Alexandre Bosshard
Member of the Head of the Department for Industrial Services & Technical Office, City of Pully, Switzerland 

Alexandre Bosshard is a member of the head of the Department for Industrial services and Technical Office of the City of Pully. Coordinator of this department and passionate about the projects that make the link between human and technical aspects, he holds a master degree in engineering from the Swiss Federal Institute of Technology in Lausanne (EPFL), a diploma in applied psychology SNLP and a postgraduate training in public administration management from the University of Lausanne. Alexandre has also worked for several private companies and organizations for which he has carried out numerous projects in Switzerland and abroad in the field of large infrastructures, environment and geomatic. With more than 20 years of practice in complex and cross-functional projects, he has piloted several smart city projects in the fields of big data, in collaboration with Swisscom, e-government and open source. He leads the implementation in the City of Pully of the U4SSC KPI’s, according to the method developped by the International Telecommunication Union (ITU).


Carriero Domenica Carriero
Associate Economic Affairs Officer at the Housing and Land Management Unit at UNECE

Domenica Carriero is Associate Economic Affairs Officer at the Housing and Land Management Unit at UNECE and coordinates the “United Smart Cities” and the "Energy Efficiency Standards for Buildings" projects and the global initiative United for Smart Sustainable Cities for UNECE. She is also Secretary of the UNECE Real Estate Market Advisory Group. She holds a MBA in Sustainable Business and a Masters’ Degree in Comparative Literatures. She has experience in coordinating multiple inter-governmental, multi-sectoral meetings; servicing inter-agency and expert group meetings/seminars; providing technical assistance and capacity-building workshops; implementing multi-disciplinary projects and inter-divisional initiatives on development issues and policies for intergovernmental bodies regarding sustainable development.
Domenica is specialized in sustainability strategy, sustainable performance assessment and corporate social responsibility and before joining UNECE she worked for NGOs, private sector and start-ups. Her professional expertise include corporate social responsibility, sustainable development, sustainable housing, and disaster risk reduction. UNECE is one of five regional commissions of the United Nations. Its principal aim is to promote pan-European economic integration and sustainable development. It brings together 56 countries located in the Europe, Central Asia, Caucasus and North America and involves in its activities NGOs, academia, private sector and civil society.

Mario Cortes is President of the Spanish Technical Engineers in Telecommunication Association and Member of the Standardization Committee for Smart Cities in Spain. Telecommunications engineering degree from the University of Malaga. Coauthor several books on Smart Cities and City Management. Regular speaker at international technology forums around the world.
Borhene Dhaouadi
Bizerte Smart City

Borhene Dhaouadi, was born on 1 March 1980 in Bizerte, Tunisia. He is a Franco-Tunisian architect / urban planner, former Project Manager within the COPLAN Ingénierie Group, then in Marseille Architecture Partners and Manager of the DTA Group - Multidisciplinary Research Department since 2009. He is also president of the association Bizerte 2050 since 2011. After a Professional Diploma in Marine Carpentry and Architecture studies at the National School of Architecture of Marseille Luminy and then a Professional Master in Real Estate and Urban Policies to the Marseille Business School (Euromed), he joined in 2008, COPLAN Engineering Group through its subsidiary RTA and in 2009, they created the DTA Groupement in Tunisia with Renaud and Bernard Tarrazi, in which he becomes in a year Managing partner. He returned to the community after five years as treasurer at the Student Office of the National School of Architecture in Marseille (BDE) through the foundation in 2011 of the Association Bizerte 2050, which he is the President of. Since 2012, he has organized and led thematic workshops on the inclusive development of Northern Tunisia through strategic studies related to regional planning and the planning of economic infrastructures and modern transport in the north of the country on the principles of pooling of equipment and services, in partnership with the North East Chamber of Commerce (CCINE). In 2017, he launched the "Bizerte Smart City" Program with partners in institutional, legislative, professional and academic circles under the aegis of an Organizing Committee entitled: "Bizerte Sustainable City" of which he is the president. Under the direction of Borhene Dhaouadi, the Bizerte Smart City Program is moving forward since its launch in April 2017 with great steps to create in Bizerte an Ecosystem specializing in Smart Cities and Renewable Energies Unique of its kind in Tunisia and Africa through a 30-year city transformation program. The administrative and legal mechanisms associated with this approach are being studied by Borhene and its partners and will be part of a strategic document entitled "Bizerte Smart City 2050" which will be elaborated in consultation with the new municipal team after the Tunisian municipal elections scheduled for May 2018. The month of April 2018, Borhene prepared the launch of a National program entitled / Tunisian Smart Cities with the objective of making Tunisia the largest "Smart City" laboratory in Africa.

He has been mayor of Malaga since 2000. Vice-president of the Euro-Mediterranean Regional and Local Assembly (ARLEM) and the Euro-Mediterranean Association of Local and Regional Authorities (COPPEM). He has chaired the Finance Commission and the Mobility and Accessibility Commission of the Spanish Federation of Municipalities and Provinces (FEMP). He has been Vice President of the Andalusian Federation of Municipalities and Provinces and a member of the Congress of Local and Regional Authorities of the Council of Europe. Deputy for Málaga (UCD), between 1977 and 1982, and Senator for Málaga (PP), between 2011 and 2014. He was President of the Diputación Provincial de Málaga and Minister of Economy, Finance and Tourism of the first Preautonomic Board of Andalusia. He has a degree in Sociology from the Pontifical University of Salamanca (1965), doctor agronomist engineer from the University of Madrid (1966) and specialist in regional development by Rennes, France (1967).

Law and Business Administration Degree in the University of Navarra, she complemented her studies with Programs on Business Strategy and Internationalization at IESE and London School of Economics and a Masters in Business Consulting at Carlos III University. Oriented to Public Sector Strategies she has oriented her career towards innovation as a lever of specialization and economic development. She worked at Deloitte for 6 years as strategic consultant to public entities where she would support the Spanish Innovation Framework and define Smart City Roadmaps for both national and international Cities. She joined Ferrovial Services in 2014 where she leads the mobility strategy for Ferrovial Services, the implementation of new technologies in cities and entrepreneurs relationships.


GemmaPaolo Gemma
Huawei

Paolo Gemma is a senior Specialist and representative of Huawei on issues related to energy saving and environmental sustainability. Prior to joining Huawei, Dr. Gemma was working with Nokia Siemens Networks, where he was responsible for EMC (electromagnetic compatibility) and electrical safety areas. He also worked in the Siemens Communications Division.Dr. Paolo Gemma also plays an active role in international standardization activities. Since 1993, he has been engaged in ETSI (European Telecommunication Standard Institute) activities and he also participates in the development of EMC standards. In 1997, Dr. Gemma joined ITU-T Study Group 5 on Environment, Climate Change and Circular Economy as a Rapporteur and he is now the Chairman of Working Party 2 “Environment, Energy Efficiency and the Circular Economy”. He also acts as Vice-chairmen of the United for Smart Sustainable Cities (U4SSC) initiative. In 2002, Paolo Gemma was appointed as the Secretary of the Committee ETSI TC EE and as of 2009 he holds the position of Chairman of the EEPS EE (eco Environmental product standard) working group. Paolo Gemma is a graduate in electrical engineering from the University of Genoa.
GerayOkan Geray
Smart Dubai Office, Strategic Planning Advisor

Dr. Okan Geray has more than 20 years of experience in management consulting in various industries. He has consulted for a number of organizations in Netherlands, France, Italy, Germany, South Africa, Turkey and Dubai. He has worked in A.T. Kearney global management consulting firm for 6 years and was a member of global Telecommunications and High Technology core team before he joined Dubai Government in 2002. He has worked as the strategic planning consultant in Dubai eGovernment, Dubai Smart Government, and more recently in Smart Dubai Office after its establishment. His responsibilities include Strategic Planning, Strategic Performance Management and Policy Making. He was the Co-Chair of Enhancing Innovation and Participation Working Group in United for Smart Sustainable Cities (U4SSC) joint global initiative by ITU and UNECE. This working group addressed Smart Governance, Smart Economy and Smart People aspects in smart cities. He is currently leading two deliverables globally in U4SSC; namely “Guidelines on Strategies for Circular Cities” and “City Science Application Framework”. He is the Co-Chair of “Data Economy Impact, Commercialization and Monetization” Working Group in ITU Focus Group on Data Processing and Management. He is also the Co-Rapporteur of ITU Study Group 20 Question 7 on “Evaluation and assessment of Smart Sustainable Cities and Communities”. He holds double major B. S. degrees in Industrial and Computer Engineering from Bosphorus University in Istanbul Turkey, an M.S. degree in Electrical Engineering and a Ph.D. degree in Systems and Control Engineering from University of Massachusetts in US. He has published journal and conference papers and has been an adjunct lecturer in management for 15 years.
GomezEsperanza Caro Gomez
General Director of Economy and Trade of the Seville City Council

Esperanza Caro Gomez is the General Director of Economy and Trade of the Seville City Council. In addition, she is responsible for the Energy Agency and for the Sustainability of Seville. Ms Gomez previously held various positions such as General Director of Prevention and Environment Quality of the Board of Andalusia, General Secretary of climate change and environmental quality of the Board of Andalusia and Assistant Director of the Ministry of Agriculture, Fisheries and environment. She was also Technical Advisor to the General Secretariat of Universities, Research and Technology of the Ministry of Economy, Innovation, Science and Employment of the Board of Andalusia. Ms Gomez is an industrial engineer specialized in chemical and environment. She graduated from the University of Seville in 1990.

Director, Austrian Economics Center

Dr. Barbara Kolm holds degrees in business studies and economics, she serves as CEO in private enterprises as well as NGOs and teaches at universities. Main fields of her academic work are efficiency processes, transparency, financial and legal foundations of administrative and state institutions – on regional, national and supranational level. Kolm publishes economic analyses, provides expertise on smart structural reforms and creation of sustainable growth. Kolm, founding Director of the Austrian Economics Center, is a frequent speaker at international conferences and serves as board member of several economic and academic associations e.g. supervisory board of ÖBB (Austrian Railways), WU (Business University Vienna), APEE (Association of Private Enterprise Education in the USA) and chairperson of the board of CAMP helping create special economic zones in Honduras to boost local employment. Barbara Kolm received numerous awards, e.g. the winner of the Global IP Award by the Global Intellectual Property Rights and Innovation Center of the US-Chamber of Commerce. Both Institutes have reached top international ranking under her leadership.

He joined the Smart City Valencia project in 2015. As a member of the strategy team, he participated on:

Tania is Head of the Smart Cities Unit at the Spanish Association for Standardization (UNE), where serves as Secretary of the Standards Committee CTN 178 “Smart cities”, and acts as the national focal point for the development of Standards for Local Governments, which assist their transformation into smart cities/smart tourism destinations. She is the Representative of the CEN-CENELEC-ETSI Sector Forum on Smart and Sustainable Cities and Communities towards the European Innovation Partnership on Smart Cities and Communities (EIP-SCC) of the European Commission. She is also Vice-chair of WP2 in ITU-T Study Group 20 on Internet of things (IoT) and smart cities and communities (SC&C), on behalf of the Spanish Secretary of State of Information Society and Digital Agenda (SESIAD).

Founder, Close the Gap

The first 15 years of his professional career Kees held several senior-management positions with the Dutch cooperative bank Rabobank. In 1985 he created his first multi-media enterprise; Telematica International,.  He strongly believes that electronic services can help us to transform our society into a more open, better, creative and intellectual society. In 2002 he took the initiative in the Dutch town Nuenen, part of the Brabant & Peellandregion, for the today's fiber to the Home network. Today the Peelland Region is one of the best connected regions in the world with a 100% fiber to the home coverage, urban and rural. Based on this network the Peelland-region will be transformed in the next decade into a smart and sustainable society according the United4SSC principles. Kees frequently speaks, around the globe, on the Close the Gap cooperative Model. He was awarded a knighthood by Her Majesty Queen Beatrix for, in particular, his founding of the Fiberproject Nuenen. In 2017 he was named as a Senior Fellow of the Intelligent Community Forum in New York. Close the Gap advises on and assists communities in (in the Netherlands and Internationally) the creation of their own fiber cooperative and smart and sustainable  community.

Ana Santos is a Honduran professional who is part of the team of directors of the National Commission of Telecommunications of Honduras (CONATEL). She was born in Tegucigalpa, the country's capital. A business administration Graduate from the Catholic University of Honduras, Ana has more than 10 years of experience managing Private and Public Institutions. On 2015, she was appointed Director of the Finance and Administration Bureau (CFO) of CONATEL and, since January 2017, Ana is also in charge of the Comayaguela Digital City Project, a new Information and Communications Technology Program created to generate new jobs and opportunities for young Hondurans and stregthening technological innovation in the country. In the private sector, Ana has been an entrepreneur, owning small businesses generating job opportunities to help the local economy. A proactive and organized professional, focused on results, a team worker promoter with high ethical standards and a public policy defender. Ana has been a representative for the Honduran Government in events in cities such as Geneva, Bogota, Medellin, Sao Paulo, Guadalajara, among others.

Mr. Ziqin SANG joined Wuhan Research Institute of Posts and Telecommunications (WRI) in 1998 after obtaining his Ph.D. in pattern recognition and intelligent system from Huazhong University of Science and Technology, China. He heads a division of innovative research on smart city in the State Key Laboratory of Optical Communication Technologies and Networks since 2010. He has been active in standardization bodies such as ITU-T SG17, SG13, SG5 and SG20, CCSA TC8 and TC10. He served as a member of expert board of a Chinese 863 program of smart city, and a member of advisory board of EU-China Collaboration on IoT and 5G Research (program EXCITING). He was a vice chairman of ITU-T focus group on smart sustainable cities (FG-SSC) and a vice chairman of focus group on smart water management (FG-SWM). He is now a vice chairman of ITU-T SG20 and a vice chairman of CCSA TC10. He led and contributed to ITU-T Recommendations Y.4900, Y.4901, Y.4902, Y.4903, Y.4200 and Y.4201.

Reyna Úbeda studied Industrial Engineering and she completed a Master on International Management from the University for Economics and Environment Nürtingen- Geislingen in 2014. She joined the ITU’s Standardization Bureau in 2015. She is part of the team that supports ITU-T's activities related to IoT, Smart Cities, ICTs, the Environment Climate Change and Circular Economy. Reyna speaks English, Spanish and German.

Tan Chee Wee is Director of Corporate Planning and Research in the Infocomm-Media Development Authority of Singapore. With twenty years in the public service, he has worked in many roles, including regulation, industry development, community engagement and partnerships, as well as promoting digital literacy and internet safety in Singapore. In his current role, he drives the organization's corporate planning process, monitors progress of work plans and KPIs, while keeping a pulse on the local and global infocomm and media landscape. Looking after the Research and Statistics Unit, he is also responsible for the collection, preparation and publication of statistics relating to information and communications in Singapore.
