Mr. Bugaba started working within ITU in 1990 by participating in the Plenipotentiary preparatory work, thereafter worked in ITU-R ( WRC) then ITU-D and TSAG then ITU-T till now. He has been following work on IMT and NGN and Future Networks. He currently one of the ITU-T SG 13 Vice Chairs from Africa and he is a Rapportuer for Question 5 of ITU-T SG 13 for the study period 2013~2016
