​​​​​​​Abdulhadi Aboualmal
Etisalat​

Dr. Abdulhadi is the Head of Technology Standardization, Spectrum Management, IoT & Smart City development and Radio Access Transformation (e.g. NB-IoT, 5G). He has held various leadership roles at the Emirates Telecommunications Group Company (ETISALAT) and UAE since 2008. He is leading expert with more than 10 years of international experience in the strategy, design, development and implementation of next generation networks technologies and related infrastructure as well as the work of many international organizations (e.g. ITU, 3GPP, GSMA, SAMENA), in which he has been Chairing various technical groups.

He has also been leading several national and international projects including propagation modeling for the Gulf region, cost modeling of telecom services, analysis of business challenges/opportunities, and modeling/optimization of wireless systems/networks. Also, he is the representative of Arab Group for relevant agenda of Mobile spectrum, IoT & Smart City, OTT… etc, under the ITU World Conferences including WRCs, WTSA, Plenipotentiary and WCIT-12. Before 2008, he was working in three UAE universities and research centers. He obtained his Ph.D. degree in wireless and mobile communication from University of Bradford, UK. He is the author and co-author of many journal and conference papers.
​​​Nasser Al Marzouqi
Chairman, ITU-T Study Group 20, ITU​

Mr. Nasser Al Marzouqi is the Chairman of the ITU-T Study Group 20 “Internet of things (IoT) and smart cities and communities (SC&C)” which provides the specialized IoT standardization platform necessary for the convergence to rest on a cohesive set of international standards. The focus of the research conducted by ITU-T Study Group 20 will be on identifying and analyzing emerging applications and global solutions for IoT and smart cities, which will contribute to improving the interoperability of various IoT-based technologies, a key factor in ensuring end-user and market acceptance of IoT solutions.

Nasser Al Marzouqi is currently working for the Telecommunication Regulatory Authority in the United Arab Emirates in the International Affairs Division. He also functions as the UAE representative to the International Telecommunication Union (ITU) and has been closely involved in the major ITU conferences and events. He received his Master’s degree in Telecommunication Engineering from Latrobe University in Australia.

The TRA in the UAE has been at the forefront of pioneering developments in the field of ICT and in providing an optimal enabling environment in which the UAE’s ICT sector can flourish. Mr. Al Marzouqi is a firm proponent of converting existing systems to high-efficiency systems, helping to bridge the digital divide and to increase global communication and the transition to smart sustainable cities.​
Ramy Ahmed Fathy
National Telecom Regulatory Authority, Egypt

Ramy Ahmed Fathy is the Director of Digital Services Planning and Risk Assessment at the Egyptian National Telecom Regulatory Authority (NTRA). As the Director of Digital Services, he seeks the development and implementation of sustainable and effective digital services in the Egyptian market. His role at NTRA includes the development of guidelines, regulatory frameworks, viable business models, and effective specifications & technical operating parameters, which ensure efficient and effective services' operation. He is leading the design, and specifications development of intelligent and digital services; addressing interoperability, risk, regulatory impact assessment and services’ market adoption while em​ploying a wide set of tools related to radio network planning, transport design, market modeling, and optimization.

Fathy has been actively involved at the different stages of development of various intelligent ICT systems and services, in addition to numerous ICT-for-development and digital transformation initiatives including national broadband networks, smart cities, m2m and IoT enabling regulatory frameworks, smart utilities, eGov, water management, and next generation access planning. His 15 years of experience include projects design, budgeting, and planning of smart cities, enterprise automation, DTV transformation, and Intelligent Transportation Systems (ITS).

Over the past 10 years, Fathy has served in key roles in the international standardization arena. In 2012, he served as the Vice-Chairman of the ITU-T Focus Group of Bridging the Gap between Innovations and Standardization (Focus Group Innovation). One year later, he was elected as the Chairman of the ITU-T Focus Group on Smart Water Management for a period of two years. Currently he is serving as the Vice Chairman of the ITU-T Study Group 20 (SG20) on IoT and its applications including smart cities and communities since late 2015 where he is leading activities related to the standardization of end-to-end architectures for IoT and smart cities, intelligence, mechanisms for the interoperability of IoT applications, security, and identification aspects of IoT systems.

Fathy has a PhD in electronics and communications. He has led R&D projects in radio network planning and optimization, cognitive radio systems, video coding, cryptography, DSP/FPGA/GPP based implementations of consumer electronics products and satellite communication systems. He has numerous publications in esteemed journals and conferences, and he's the author of one book in electronics.

Strategic Planning Advisor, Smart Dubai office

Dr. Okan Geray has more than 20 years of experience in management consulting in various industries. He has consulted for a number of organizations in Netherlands, France, Italy, Germany, South Africa, Turkey and Dubai. He has worked in A.T. Kearney global management consulting firm for 6 yea​​rs and was a member of global T​elecommunications a​nd High Technology core team before he joined Dubai Government in 2002. He has worked as the strategic planning advisor in Dubai eGovernment, Dubai Smart Government, and more recently in Smart Dubai Office after its establishment. His responsibilities include Strategic Planning, Strategic Performance Management and Policy Making.

He was the Co-Chair of Enhancing Innovation and Participation Working Group in United for Smart Sustainable Cities (U4SSC) joint global initiative by ITU and UNECE. This working group addressed Smart Governance, Smart Economy and Smart People aspects in smart cities. He is currently leading two deliverables globally in U4SSC; namely “Guidelines on Strategies for Circular Cities” and “City Science Application Framework”.

He is the Co-Chair of “Data Economy Impact, Commercialization and Monetization” Working Group in ITU Focus Group on Data Processing and Management. He is also the Co-Rapporteur of ITU Study Group 20 Question 7 on “Evaluation and assessment of Smart Sustainable Cities and Communities”​.

He holds double major B. S. degrees in Industrial and Computer Engineering from Bosphorus University in Istanbul Turkey, an M.S. degree in Electrical Engineering and a Ph.D. degree in Systems and Control Engineering from University of Massachusetts in US. He has published journal and conference papers and has been an adjunct lecturer in management for 15 years.​​

Liu Haitao
President, Wuxi SensingNet Industrialization Research Institute, China

Liu Haitao, born in March 1968, a member of the Communist Party of China, doctor of Science, doctoral supervisor, national second-class professor of China, is currently the president of Wuxi SensingNet Industrialization Research Institute. The main titles he holds include: Chief IoT scientist of the National 973 Program, Member of the National Expert Consultative Committee on Information Technology, Chairman of the National IoT Basic Standardization Working Group, Chairman of the National Sensor Network Standardization Work Group, Editor of the international IoT standards ISO/IEC 20005 and ISO/IEC 30141, Director of National Sensor Network Engineering Technology Center, and Director of National Environmental Protection IoT Engineering Center.

He was rewarded the second prize of National Science and Technology Progress Award, the first prize of Shanghai Science and Technology Progress Award for twice, and the Outstanding Science and Technology Achievement Award of the Chinese Academy of Science. In addition, he was awarded the CCTV National Annual Economic Figure of the Year 2009, National May 1st Labor Medal, and the National Model Worker.

Haining Hu, Senior Spectrum and Regulatory Affair Manager for China & East Asia.

He has more than 10-year experience in communication industry with extensive experience in the information technology, telecom, broadcasting, multimedia and entertainment. He works in the spectrum & regulation affair organization in Sigfox focusing on regulation, standardization and strategy topics. He received a master degree in communication system from the Beijing University of Posts and Telecommunications.​
Wu Jianbo
Chief Strategic Planner, LongShine Technology Co., Ltd, China

Dr Wu Jian Bo is currently the chief planner of LongShine Data Technology Co., Ltd. He is mainly engaged in the research of the new generation of information technolog​y in the fields of big data, cloud computing, Internet of Things, smart cities, networks and information security, etc…

He has extensive experience in the planning, research, development, industrialization and commercialization of technology and system platform products. He has participated in a number of important projects such as enterprise and government smart cities as the main person or core personnel.​
​​Li Jingjing
Deputy General Manager, Suntront Technology Co., Ltd, China

Mrs. Li Jingjing, bachelor degree, management trainee of high-end talent of Zhengzhou equipment manufacturing industry of Tsinghua University and was awarded the "WTO/TBT Review Specialists” by China Metrology Association.

She has joined Suntront Tech for 13 years and has participated in company IPO, non-public offering and other milestone events. Now she is the VG of Suntront Tech, GM of Overseas Business Division and the first director and chief operating officer of Suntront Intelligent (Hong Kong) Co., Ltd.

She is the founder of the overseas business division, designing the blueprint for Suntront overseas business from scratch. Now Suntront operating network has covered multiple countries and regions around the world.
Hyoung Jun Kim
ETRI, Korea

Dr. Hyoung Jun Kim joined ETRI (Electronics and Telecommunications Research Institute) in 1988, and he is currently in charge of PEC (Protocol Engineering Centre) as Assistant Vice-President of ETRI. The PEC is specialized group of ETRI for ICT standardization. He was also visiting scholars at ULB (University of Brussels, 1994-1997) and UVa (University of Virginia, 2007-2008), and he has been now serving as Adjunct Professor of University of Science and Technology since the year 2008. He has had about 30 years’ research experiences in various divisions of ETRI including Info-Communications Technology Division, IT Strategy Research Division, Information & Telecommunications Technology Division, and Protocol Engineering Centre.​

He has been currently serving as Vice-chair of ITU-T SG20 and is Chair of WP1/20 and the Convener of JCA-IoT/SC&C (Joint Coordination Activity of Internet of Things and Smart Cities & Communities). In addition, he also had many experiences served as Vice-chair of ITU-T SG13 and the chair of WP3/13, Rapporteur of Q25/16, Vice-Chair of FG on M2M Service Layers, Chair of WP2 of the FG in ITU-T SG11 and Vice-Chairman of FG on Future Networks in ITU-T SG13 and so on. In addition, he is also serving as Vice-chair of oneM2M TP which is the group for standardization of IoT middleware platform.​

He was awarded the National President’s citation in 2003 and 2009 respectively as well as many Certificates of Appreciation from int’l standard-related organizations including ITU-T. In particular, he got his second National President’s Award at the “World Standards Day 2009 in Korea” for honoring his efforts on international standardization.​

​​G​yu ​Myoung Lee​​
LJMU, UK/KAIST, Korea​

​Gyu Myoung Lee is with the Liverpool John Moores University (LJMU), UK, as a Reader from 2014 and with KAIST Institute for IT convergence, Korea, as an Adjunct Professor from 2012. Prior to joining the LJMU, he has worked with the Institut Mines-Telecom, Telecom SudParis, France, from 2008. Until 2012, he had been invited to work with the Electronics and Telecommunications Research Institute (ETRI), Korea. He also worked as a research professor in KAIST, Korea and as a guest researcher in National Institute of Standards and Technology (NIST), USA, in 2007.

His research interests include Internet of things, computational trust, Blockchain, knowledge centric networking and services, multimedia services, and energy saving technologies including smart grids. He has been actively working for standardization in ITU-T, IETF and oneM2M, etc., and currently serves as a WP chair and a Rapporteur of Q16/13 in SG13, and a Rapporteur of Q4/20 in SG20 as well as the Chair of ITU-T Focus Group on data processing and management (FG-DPM) to support IoT and smart cities & communities. He is a Senior Member of IEEE.

He received his BS degree from Hong Ik University, Seoul, Korea, in 1999 and his MS and PhD degrees from the Korea Advanced Institute of Science and Technology (KAIST), Daejeon, Korea, in 2000 and 2007.

Strategy Director​, ​SCE Inc., Korea

Yong Jick Lee is a Strategy Director of SCE Inc. Korea. SCE is a leader of ICT accessibility consulting and analysis in Korea, that provides various business solutions for improving mobile and ICT accessibility.

Also, he is a visiting professor of Jungwon University, Goesan, Korea. He teaches information systems in department of business administration, and his research interests are mostly focusing on the area of information technology accessibility.

Recently, he is participating in international standardization activities through ITU-T Study Group 20 and APT ASTAP EG-AU concerning mobile, IoT and smart cities accessibility.​

​Tania Lim
Associate Human Settlements Officer, UN-Habitat

In UN Habitat, Tania works on people-centered approaches to building Smart, Digitally Intelligent Cities. She is currently a contributing expert advising on th​e New Urban Agenda in the ITU-T SG20 working group on data and technical standards for smart sustainable cities and leads a United For Smart Sustainable Cities (U4SSC) working group researching on the impact of Frontier Technologies such as IOT, Sensing Technologies, AI and Big Data in cities, in addition to contributing to Guidelines for Financing Smart Sustainable Cities, with expertise focused on the Asia Pacific smart cities ecosystem. She is also currently revising the U4SSC’s Key Performance Indicators for Smart Sustainable Cities to incorporate spatial indicators.

Tania previously worked in digital forensics and cybersecurity, consulting working on digital transformation in the government and private with a focus on the telecommunications sector in Singapore. She also has post graduate degrees in environmental management and disaster risk reduction using geographic information systems (GIS) technologies.​
Ziqin Sang
Vice Chairman, ITU-T Study Group 20, ITU

Mr. Ziqin SANG joined Wuhan Research Institute of Posts and Telecommunications (WRI) in 1998 after obtaining his Ph.D. in pattern recognition and intelligent system from Huazhong University of Science and Technology, China. He heads a division of innovative research on smart city in the State Key Laboratory of Optica​l Communication Technologies and Networks since 2010. He has been active in standardization bodies such as ITU-T SG17, SG13, SG5 and SG20, CCSA TC8 and TC10. He served as a member of expert board of a Chinese 863 program of smart city, and a member of advisory board of EU-China Collaboration on IoT and 5G Research (program EXCITING).

He was a vice chairman of ITU-T focus group on smart sustainable cities (FG-SSC) and a vice chairman of focus group on smart water management (FG-SWM). He is now a vice chairman of ITU-T SG20 and a vice chairman of CCSA TC10. He led and contributed to ITU-T Recommendations Y.4900, Y.4901, Y.4902, Y.4903, Y.4200 and Y.4201.
Rodrigo Santana dos Santos
Anatel, Brazil

Rodrigo Santana dos Santos is graduated in Electrical Engineering at Federal University of Goiás, with Masters in Engineering from the University of Brasília. He has been working in Anatel since 2001 and has already worked with broadband service and spectrum management regulations, as well as regulatory planning.

He is currently Advisor to the Board of Directors, developing analyzes of regulatory processes and studies on Internet of Things and 5G. Since 2017, he has been a member of IoT National Chamber in Brazil and attending the ITU-T Study Group 20 - "Internet of Things, Communities and Smart Cities" of the International Telecommunication Union.​
Harinderpal Singh Grewal
IMDA, Singapore

Harin manages a cluster of divisions in IMDA that cover the technical aspects of telecommunications and broadcast regulation, including spectrum management, border coordination, network resilience audits, cybersecurity, interconnection, numbering, regulatory price reviews and telecommunication standards.

Prior to this, Harin headed the Next Generation Nationwide Broadband Network (“Next Gen NBN”) programme office. During his tenure, his team successfully conceptualised and awarded the Requests for Proposal to appoint the Network Company (“NetCo”) and Operating Company (“OpCo”) of Singapore’s Next Gen NBN. The Next Gen NBN is a globally unique nationwide fibre network, and its open-access model has been designed through a combination of structural and operational separation requirements set out by IMDA.

Harin is an Electrical Engineer by training and his specialisations are in Wireless Telecommunications and Telecommunications Policy.
Harin is concurrently the Co-Chairman of Working Party 2, of Study Group 20 (Smart sustainable cities and the Internet of Things (IoT)) of the Standardization Sector of the International Telecommunication Union (ITU).​

Reyna​Reyna Ubeda
Project Officer, ITU

Reyna Ubeda studied Industrial Engineering and she completed a Master on International Management from the University for Economics and Environment Nürtingen- Geislingen in 2014.

She joined the ITU’s Standardization Bureau in 2015. She is part of the team that supports ITU-T's activities related to IoT, Smart Cities, ICTs, the Environment Climate Change and Circular Economy. Reyna speaks English, Spanish and German.

Mr. WANG Yuntao, Rapporteur of ITU-T Q5/16, Engineer at China Academy of Information and Communication Technology, graduated from University of Southern California, no​w work focuses on artificial intelligence algorithm, opensource, datasets and open platforms, has been actively engaged in the work of AI related standardization and evaluation, is now leading more than 5 intelligence speech related standards and guidelines.

Formal research focus on network planning and governmental level international cooperation, has been responsible for more than 15 projects on broadband development analysis and planning. He also has rich working experiences of ITU-D and ITU-T related work.​
Guo Zhongmei
General Manager of Consulting Business Department, China Unicom Beijing Telecom Planning & Designing Institute

Mrs Guo Zhongmei joined Guangdong Mobile Communications Co., Ltd. in 2004 after obtaining master degree in Communication and Information Systems from Peking University. After two years of working in Guangdong mobile and two years of MBA study in Beijing Jiaotong University. She joined China Unicom Beijing Telecom Planning & Designing Institute in 2008.

Mainly engaged in research and consulting of Smart city, Big Data, and Artificial Intelligence etc. She participated in the compilation of the National "Top-level Design Guide for Smart Cities". Presided over "digital Xiongan planning", " Xiongan Smart Characteristic Town Scheme", "Guiyang Jingkai District's big data industry development plan", "China Unicom's overseas industrial park development plan", "Nantong Intelligent Building Action Plan" etc.​
