​​Sara Ballan
Senior Digital Development Specialist, Digital Development Global Practice, The World Bank

Sara works on digital projects in Eastern and Southern Africa, and co-leads efforts to green digital development across regions. This includes developing partnerships, actionable knowledge and tools for implementation.  Before joining the World Bank Sara has worked extensively in the nexus between technology and sustainability, including in the management of a digital health company, as a consultant and in the public sector. Sara has worked in many countries across Africa and Asia on business development, multistakeholder partnerships, and policy-work tackling development challenges. Sara has combined a MSc in Political Science from Copenhagen University with business and innovation studies. 
​​Barry Bredenkamp
General Manager, Energy Efficiency and Data & Knowledge Management, South African National Energy Development Institute, (SANEDI)

Barry has been working in the energy industry since 1983, first with the national utility in South Africa, Eskom and for the past 11 years, with the South African National Energy Development Institute (SANEDI), which is an agency of the South African Department of Mineral Resources and Energy, (DMRE). Barry has focussed his attention on various aspects of Energy Efficiency since 1996 and has authored and presented many papers and articles on the topic, locally in South Africa and internationally and serves on a number Advisory and Working groups. Current focus areas include Energy Efficiency tax incentives, Energy Performance Certificates for buildings, Cool Coating activities in low-income areas, Measurement and Verification of energy efficiency projects, amongst various other exciting initiatives in South Africa.
Oliver J.M Chinganya
Director, African Centre for Statistics and Officer,  UNECA

Oliver Chinganya is the Director at the African Centre for Statistics of UN Economic Commission for Africa (UNECA).  He also coordinates the ECA digital Centre for Excellence. He is Chartered Statistician with wide experience and knowledge of statistical practice across Africa at both national and international levels. Has a wealth of experience in delivering statistical development results for Africa. A Strong believer in the effectiveness of partnerships, coordination at country, regional and international levels for effective and sustained development programs. The African Centre for Statistics’ main mission is to enable national statistical systems in Africa to produce high quality statistics, data and geospatial information to inform sound and evidence decision-making in support of sustainable development, regional and national priorities. During the period 2018- 2020(Feb), was also Acting Director for the Technology, Climate Change, and Natural Resource Management division at UNECA, which focuses in supporting efficient management of the continent’s natural resource endowments, reducing the negative impacts of climate. Prior to joining UNECA in 2016, he held other senior leadership roles, at African Development Bank as Manager for the Statistical Capacity Building Division; at IMF as Regional Advisor, and at the Zambia Statistical Office as Deputy Director respectively. Oliver is also Vice-President of the International Statistical Institute, a prestigious global body of statisticians.
Paolo Gemma
Chairman of ITU-T Study Group 5, ITU, Senior Expert, Huawei

Dr. Paolo Gemma plays an active role in international standardization activities. Since 1993, he has been engaged in ETSI (European Telecommunication Standard Institute) activities and he also participates in the development of EMC standards. In 1997, Dr. Gemma joined ITU-T Study Group 5 on Environment, climate change and circular economy as a Rapporteur and he is now the Chairman of Working Party 2 “Environment, energy efficiency and the circular economy. He has participated as speakerat several conference (for example: IEEE Intelec, ITU Green Standards Week, Ewaste conference Durban, Huawei energy summit, among others). In 2002, Paolo Gemma was appointed as the Secretary of the Committee ETSI TC EE and as of 2009 he holds the position of Chairman of the EEPS EE (eco Environmental product standard) working group. He is also Vice-chairman of the United for Smart Sustainable Cities (U4SSC) initiative and the Co-chairman of Focus Group on Environmental Efficiency for Artificial Intelligence and other Emerging Technologies (FG-AI4EE) at ITU. Paolo Gemma is a senior expert of Huawei Digital Power WEU product Management and representative of Huawei on issues related to energy saving and environmental sustainability. Paolo Gemma is a graduate in electrical engineering from the University of Genoa.
Pauline Henriot
Policy Analyst, International Energy Agency (IEA)

​Pauline Henriot is working at the IEA as Policy analyst in the Energy Efficiency division, where she works on the 3DEN project on consumer flexibility and network digitalisation. Before joining the IEA, she worked first at the French Energy regulator, on distribution tariffs and smart grid regulation, and then in a utility, on flexibility scheme for power consumers. Pauline Henriot holds a Master in Economics from the Université Paris-Dauphine, and a Diploma in Economics from the Ecole Normale Supérieure.  ​

Chief of Study Groups, TSB, ITU

Tunisian born, Dr. Bilel Jamoussi is Chief of the Study Groups Department of ITU Standardization Bureau in Geneva Switzerland. Since 2010, he has been leading the bureau’s standards making activities into a new era characterized by rapid convergence and the need for increased collaboration with vertical sectors and partnership between developed and developing countries. Prior to 2010, Jamoussi worked for a Telecommunication equipment and solutions provider for 15 years in Canada and then in the United States where he held several leadership positions and was granted 22 US patents in diverse areas including packet, optical, wireless, and quality of service. He holds a BSc, MSc and PhD degrees in Computer Engineering from the Pennsylvania State University, USA. He is fluent in Arabic, French, and English and speaks some Spanish and German.

​​Peder Nærbø
Chairman & Founder, Bulk Infrastructure

Mr. Nærbø is the founder of Bulk Infrastructure, a leading provider of sustainable digital infrastructure in the Nordics. His company is an industrial investor, developer and operator of industrial real estate, data centers and dark fiber networks. Bulk has built several data centers in the Nordics, the hyperscale data park, N01 Campus, which is the world’s largest data center campus fueled with renewable energy (hydroelectricity), Oslo Internet Exchange and DK01, the new data center campus in Esbjerg, Denmark where Bulk interconnect trans-Atlantic as well as North European subsea networks. By starting Bulk Infrastructure in 2006 he quickly became one of the major real estate developers in Norway. In 2011 he identified the close relationship between the logistic business area and the data center sector, which lead to major investment in digital infrastructure as intercontinental subsea fiber network and local fiber networks. Through this initiative Bulk is now a leading provider of sustainable digital infrastructure in the Nordics. The company currently employs 70 employees in Norway, Denmark, UK and Germany. In 2019 Mr Nærbø received the prestigious price, Business Leader of the Year at DCD Awards.
Helen Cynthia Nakiguli
Chairman on the ITU-T Study Group 5 Regional Group for Africa ​

Helen is the current Chairperson for the ITU-T SG5 for the African Regional Group, works at the Uganda Communications Commission as the Senior Officer Environment Management. She is an associate rapporteur for Question 7 under the Study Group 5 on ‘e-waste, circular economy and sustainable supply chain management’, and a past Vice Chair of the Working Group 7 [Green ICTs and E-waste Management] of the East African Communications Organization (EACO). She is an environmental professional providing technical oversight, management, planning and implementation, consultancy, policy advice and research on environmental sustainability projects, frameworks, and project designs. She is part of the teams in contribution of international, regional and national standards, guidelines and strategies in environment and sustainability. She has spearheaded national projects and initiatives on ICT environmental compliance including e-waste management, the recent one being a study on the end-of-life management of end user ICT devices and the national EMF survey for mobile phone base stations in Uganda. She was at the fore front at the recent launch of the national e-waste collection centre in Uganda. Helen holds a MSc.in Environment Management and Sustainability (climate change pathway, a B.Engineering in Environmental Engineering and Management and a Post Graduate Diploma in Project Planning and Management. 
Percy Onianwa
Executive Director, Basel Convention Coordinating Centre for the African Region, Nigeria

Percy Onianwa is Executive Director of the Basel Convention Coordinating Centre for the African Region (BCCC-Africa) (in Nigeria), and Professor of Analytical/Environmental Chemistry at the University of Ibadan, Nigeria. At the BCCC-Africa, Percy’s work involves the technical support of African parties to the Basel Convention in the implementation of their obligations to the Convention, especially on the sound management of various hazardous wastes such as e-waste, plastic waste, waste batteries, waste oils, etc. This BCCC-Africa’s mandate is carried out through information dissemination, training, research projects and technology transfer. At the University of Ibadan, his teaching and research focus on environmental media assessment, analytical methods development and waste management. 
Virginia Onyara
Lecturer, Faculty of Business and Economics, Multimedia University of Kenya​

Dr. Virginia Onyara is a Green ICT and e-waste management expert, trainer, consultant and researcher. She is a member of International Telecommunication Union–Standardization (ITU-T) Study Group 5 (Environment, and Circular Economy,) currently an Associate Rapporteur of Question 13 (Building circular and sustainable cities and communities) and an editor of several work items in both Questions 5 (E-waste, circular economy and sustainable supply chain management) and 13. She is an e-waste consultant for Africa Telecommunication Union (ATU), has also served as an e-waste management auditor in CEWASTE project - an EU Horizon 2020 project and has previously worked with GIZ as a local consultant for e-waste management. Virginia is a member of East Africa Communications Organisation (EACO) Working Group 7 (E-waste Management and Green ICTs) where she also serves as a member of both East Africa Regional Steering Committee and Kenya’s National Steering Committee on E-waste Management. She is a lecturer in the Faculty of Business and Economics at the Multimedia University of Kenya. She holds a PhD in Business Administration from the University of Nairobi. 
​Nevine Tewfik
Vice-Chair, ITU-T SG5 I Senior International Relations Expert, Ministry of Communications and Information Technology, Egypt ​

Nevine Tewfik holds a BA and MA degrees in Political Science from the American University in Cairo where she worked for several years as Instructor of Political Science. Nevine has also been working for the past 30 years in the field of International Relations, Research, Policies, Studies and Strategic Thinking.  She is currently Senior IR Expert at the Ministry of Communications and Information Technology. Prior to that she held several positions including Head of Research, Studies and Policies, Deputy Director and Head of The European Cooperation Department.  Her current work cuts across the different portfolios of the International relations division on the bilateral and multilateral levels, where she is member of the Management Team.  One of the founders of the IR Division at MCIT, Nevine has represented the ministry in numerous international platforms and organizations since then. Nevine is vice chair of SG5 on “The Environment, climate change and circular economy”, vice chair of WP2, vice chair of the African and Arab Regional groups and co- rapporteur of question 7 on Circular economy including e-waste.  Nevine was actively involved in the Green ICT program at MCIT and the Sustainable Recycling Industries project implemented in Egypt in cooperation with the Swiss government. Nevine has recently earned a Certificate in Strategic Management and Innovation from the Copenhagen Business school within the Next Technology Leaders Initiative. Nevine is active in counselling and Child Online Protection among other things.   
Massamba Thioye
Manager, Regulatory Framework Implementation subdivision, Mitigation division, UNFCCC secretariat

Massamba Thioye is Manager in the Mitigation division of the UNFCCC secretariat and is leading the development of (i) incentive mechanisms for climate action and (ii) regulations pertaining to measurement of climate outcomes. He is also overseeing the support to enhanced climate action by the financial sector as well as increased access to low capital cost for clean investment in developing countries. As co-Chair of the Climate Chain Coalition, a coalition of more than 100 organizations and member of the Advisory Board of INATBA (International Association for Trusted Blockchain Applications), he is working on use cases of DLTs to climate and sustainability action. He is also co-chairing the development of ISO 14097 “Framework and principles for assessing and reporting investments and financing activities related to climate change”. Within the UNFCCC secretariat, Massamba Thioye is leading the work on the application of disruptive technologies to climate and sustainability actions. Massamba graduated process engineer and has a Ph.D. on energy systems. He published several articles in technical peer-reviewed journals and was awarded “Best scientist in Senegal” by the Senegalese President in 1997.
Xiao Wang
Programme Officer, UNEP DTU Partnership

Xiao fuses a background in Development and International Relations with expertise in digital energy policy analysis and partnership building. She takes the lead in the development of a flagship project on Green ICT and Energy Efficient Datacentres at the UNEP DTU Partnership. Her hands-on experience in engaging Fortune 500 companies in digital infrastructure projects in the developing countries and the emerging markets lends her a unique insight into effectively brokering public-private partnerships and sustainable investment of smart energy implementation for the UN SDGs and the Paris Agreement.  Xiao is a Chinese national. Before working at UNEP DTU Partnership, she has held positions at WWF as policy analyst for Danish International Development Agency's energy planning project in Vietnam and at Danish Ministry of Foreign Affairs as Attaché to the UN Climate Conference.
​​Esther Juliet Wanyana
Officer Technical Monitoring, Uganda Communications Universal Service and Access Fund (UCUSAF), Uganda Communications Commission

Esther J. Wanyana is an Officer Technical Monitoring with the Universal Service and Access Fund at the Uganda Communications Commission, Uganda’s communications regulator. She specializes in designing, coordinating, and implementing ICT infrastructure projects across different sectors, including Education, Health, Telecommunications, Broadcasting, and Postal, to bridge the digital gap in the unserved and underserved areas. Esther brings nine years’ experience working on ICT infrastructure projects with a critical focus on off-grid ICT solutions. She is currently the team leader on the Holistic eLearning platform development project for secondary schools in Uganda. This project aims to build schools' capacity to provide better quality teaching and learning and provide access to quality educational content accessible to schools in the rural underserved areas. Esther holds a Bachelor of Science degree in Telecommunications Engineering from Makerere University, Uganda and a Postgraduate diploma in Project planning and management from Uganda Management Institute (UMI). She is currently pursuing a Master’s in Communication Management at the University of Rwanda and a master’s in management studies at UMI and holds certificates in Strategic Aspects for Internet Governance and Innovations, Business Planning for ICT Infrastructure Development in Africa and Emerging Technology for Last Mile connectivity from the ITU Academy.
