Aalborg University Copenhagen, Denmark.  Emeritus Professor, Delft University of Technology (NL).  Founding Director, LIRNE.NET and World Dialogue on Regulation (WDR).  Directed and helped establish new multidisciplinary academic ICT programs in US, Canada, UK, Australia, Netherlands and Denmark, and advised on new programs in other countries.  Periodic adviser to national and international agencies on ICT, e.g., co-author of the 1989 ITU Report, The Changing Telecommunication Environment: Policy Considerations for the Members of the ITU; consultant to the World Bank OED in its 1999 and 2011 reviews of the Bank's Telecom and IT programs.

Honours include, honorary degree from Technical University of Denmark (2001) for "outstanding research contributions on the interaction between technology, economics and regulation in the area of communications, with emphasis on telecommunications"; Distinguished Member award, TPUG, American Economic Association; Honorary lifetime membership award, European Association of Evolutionary Political Economy; Festschrift (2002) R. Mansell, R. Samarajiva & A. Mahan, ed., Networking Knowledge for Information Societies: Institutions and Intervention.
