​Founder and Director, AfricaCERT 

Jean-Robert Hountomey works as a Cybersecurity and Product Security researcher for a global technology leader with more than two decades of practice. His investigation areas include Cybersecurity Health and Maturity, Product Security, Privacy Engineering, Secure Software Development Life Cycle, Incident Management, Vulnerability Research, and Technology Policy. Mr. Hountomey contributes to the community as a co-founder of the Africa Forum of Incident Response and Security Teams (AfricaCERT) and the African Anti-Abuse Working Group. He also contributes to FIRST SIGs, CVE Outreach, AUCSEG, ISOC, ICANN, AfriNIC, AfNOG, etc... At AfricaCERT his focus covers issues and opportunities related to law, technology, Internet Governance, standards on digital security, cyber workforce, and recently ICS/OT Cybersecurity.​
Kwadwo Gyamfi Osafo-Maafo​
Head of Cyber Security Division and Chief Information Security Officer (CISO), National Communications Authority (NCA), Ghana | ITU-T Study Group 17 Regional Group for Africa Chair

Computer Scientist Engineer currently working as head of Cyber Security Division and Chief Information Security Officer (CISO) for the National Communications Authority. During his period of work at NCA, he has utilized various resources made available from ITU, FIRST and AfricaCERT including use of frameworks and best practices.​ As head of Cybersecurity at NCA, managed the setup of the Cybersecurity Unit (in 2017) and now Cyber Security Division (2018) as well at the telecommunications sector computer emergency response team (NCA-CERT). Cybersecurity, Data Protection and Privacy are integrated into NCA’s governance, policy, and operations including setting up of teams and committees to support work on cybersecurity, data protection and privacy. At the national level, he has supported work on cybersecurity as organized by Ministry of Communications and National Cyber Security Secretariat. As part of the NCA team, has participated in activities of the National Cyber Security Technical Working Group and preparation or organizing of some events for Cyber Security Awareness Month and Capacity Development within the telecommunications sector. Various contributions to developing capacity nationally at for NCA led to NCA being awarded Capacity Builder of the Year 2019 by Strategic Governance Initiative (SGI). During this period, Ghana has gone from ITU Global Cyber Security Index rating of 89 in 2018 to 43 in 2020.
He is currently a vice-chairman of ITU-T Study Group 17 and the chairman of the ITU-T Study Group 17 Regional Group for Africa.
​​​ Arnold Kibuuka
Project Officer, International Telecommunication Union (ITU)

Arnold Kibuuka is a member of the Financial Inclusion Global Initiative (FIGI) Security, Infrastructure and Trust Working Group. He currently supports the digital financial services security lab at the ITU. Prior to joining ITU, Arnold was the senior technical security officer at MTN for six years.​





​​Gillian Makamara
Project Officer, International Telecommunication Union (ITU)

Gillian Makamara is a Project Officer in the Telecommunication Standardization Bureau (TSB) of the International Telecommunication Union (ITU) where she supports the development of international standards on Cybersecurity in ITU-T Study Group 17 and on Performance, quality of service (QoS) and quality of experience (QoE) in ITU-T Study Group 12. Gillian also contributes to ITU's work in the fields of quantum communications. Gillian holds degrees in Telecommunication Engineering from the Jomo Kenyatta University of Agriculture and Technology (JKUAT) and the University of Liverpool.




​​Xiaoya Yang
ITU-T Study Group 17 Counsellor

Xiaoya Yang serves as the Counselor of ITU-T Study Group 17 ‘security’ since 2017. With 20+ years of professional experience in telecommunication regulation, legislation and international standardization and coordination, she was the Head of the WTSA Programmes Division in the Telecommunication Standardization Bureau of the International Telecommunication Union (ITU-TSB) from 2010 to 2016, Co-counsellor of ITU-T Study Group 2 on 'Operational aspects of service provision and telecommunications management' and Study Group 3 on 'Tariff and accounting principles including related telecommunication economic and policy issues' from 2009 to 2010; Counselor of ITU-T Study Group 17 on 'Telecommunication security' from 2007 to 2008; and Workshop Project Coordinator from 2004 to 2006. Before joining ITU, she worked in the Ministry of Information Industry of China from 1998 to 2004. There she was the Division Director responsible for regulation of Internet and information security. From 1997 to 1998 she worked in China Telecom as a network engineer and service manager in their Internet service department. She has a M.S. in Computer Science from Tsinghua University, China and a MBA from Polytechnic University, Hong Kong.​
Honey Makola
Manager, Cybersecurity, The Independent Communications Authority of South Africa

Honey Makola is an accomplished policy and regulatory professional with over a decade of experience in research and development. Currently serving as a Manager within the Policy Research and Analysis Division at the Independent Communications Authority of South Africa (ICASA), She oversees the Cybersecurity business unit, driving innovative solutions in the dynamic landscape of policy and regulation. Her expertise lies in dissecting complex legislative frameworks, policies, and directives, enabling her to extract actionable insights that drive informed decision-making. Adept at crafting contributions to the International Telecommunications Union (ITU), she has played a pivotal role in addressing critical issues such as Internet-related public policy, Cybersecurity, and Child Online Protection.

Abdenour Bourennane
Head of Incident Response Department, Algérie Télécom

Abdenour Bourennane has over 7-years background in the cybersecurity field, primarily focused on network protection, threat detection, and incident response. Presently, he holds the position of leading Algérie Télécom's Incident Response and Forensics team, where thier focus is to fortify the organization against emerging threats. In his current role, he provide guidance to the team, taking proactive measures to detect and mitigate potential threats, and conducting thorough forensic investigations in the event of incidents. 
Brian Scriber

Brian Scriber is a Distinguished Technologist and Vice President of Security and Privacy Technologies at CableLabs. Brian works with technology and policy leaders on strategic implementation of advanced technologies and governance to protect data and privacy in our networks. Brian holds a BSE (comp eng), MS (comp sci) and an MBA (tech strategy), he serves on the Board of Directors for M3AAWG (Messaging Mobile Malware Anti-Abuse Working Group) along with several other industry standards organizations and non-profits.

He has 7 years of experience in the development and delivery of cyber security guidelines, cyber security capabilities assessments, business continuity management plans, cyber crisis management plans, threat-risk assessments and innovative cyber-related solutions. In his current role, he leads the delivery of strategical and technical engagements for Financial Services and the Government and Public Sector across Europe and Middle East. Junhyung Park
Researcher of Cybersecurity Emerging-Standards Center (CESC)​, Soonchunhyang University, Korea, (Rep. of)

Junhyung Park is a researcher of Cybersecurity Emerging-Standards Center (CESC) at Soonchunhyang University, Korea (Republic of). He has extensive experience in malware analysis, incident response, and artificial intelligence sector cyber security at the SCH Cyber security center. Mr Junhyung Park is an experienced editor of ITU-T X.1150(Security assurance framework for digital financial services) approved in 2023. He is also an editor of X.sr-ai, X.st-ssc, X.Sup.sat-dfs. in cybersecurity, digital financial services, AI security and 5G&6G security of ITU-T Study Group 17. He received his bachelor’s degree in information security engineering from Soonchunhyang University, Korea (Republic of) in August 2023. Currently, he is studying an Master's degree in Information Security Engineering at the same University from September 2023.
Heung Youl Youm

He is Chairman of ITU-T SG17 (Security). He is working as a professor for the Department of Information Security Engineering of the Soonchunhyang University, Korea from September 1990. He is currently the Director of SCH Cybersecurity Research Centre from Dec. 2013. He was a Commissioner for Personal Information Protection Commission from August 5 2020 to August 4 2023. He began participating in ITU-T SG 17 in 2003 and has actively contributed to the work of SG17 as a core member of security experts. He was an associate Rapporteur of SG 17 Question 10/17 from 2003 to 2004. For the Study Period (2005 – 2008), he served as a Rapporteur of Question 9/17. He was a Vice Chairman of ITU-T Study Group 17 from 2009 to 2016. He was a Chairman of Working Party 2 (Application Security) of SG17 for the Study Period (2009–2012) and was a Chairman of Working Party 3 (Identity management and cloud computing security) of SG17 for the Study Period (2013–2016). He has been a Project Editor for many approved ITU-T Recommendations or agreed Supplements in DLT security, authentication/application protocols, de-identification techniques, USN/IoT security, 5G security, and cybersecurity. He is a Chairman for the ISMS/PIMS certification committee in Korea since 2007, and a Board director for Korea Information/Security agency from May 2020. He was a member of advisory committee to the Korea national security office for the Office of the President, Republic of Korea from October 2018 to May 2022, a president of KIISC (Korea Institute on information security and cryptology) in 2011 and is an emeritus president of KIISC. He had worked for ETRI as a senior research engineer from 1982 to 1990. He had been involved in developing high speed transmission system. He had been involved in many (advisory or self-performance evaluation) committees for the Korea Communications Commission (KCC) from 2008 to 2016, the Ministry of Science, ICT and Future Planning (MSIP) from 2013 to 2017, the Ministry of Industry and Energy (MoTIE) from 2015 to 2017, Ministry of Science and ICT from 2017. He had been involved in self-performance evaluation) committees for the Ministry of Science and ICT since 2017 to 2019. He had been the chairman for the committee on information security in the PyeongChang Organizing Committee for the 2018 Olympic & Paralympic Winter Games from January 2015 to May 2018. He received a bachelor's degree in 1981, a Master degree in 1983, and a Ph.D. degree in 1990, all in Electronics Engineering from Hanyang University, Korea.​


Victor E. Mziray
Senior ICT Officer, Tanzania Communications Regulatory Authority (TCRA)

​Victor E. Mziray is the Senior ICT officer at Tanzania Communications Regulatory Authority (TCRA)- an independent Authority for the postal, broadcasting and electronic communications industries in the United Republic of Tanzania. At TCRA he works under Tanzania Computer Emergency Response Team (TZ-CERT), national team with the responsibility of coordinating response to cyber security incidents. With over 10 years of experience in Information Communication Technology and Cybersecurity across banking and telecom sector, he currently responsible for coordination of TZ-CERT activities such as incident response, threat intelligence, vulnerability management and so on. Besides, here at TZ-CERT he has coordinated a number of ITU initiatives, including the ITU Cyber for Good project, the DFS project and Global Cybersecurity Index (GCI) project. Victor holds a MSc in Computer and System Sciences from Stockholm University.​
Shamsuddeen D. Sabo
Manager, Cybersecurity unit, New Media & Information Security department, Nigerian Communications Commission (NCC)

Shamsuddeen D. Sabo is a cybersecurity expert with eleven (11) years of experience in the field. He began employment in 2012 with the Nigerian Communications Commission's New Media & Information Security department. He studied computer science for his bachelor's degree and then information management for his master's. He has also obtained certifications in cybersecurity from esteemed organisations all around the world, including CEH, CND, CHFI, and others. Shamsuddeen is a member of the Computer Security Incidence Response team for the Telecommunications sector, he is a team member for implementation of ISO 27001 certification for NCC etc. In addition to his professional achievements, Shamsuddeen is a passionate advocate for online safety and regularly engages with relevant stakeholders to promote cybersecurity awareness amongst citizens, and ensure companies within the telecommunications sector are practising cyber hygiene. Manager, Cybersecurity unit, New Media & Information Security department, Nigerian Communications Commission (NCC). Member, NCC-CSIRT. Team member, ISO27001 Implementation team for NCC. Team member, Development of report on the annual cybercrime index, intelligence, and threat landscape in Nigeria etc.

Nurzulaikha Zulkifli

Nurzulaikha Binti Zulkifli undertook the role of Senior Systems Engineer at FNS (M) Sdn Bhd on December 31, 2022. She completed her studies at PETRONAS Technology University, earning a Bachelor's degree with Honors in Information Systems in 2020. Commencing her professional journey with FNS (M) Sdn Bhd, she became an esteemed founding member of FNS (M) Sdn Bhd in July 2020. Princess Zawu is a telecommunications engineer at the Liberia Telecommunications Corporation, born on March 14th in Monrovia, Liberia. From a young age, Princess displayed a keen interest in technology. She pursued her passion by obtaining a Bachelor's degree in Electronics Engineering from Stella Maris Polytechnic in Monrovia. 
After completing her undergraduate studies, Princess continued her academic journey and earned a Master's in Engineering in Communications Systems from LD College of Engineering. Princess is a dedicated philanthropist and advocate for STEM education. His commitment to staying ahead of the evolving threat landscape has fueled his career and earned a lot of certifications and honors in the information security community, He is always excited to continue contributing to the security of digital environments  further enhancing his expertise in safeguarding critical infrastructure and capacity building. ​​Serge Valery Zongo
Programme Officer, ITU

Serge Valery Zongo holds the position of Program Officer at the International Telecommunications Union (ITU), the UN's primary agency for Information and Communications Technologies, and serves as the Cybersecurity focal point for the Africa region. Over the past decade, he has accumulated extensive experience in the information technology and management field, having worked at Intelsat, Teleglobe, and Sonatel. In these roles, he was responsible for the planning and architecture of transport and IP networks. In his current capacity, Serge Valery ZONGO actively facilitates ITU's initiatives in the African region. This involves contributing to the development of cybersecurity strategies and overseeing the implementation of programs and initiatives for the benefit of ITU Member States. His responsibilities encompass providing support in establishing capabilities, such as national Computer Incident Response Teams (CIRT) and enhancing cybersecurity measures.

​​Kenneth Kwesiga
Co-founder and CEO, ioTech | Board Member and Chairperson, FITSPA, Uganda

Kenneth is currently the Cofounder and CEO at ioTec Limited - a financial technology company licensed and regulated by the Central Bank Of Uganda to build secure financial technology solutions that bring services closer to individuals and businesses through intuitive digital channels. Kenneth has had a lustrous career of management, strategic execution and executive leadership within frontier, emerging and developed markets. In his previous roles, he has been exposed to leading and coordinating global teams working on technology-led projects in several diverse sectors such as investment banking, insurance, micro credit and financial technology. Kenneth has fundamentally contributed to forming and shaping policy relevant to the financial technology sector through active stakeholder engagements, as well as cultivating industry wide partnerships and investor relationships. Kenneth is an intense, smart, self-driven, and results oriented person with a high level of professionalism and a knack for financial technology. He is currently an MBA Candidate at Edinburgh Business School, Heriot-Watt University. He also holds a Bachelor of Science (with distinctions) in Computer Applications from Sikkim Manipal University in India.

Director, ICT and Research, Uganda Communications Commission

In her current role, Christine works with the Executive leadership team and functional teams to execute the organisation's digitalisation strategy as well as improve the cyber security posture of the Organisation. Christine also has oversight on behalf of the Executive team of the Communications sector CERT(UgCERT)She is a registered Electrical Engineer(Bsc), holds an MSc. in Communications Systems and Signal processing from University of Bristol and an Executive MBA from Saunders College of Business, Rochester Institute of Technology. She is a Governing Council member of the Uganda Instititute of Information and Communications Technology​. 


Patricia Mbawa
Manager Information Security, MTN Mobile Money Uganda 

Patricia Mbawa is information security professional. She is currently leading the information Security team within MTN Mobile Money Uganda. She has over 10 years' experience in various sectors within the East African Region. In terms of qualifications, she holds a Bachelor of science in Computer Science, a Certified Information Systems Auditor, a Certificate in Digital Money, ISO 27001 Lead implementor, among others. I believe with the change and advancement in technology there is no perfect security however we must strive to make security better.

​​Cheikh Ahmadou Bamba Fall
Cybersecurity Technical Advisor, Ministry of Digital Economy and Telecommunications, Senegal

Mr. Fall Cheikh Ahmadou Bamba is Technical Advisor in Cybersecurity to the Minister in charge of Telecommunications and Digital Communication, where he strives to ensure the proper implementation of Senegal's National Cybersecurity Strategy. As Technical Advisor, Mr. FALL is also responsible for ensuring that the legal and institutional framework for Digital is updated. He is an execution specialist recognized for having successfully led complex projects and programs in Information and Communication Technologies (ICT) and IS security. He has actively participated in regional, national and international activities relating to cybersecurity, cybercrime and critical infrastructure protection. His only concern is to make Senegal an example in all regional and international efforts to combat cybercrime. Without forgetting the acceleration of digital transformation in African countries, more particularly in Senegal which is also one of its priorities.

Irene Ka​ggwa
Ag. Executive Director & Director for Engineering and Communication Infrastructure, UCC, Uganda


Eng. Irene Kaggwa Sewankambo is an ICT policy expert with more than 20 years' experience in ICT Strategy, Policy, and Telecommunications engineering. Presently, Irene is the Acting Executive Director of the UCC, the cross-sector communications regulator in Uganda, since 2020.  In this role she is principal accounting officer, strategist and liaison with government, local and international ecosystem partners. Prior to her current role, Irene served through the various ranks in UCC to Director of the Engineering and Communications Infrastructure Department, a portfolio she is holding concurrently with the Executive office. Her scope of work during this progression included, but was not limited to, Standards Development; Communications Infrastructure and Service development; Cyber Security; Numbering resource management; Spectrum Management; Corporate Strategy; National ;International and transnational public policy; Research; and Innovation promotion. Passionate about empowering persons to transform, especially the disadvantaged and the upcoming, Irene is committed to service and mentoring as her social obligation. Irene holds a Master of Science in Communication Systems and Signal Processing from the University of Bristol (UK), a Master of Science in Economic Management and Policy (Business University of Strathclyde in the UK and a Bachelor of Science Degree in Engineering from Makerere University, Kampala, respectively. Irene is duly registered by the Engineers Registration Board and a member of the UIPE
Julianne Mweheire
Director, Industry Affairs & Content Development, Uganda Communications Commission (UCC)

Julianne Mweheire is the Director Industry Affairs and Content Development at the Uganda Communications Commission. She is responsible for overseeing and promoting fair competition within the communications sector, fostering an environment that encourages the expansion of communication services across the country, identifying opportunities for investment, analyzing industry trends, enforcing consumer rights and protection, and collaborating with relevant stakeholders to develop policies and regulation that govern the communications sector. With over 18 years' experience in the communications industry, having worked with MTN Uganda heading the Wholesale and Carrier business, at the GSMA as the Director Data and Insights for the Mobile Money Programme, and in her current role at the UCC, Julianne provides innumerable perspectives in the development of the communications sector. Julianne is passionate not only about universal access to communication services, but meaningful connectively across all communities.​

Stephen Cudjoe-Seshie
Cyber Security Authority, Ghana​

Stephen is a versatile Technology Manager with over eighteen years' experience in ICT infrastructure strategy, planning, design, deployment, and operations. Stephen's mandate is to help build a Secure and Resilient Digital Ghana through world-class proactive and reactive cybersecurity incident response measures within a framework of global collaboration. He holds an MBA in Engineering Management from Coventry University, UK and a B.Eng (Hons.) in Electronics Engineering (major: Computer) from the Multimedia University, Malaysia. He has been a Certified Information Systems Security Professional (CISSP®) since 2011.​
​​Marcus Adomey
​AfricaCERT

Mr. Marcus K. G. Adomey is a cybersecurity expert who has travelled the length and the breadth of Africa to train in Computer Security Incident Response Team (CSIRT) Creation and Management since 2010 as one of the AfricaCERT leading members. Marcus' flair for cryptography started as the beginning of the internet in Ghana. In 1996, he studied the book “Applied Cryptography of Bruce Schneier (1993) to master the art of using cryptography and later he studied the “Handbook of Applied Cryptography" by Menezes et al. (1996) to have the grasp of the mathematical foundation of cryptography. His end of study project work for the BSc Computer Science was on the implementation of International Data Encryption Algorithm (IDEA) in Assembly Language. Meanwhile cryptography was not part the courses taught at the undergraduate level at the University of Ghana. Marcus's interest in internetwork security and cybersecurity started in 2002 during his master's program in Computer and Communication Networks in France (Telecom SudParis). After the various courses on internet protocols, he discovered that most of the protocols on which the internet runs have a lot of vulnerabilities raising the issues of security and need to be addressed in one way or the other. To be part of the solution process, he developed an interest in CSIRT Creation and Management. This has earned him several national and international commendations for the impact made by his contributions to the development of the internet in Africa mainly in the area of CSIRT Creation and Management. As the past immediate president of ISOC Ghana Chapter, he works at the University of Ghana, Legon as the Head of IT at the School of Law and teaches on part time basis in some of the private Universities in Ghana. Marcus holds a master's degree in computer science with specialization in Computer and Communication Networks from Telecom Sud-Paris, Evry in France. He is currently finalizing his PhD study in the area of “Diffusion of Information Technology Diffusion."

​​Peter Wasenda
Uganda Revenue Authority

With industry experience spanning 20 years, Peter has covered deep technical tasks, managed an entire IT services portfolio, and handled executive responsibilities. He supported transactional systems that demanded high levels of available functionality, managed a team of over 80 IT professionals in a government agency, and provided consulting services for government, and commercial clients. All of that enables Peter to excel in his role today as the Manager for the Information Technology Security function which drives the URA's cyber security program.
​​Kaleem Usmani
CERT Mauritius​

Kaleem has been heading the Computer Emergency Response Team of Mauritius (CERT-MU) since 2010. CERT-MU is a national CERT of Mauritius and operates under the umbrella of the National Computer Board, a parastatal body under the Ministry of Information Technology, Communication and Innovation, Republic of Mauritius. He is  Mauritius's representative to the UN Group of Governmental Experts (UNGGE) and OEWG on Cyber for 2019-2021 and 2021-2025. He was a member of the African Union Cyber Security Expert Group (10 10-member continent-level expert group constituted by the African Union Commission in November 2019). He was the Chairperson of the International Telecommunication Union Centre of Excellence Network for Africa (2020-2021). He has been a part of CAMP (Cybersecurity Alliance for Mutual Progress) Operations Committee Technical Lead for three consecutive years from 2017-2020 (CAMP is a cybersecurity alliance of more than 50 countries & organisations, driven by the Korean Internet Security Agency, Seoul, South Korea). He is a Board Member of AfricaCERT. He is a member of the Nominations Committee 2018- AFRINIC. He is a member of the National Disaster Cybersecurity and Cybercrime Committee, Mauritius. He is in the Lead, Cybersecurity and Cybercrime Bill Drafting Committee, Mauritius. Kaleem, being a part of UNGGE, is actively involved in the implementation of cyber norms at the national level. He spearheads the national and regional cyber capacity building through the ITU Centre of Excellence set in Mauritius in September 2020. He also drives the cyber policy implementation and coordinates the cyber incident management for the national CERT in collaboration with regional and international partners.

William Kadio Kassy

William is the head of the Dematerialisation Department, ARTCI (Autorité de Régulation des Télécommunications/TICs de Côte d'Ivoire). An expert in digital identity and ISO 27001 Lead Auditor, William KADIO has over 10 years' experience in information systems security management and in managing digital trust service infrastructure projects (PKI, electronic signature). At the Autorité de Régulation des Télécommunications/ TICS de Côte d'Ivoire (ARTCI), he contributes to the management of government digital trust services and helps to improve the regulatory framework for cybersecurity, data protection and digital trust. Its flagship projects are the development of the national cybersecurity strategy and the implementation of Côte d'Ivoire's national PKI root. He represents Côte d'Ivoire on Study Group 17 of the ITU Standardisation Sector, and is an active member of the SG17 Africa regional group. He is also a member of the OSIA (Open Standard Identity APIs) advisory committee of the Secure Identity Alliance.

Rebecca Mukite is a Telecommunications Engineer with more than 12 years of experience in various fields of the industry, such as radio frequency spectrum planning and monitoring, technical licensing evaluation, communications, public relations, and international relations. Her career started with regulatory-level RF spectrum planning and monitoring, were she gained expertise in managing and assessing complex technical data. From there, she progressed into technical licensing evaluation, where she was responsible for evaluating license applications and ensuring compliance with regulatory requirements. Rebecca's skillset further expanded into public and international relations in the telecommunications industry. She has significant experience in developing and implementing communication strategies, managing media relations, and building consensus on complex issues related to ICT public policy and regulation. This experience has given her a deep understanding of the vital role technology plays in enabling economic growth and development. Throughout her career, Rebecca has shown an unwavering commitment to excellence and a passion for advancing the telecommunications industry. Away from work, Rebecca is God fearing, a pan African, a sports lover, runner, and a lover of nature and everything outdoors.

Currently, at the forefront of monitoring and compliance for licenced payment service providers, Lucy demonstrates a self-driven nature and a commitment to continuous learning. In her vital role, Lucy navigates the dynamic fintech landscape, shaping regulatory frameworks that balance innovation with rigorous compliance standards.
