Denis Andreev
Advisor ITU-T SG11

Denis Andreev graduated from the Moscow Power Engineering Institute (MPEI) in 2000. From 2000 till 2011 he worked for Central Research Telecommunication Institute (ZNIIS) as a D​irector of telecommunication testing centre (Technopark, Russia). Under his supervision, Technopark started testing key technologies which were implemented on Russian networks. Being a delegate, he had been contributing to SG11 for 12 years and was appointed as a Rapporteur of Q10/11 and Q11/11. Also, he is an author of 9 ITU-T Recommendations on C&I testing. He chaired the joint ZNIIS/ITU project, aimed at establishing the International Telecommunication Testing Centre (ITTC) for the CIS Region. In 2012 he joined the ITU-T in Geneva as the TSB C&I Programme Coordinator. As of now he is Advisor of ITU-T SG11 "Signalling requirements, protocols, test specifications and combating counterfeit products".
Thomas Barmueller
Director for Europe, Middle East and Africa, Mobile & Wireless Forum (MWF)

As diirector for Europe, Middle East and Africa (EMEA) Mr Barmueller is responsible for the operational and strategic management of MWF’s activities in the region, government advocacy, stakeholder relations and public communication on behalf of the industry. Immediately prior to joining the association in 2006, Mr Barmueller was Managing Director of the Austrian ‘Forum Mobilkommunikation’ from 2000 to 2006. He also served as a Member of the Austrian federal parliament from 1990 to 1999, focused on infrastructure issues, telecommunication, renewable energy and environment. He graduated as Master of Laws at the University of Graz, Austria.

Mourad Belmrissi
Technical sales Manager, Rhode & Schwarz
              
Mourad Belmrissi’s experience in ICT regulatory testing spans over 14 years including engagement with test houses, phone and tablet manufacturers and T&M solution supplier. Before joining R&S as technical sales manager in October 2012, Mourad managed the Motorola ADR lab for conformance and carrier approval for the global handset business. Joining a startup called Ubidyne in the beginning of 2009, Mourad was responsible for field testing of active antenna systems in China and US by leading several field trials in both continents with major MNOs. Mourad’s telecommunication experience includes also a role as co-founder of the Nokia TCC branch in Ulm/Germany where he ended in late 2012 as head of type approval and carrier approval testing responsible for global lab strategy inside TCC Nokia. Currently, Mourad leads the technical sales activities for R&S in Middle east and Africa region with focus on test and measurement. Dealing with many players from the ICT in a fast moving technological landscape helps Mourad to deeply understand the aspects of the business and technical challenges in our industry.
Isaac Boateng
Deputy Director, NCA

Isaac Boateng is a Senior Engineer with the National Communications Authority (NCA) of Ghana with about 15 years of professional working experience in the ICT industry. He is responsible for technical regulations and is currently the head of ICT Standards Setting at the NCA. He holds M.Sc. in Wireless Communication Systems (UK) and B.Sc. in Physics (GHANA). Mr Boateng has successfully led and completed (2016) the NCA Type approval Testing Laboratories for Specific Absorption Rate (SAR) Testing, Radio Frequency & Signaling (RFSig) Testing for mobile devices and EMF testing for base stations and transmitter sites. He developed a new Type Approval and equipment authorization Regime with an online application portal for Manufacturer and dealers of ICT equipment and search database for consumers. In 2008, Mr Boateng spearheaded project for the procurement of QoS monitoring and post processing tools for NCA. He also developed Broadband Wireless Access, Unified Access Service, Mobile Virtual Network and International Wholesale Carrier and Interconnect Clearinghouse Licences in 2015. Mr Boateng Authored the recently published ITU Survey Report on “Counterfeit ICT Devices In Africa” that has resulted in the creation of a Regional Group of ITU-T SG11 for African (July 2016). Mr Boateng was appointed (for the 2nd term WTSA-16) as a Vice Chair of ITU_T SG11. He led Question 8/11 to publish a ITU technical report on Combating Counterfeit ICT Equipment and three new ITU –T Recommendations/Technical reports are being developed in Q8/11 now Q15/11. He is currently the Chairman of ITU-T Conformity Assessment Steering Committee (ITU-T CASC) which is responsible to study ways to implement a testing laboratory recognition procedure in ITU-T working in collaboration with established Conformity Assessment Schemes of IEC and ILAC. He also spearheaded the African group to successfully defend for adoption of the WTSA-16 Resolutions 76, 96 and 97.
​​Mohammad Raheel Kamal
Senior Director, Qualcomm

Mohammad Raheel Kamal is a Senior Director at Qualcomm with over 25 years of mobile and wireless industry experience. He currently focuses on developing and implementing strategies to increase IPR compliance and is leads the DIRBS open source platform efforts that aim to reduce the influx of counterfeit, stolen and illegal devices in the country. He collaborates with other global telecom organizations including GSMA, ITU and MWF to shape the mobile ecosystem towards genuine devices. His vast industry knowledge spans across multiple disciplines including systems engineering, SW development, mobile & satellite system deployments and telecom policy & regulatory framework. Since joining Qualcomm, he has played an integral role in driving technology initiatives and has provided strategic direction and technical and business development support for the adoption of mobile technologies. He has worked closely with many governments and regulators for policy development, technology licensing and spectrum auctions. He also serves as chair for Counterfeit & Security Working Group of Mobile and Wireless Forum (MWF) and chair of the Joint Device Identification Taskforce, a GSMA / MWF joint industry taskforce. Raheel Kamal graduated from the University of Southern California, Los Angeles with a master’s degree in Computer Engineering
Chris Li 
Outreach Director, IMEI Blacklist Service, GSMA
            
Chris is responsible for driving the growth of the GSMA IMEI Blacklist service and support governmental collaborations globally. The GSMA Blacklist enables International exchange of lost and stolen device to combat mobile device crime while evolving to support other use cases. GSMA also provides TAC allocation information to help government identify counterfeit, non-compliance mobile devices and IMEI misuse. Chris is based in Hong Kong.

Karim Loukil
CERTLabs Manager, Director

Karim Loukil is a chief engineer and has a Master in Communication Systems (microwave). He disposes courses at the University of Carthage. He holds the position of Director at the Centre of Studies and Research in Telecommunications (CERT). He has more than 20 years experience in the field of information and communications technology (ICT) and over 10 years experience in conformance testing, including electromagnetic compatibility (EMC) and Radio testing. Karim Loukil is also one of the founders of CERTLabs testing laboratories in Tunisia that he currently manages and he is expert/trainer of ITU in the area of compliance ​and interoperability. Among the projects he has managed:

- Niger: establishment of a regulatory framework for C&I 2015/2016
- Tunisia: Monitoring the implementation of CERT Labs testing laboratory between 2008 and 2013
- Maghreb: Compliance and Interoperability Evaluation Study
- Tunisia: Study of profitability and feasibility for EMC compliance testing laboratory.
- Assistance to DGACPT (Congo) for the planning of their needs (DVB-T & T-DAB) at the conference RRC 06 in Geneva.

Najla Triki
Director of marketing and cooperation, CERT

Najla Triki is in charge of the CERT Cooperation and Marketing Department.
She holds a degree in engineering from the National School of Electronics, Electrical Engineering, Computer Science and Hydraulics of Toulouse (France): ENSEEIHT in June 95, then a research master's degree from the Ecole Supérieure des Communications ( SUP'COM) of Tunisia, in November 2008. She evolved in the CERT's studies department, then as director in charge of electronic administration at the Ministry in charge of Communication Technologies, then as director information systems at CERT, before being responsible for cooperation and marketing at CERT. During her career, she managed projects to pilot the implementation of secure telecommunications infrastructure for businesses in Tunisia and across Africa. She has also worked on strategic studies projects as well as information systems development projects. In particular, she contributed to the project to set up the Centralized Mobile Terminal Identification Register in Tunisia.
Kofi Ntim Yeboah-Kordieh
Manager, Regulatory Administrations Division of the National Communications Authority

Kofi Ntim Yeboah-Kordieh is a Manager at the Regulatory Administrations Division of the National Communications Authority. He is in charge of the Standards Unit, which deals with equipment Type Approval and combating non-conforming electronic communications equipment. He is an active member of ITU-T Study Group 11. He is an engineering professional with over ten years of experience. Kofi has a Bachelor's Degree in Electrical/Electronic Engineering from Kwame Nkrumah University of Science and Technology, an MBA in Finance from University of Ghana and a Master's Degree in Communications and Signal Processing from the University of Leeds.
