently working in European Application Engineering Organization of the Keysight Technologies Russia. Maxim Sokovishin has more than 8 years of experience, mainly in the field of RF / Microwave systems and components measurements. He has 5 years of experience in Keysight Technologies Russia as an Application Engineer responsible for signal analysis and signal generation solutions, as well as vector analysis software support. Maxim possesses good insight into the automated test system solutions in the field of radar subsystem & system level testing. He continues working & supporting of the test & measurement needs of various Aerospace & Defense R & D Labs, & frequency regulation companies in his region of operation. Ms. Xiaojie ZHU has more than 20 years working experience in telecommunication network technology areas. She had successfully led outstanding projects in relation to NO.7, IN (Intelligent Networks), NGN, VoLTE, virtualized IMS etc. Now she is focusing on developing the technical strategies and standardization for emerging network technologies including multimedia communications , FMC, SDN/NFV and Voice over 5G etc.
