Jing Chen
Head of Theory Research & Chief Scientist, Algorand

Jing Chen is Head of Theory Research and Chief Scientist at Algorand, and Assistant Professor in the Computer Science Department at Stony Brook University. Her main research interests are distributed ledgers, game theory, and algorithms. Jing received her bachelor and master’s degrees in computer science from Tsinghua University, and her PhD in computer science from MIT. She did a one-year postdoc at the Institute for Advanced Study, Princeton. Jing received the NSF CAREER Award in 2016.
 Xiaofeng Chen
Technical Director, Qulian Tech

 Xiaofeng Chen is the technical director of Qulian Tech. At Qulian Tech he focuses on the quality and safety of blockchain platform. Before working at Qulian Tech he was a senior SDET engineer at Schooner and Sandisk for four years. At Schooner and Sandisk, he worked on Nosql Database and distributed system, like ZetaScale, Redis and Cassandra.
Emilio Dávila-Gonzalez
EC Directorate General CONNECT, Digital Innovation & Blockchain Unit, Head of ICT Standardisation Sector , Brussels, Belgium

Emilio Dávila has worked since 2013 in the Unit dealing with Innovation within Directorate General for Communication Networks, Content and Technology (DG CONNECT). He is responsible of coordinating ICT standardisation strategies, liaising with Standards Development Organisations active in ICT, and in particular building bridges between research and standardisation and how standardisation contributes to innovation. He is also responsible of following up (among other sectors) international standardisation activities on blockchain. Prior to this, Mr. Dávila was research project officer in the field of Intelligent Transport Systems, following Connected Vehicles, iMobility and eSafety initiatives. He was responsible for eCall file. Emilio started working in the Commission in the Directorate General for Research, within the EU programme to support the participation of SMEs in the EU Framework Programmes for research and Innovation. Before joining the European Commission, Mr. Dávila set up and directed the liaison office in Brussels of the Spanish Association for New Technologies, AENTEC, which brought together Spanish high-tech SMEs. Prior to it, he was liaison officer for ELIOP, a Spanish SME active on telecontrol systems and stations. Mr. Dávila graduated as Telecommunication Engineer in the Polytechnic University of Madrid and holds a Degree in Law from the Spanish Open University.
Alberto  Fernandez
Software Engineer, Jelurida

Alberto is currently a Software Engineer at Jelurida, filling the gap between business and the technology. Jelurida is a blockchain software company that enables enterprises to develop blockchain applications using the Ardor and Nxt technologies. He has been actively working as a blockchain consultant, Dapp developer and Fintech specialist. As a middleware expert he is actively researching the blockchain interconnectivity possibilities. He is the founder of Sistek Solutions in the UK and Taisis integration in Spain. He has over ten years of IT experience working with projects related with companies such as IBM and Amazon. He first started to work with Blockchain related technologies in 2014. Since then, he has developed a deep knowledge of Nxt, Bitcoin, Ethereum, Hyperledger and OByte, among others.
Mike Hearn 
Lead Designer, R3
            
Mike Hearn is the lead designer of the open source Corda DLT platform. Before working at R3 he was a Bitcoin core developer for five years, and was a senior software engineer at Google. Working on Bitcoin, he co-developed the first mobile P2P wallet, documented the built-in scripting language and gave the first ever talk on using it for smart contracts. At Google, he spent eight years working on Maps, Gmail, bot detection and led the companies fight against bulk account hacking.
Ning Hu
Senior Architecture Expert, Ontology

Ning Hu has a bachelor’s degree in computer science and an MBA degree. He is one of the first Semantic Web experts in China and has many years of experience in enterprise resource planning, digitization of government affairs, gaming platforms, and media streaming. In 2008, he joined Project Halo, a project sponsored by Paul Allen, Co-Founder of Microsoft, where he worked on big data and artificial intelligence. In 2013, Ning Hu helped set up leading fintech company Green Dot's subsidiary in China, where he developed a thorough understanding of the financial system and prepaid card business. Ning Hu served as Senior Architecture Expert in project Ontology from 2018.
Victor Hu
Research Director, Huawei

​Victor Hu is research director from Huawei. In last 10 years he has been engaging with emerging technologies as Augmented Reality, Cloud Computing and Blockchain. He is also an active contributor for many open source communities including Openstack, Kubernetes and Hyperledger. From 2015 he spent most of his time working on Blockchain technologies. After joining Hyperledger community, he initiated Caliper project trying to evaluate performance of blockchain systems.
Wei Kai
Chairman, ITU-T Focus Group on Application of Distributed Ledger Technology (FG DLT)

Mr. Wei Kai is Chairman of ITU-T Focus Group on Application of Distributed Ledger Technology(FG DLT). He is the Vice Director of Cloud and Big Data Institute, China Academy of Information and Communications Technology(CAICT). He leads a research group in CAICT working on big data and blockchain technology, consulting, standardization, testing and certification. His team proposed the Trusted Blockchain framework, which is a framework for Blockchain and DLT platform assessment. He is the founder and the Secretary General of Trusted Blockchain Initiatives(TBI), a cooperation network of 300 blockchain commpanies from China and abroad. He was the core drafting group of several Chinese national industrial policy and standards in ICT area in the past years. Wei Kai is also the Rapporteur of Question 21 and 22 under ITU-T Study Group 16.
 Michael Li
Head, Blockchain Technology & Technical Director, Tencent FinTech

One of the key offerings of Tencent Blockchain is the invoice over blockchain, kicked off in Feb 2017, up to 4mln paperless invoices have been issued over blockchain so far, lowering down the cost of invoice issurance with the improved level of sustainability, easing the process of invoice application for consumers, and curbing malpractice and document forgery in taxation for inclusive fairness; The use of blockchaininvoice has been steadily expanding in the tech hubs in China since a number of local restaurants, taxis, metro, banks and supermarkets adopting blockchaininvoice, paving towards era of paperless tax and reimbursements, facilitating the invoice backed financing in a highly automated and streamlined fashion. Mr. Li led the key global initiatives and campaigns, supporting business growth and strategy execution across a wide range of products, solutions and services, such as Tenpay, Wechat Pay, and Wechat Red Envelope (Hongbao) with 1 billion user base worldwide, initiating the payment capability over social network and has achieved continuous breakthroughs in cloud computing, distributed transactions and block chain, which brings great value to users.

General Counsel, Corporation for National Research Initiatives (CNRI)

Ms. Lyons has been involved over many years in the analysis of a wide range of legal and regulatory issues relating to the development of the Internet, including work on the establishment of the Internet Society and the provision of legal support to the Internet Engineering Task Force (IETF) Secretariat, including efforts to establish the IETF Trust. Ms. Lyons has participated in the development and implementation of CNRI's Digital Object Architecture so that it may be made available to interested parties around the world. She has also provided advice and guidance to CNRI with respect to a variety of trademark, patent, copyright, communications and other legal matters. 
Suzana Maranhão Moreno
Vice-Chair, ITU-T FG DLT

Suzana Maranhão Moreno is the vice-chair of ITU/UN DLT focus group and the main developer of the BNDESToken project. Suzana is a consultant focused on Blockchain to startups in BNDES Garagem, writes and evaluates technical articles on DLT (including IEEE and ACM conferences) and a is speaker in events in Brazil and abroadShe was the leader of a collaborative Brazilian Ecosystem Mapping in 2018 which mapped more than 300 initiatives. She performed many roles in business process management and IT developing projects involving up to billions of USD in the last 15 years. Suzana has a multidisciplinar education - Bachelor and Master degree in IT, 2nd Barchelor in Economics (Brazil and Netherlands), MBA and Blockchain Developer certified by University of Nicosia in Cyprus.
Francisco Sarrias
Consultant, Jelurida

Francisco Sarrias is a consultant with the blockchain experts at Jelurida, and partner at various companies like Marina System Iberica (maritime floating structures provider) and Marina Tel and Data (a hosting provider that he founded in 2003). He also founded e-Diciones KOLAB in 2009, one of the first e-book publishers in Spanish language. He is an active board member of non-profit organizations like the ACET (Catalan Association of Telecom Engineers) and the PIANC Recreational Navigation Commission (World Association for Waterborne Transport Infrastructure). Francisco holds an Msc. in Telecom Engineering from the Polytechnic University of Catalonia (UPC) and a management degree from the IESE Business School. He has been a member of the Nxt community since 2016 and now he contributes with his network and commercial skills to on-board real business cases to the blockchain technology.
Muhammad Shakil
Chairman, RNS Solutions

Shakil is a researcher and serial entrepreneur.  He has experience in Blockchain & Networks Security, and experience in developing networks and blockchain applications. He co-founded multiple start-ups including blockchain research and development firm (www.rnssol.com) to provide services to startups and enterprises around the world. Few of his company clients are successful mainnet, exchanges, and ICO projects.  He has also technically advised dozens of projects including Farmatrust, MOA Platform, Project Delta, NiX Block, Ponder App, Bitnautic, WMU, BandZ Network etc . He is the Deputy Project Director (Cyber Incident Response Team) for the Government of Pakistan with 10 years experience. He manages a large group of security professionals to secure national critical infrastructure. He developed tools and procedure to protect core data centre, networks and servers. He is an  IT Consultant at the International Taekwondo Federation and Olympic Committee of Afganistan to maintain their infrastructure, Open Networking Foundation brigade member to educate new members about Software Defined Networks, and editor to IEEE. He taught Java, blockchain, data analytics and Web Technologies to KAIST students. He earned 08 certifications and attended several trainings in network and security area including RHCE, Certified Ethical Hacking, Oracle DBA, CISA.  He also published several articles in conferences and journals. As President Alumni at ISSAC-KAIST, he arranged several technical workshops, industry collaborations and visits including Hyundai, Samsung, and Hangkook Tyres etc. He is the ex-CEO of  BandZ Network OU which aimed to revolutionaries internet powered by blockchain. Currently, he is Co-founder and Chairman of RNS Solution.
 Pedro Souza
 CEO, Multiledgers

Investor and entrepreneur with almost 20 years of project release experience, 10 years acting as leader of the technological part in audio visual projects, 5 years as a consultant specialized for structuring of financial products working in partnership with managers as Capital Market and administrators with BBDTVM, dealing with Brazilian and international investors and almost 4 years of experience in projects related to Blockchain technology. He attended Business Administration with emphasis on Foreign Trade and post Production Executive for Cinema and TV at FGV and post in Knowledge Management and Business Intelligence at UFRJ​.
Lance Thompson
Secretary, UN/CEFACT- UNECE

Lance Thompson has been working in trade facilitation and standards development for over a decade, holding key roles within the UN Centre for Trade Facilitation and Electronic Business, UN/CEFACT (including chair, vice chair and project leader), as well as the World Customs Organization’s Data Model Project Team (Focal Point coordinator of the Implementation group 2014-2016) and active member in the French Trade Facilitation organization ODASCE (administrator 2015-2016) and the International Air Transport Association. Today, Secretary to UN/CEFACT within the UNECE, Lance Thompson supports the work of the entire organization, ensuring its continual progression and represents the Centre at meeting around the world. He is very active in key projects such as the Single Window guidance projects. He is also working to better promote and disseminate the deliverables offered by UN/CEFACT. He has lived and worked in the United States, France, Japan and now at the United Nations in Switzerland. He has completed a doctorate in social anthropology at the Sorbonne and an MBA specialized in International Business where he finished as valedictorian.
Alpha Wang 
Senior Security Architect, Tencent

Alpha leads technical compliance and security initiatives across several teams in Tencent. She is currently a co-author for DLT Future Outlook in ITU’s Focus Group on Distributed Ledger Technology (DLT) and has also been involved in ITU’s Digital Fiat Currency (DFC) group and in ITU’s Security, Infrastructure and Trust Working Group. Before joining Tencent, she led the technical activities of secure chips in Global Platform for the APAC region and was acting as director of security compliance program heading standardization activities of Orange labs in the APAC region.
John Whelan
Managing Director of Digital Investment Banking, Banco Santander

Responsible for building a digital investment bank focused on 1) Tokenization 2) Automation 3) Artificial intelligence 4) API's 5) UX. Prior role at Sandarder, served as Blockchain Lab Director. Expert in all manner of distributed ledger systems (Ethereum, Hyperledger - Fabric, Corda, Ripple, Digital Asset, etc) and their integration across the banking stack including retail, corporate and capital markets.   
 
            
 Baixue Yang
Test Leader, China Academy of Information and Communications Technology (CAICT)

​Baixue Yang is blochchain test leader from CAICT. She has been engaged in blockchain technology research and blockchain standardization for a long time. She leads blockchain test work of CAICT and provides test service for more than 30 blockchain products. She is also an active researcher of blockchain standard,and in charge of 11 blockchain group standards of TBI(Trusted Blockchain Intivites)and several blockchain industrial standards. From 2018 she initiated TrustBench project, trying to provide performance benchmark test service to blockchain systems.
