MFUNGAHEMA Raynold Crispin

Raynold Crispin Mfungahema actively participates in the activities of International Telecommunications Union especially in the (ITU) – T Study Group 3: Tariff and accounting principles including related telecommunication economic and policy issues since year 2000. He currently serves as  a Vice Chairman of SG 3 and African Group on Costs and Tariffs.

He is a regular participant and keen follower of International, regional and national forums and developments in the telecommunications, broadcasting, postal  sectors and other utilities.
 
He is currently serving as the Director, Consumer and Industry Affairs with the Tanzania Communications Regulatory Authority (TCRA); which is responsible for regulation of the electronic communications (telecommunications and broadcasting) and postal sectors In Tanzania. He is responsible for market monitoring, analysis, Competition, interconnection and access, consumer protection issues, industry analysis and tariff regulation.
He has served in various capacities before, as an Economist with the Ministry of Finance and Economic affairs in Tanzania, a Chief Economic and Financial Analyst and as a Director of Economic Regulation with the defunct Tanzania Communications Commission (TCC).
His field of interest includes: Regulatory Policies, Economics, Competition Policy, Investment Analysis, finance, Budgeting, Spatial Development Information communications technologies, Strategic Planning, licensing, regulatory impact assessment, costing and pricing, tariff analysis, interconnection analysis, market analysis, economic and financial analysis, budgeting, Project appraisal, econometrics, statistics, economic and operational research,  Regional and Rural planning science.
 Dr. Mfungahema holds Ph.D. and Msc in Reginal Rlanning Science degrees from Kyoto University- Japan and B.A (Hons.)  Economics degree from University of Dar Es Salaam – Tanzania.
He has attended a number of post graduate short courses and specialized training mainly in Utilities Regulation, Consumer protection and dispute resolution as part of Continued education.

He is a Certified Regulation Specialist and Public – Private Partnership specialist.
