Conformity Assessment Steering Committee

Background


Russian Adminstration submitted a contribution to ITU-T SG11 (11/2013) proposing to establish an ITU recognition procedure of testing laboratories with competence in ITU-T Recommendations (C97). This proposal is based on one of the actions of the action plan of ITU C&I Programme which was approved at the Council-12 (C12/48):
“ITU-T to run a pilot of the conformity assessment programme for key technologies for which there is a market demand for such a programme. A test lab or certification body would execute tests. Given a vendor’s agreement, an entry would then be made in the ITU T conformity database”

Accordingly, ITU-T SG11 established (11/2013) a Correspondence Group (CG) to explore ways for ITU to collaborate with testing labs (TL). In this regard, common practices of other SDOs and forums (such as IECEE, GSMA and Continua Health Alliance) were considered by the CG. The outcome of this survey shows that a recognition procedure of TL is a common way to ensure the credibility of SDO’s testing programmes.

Following the outcomes of the CG, ITU-T SG11 developed a Guideline “Testing Laboratories recognition procedure” (04/2015) which led to the establishment of the Conformity Assessent Steering Committee (ITU-T CASC). Mr Isaac BOATENG (SG11 Vice-chairman, Ghana) has been appointed as Chairman of ITU-T CASC.

The main objective of the ITU-T CASC is to elaborate detailed procedures for the implementation of such TL recognition in accordance with the Guideline. The implementation of the ITU-T testing laboratory recognition procedure will take place through the following approach:
    • to join the existing conformity assessment programs, by providing ITU-T’s technical experts for making relevant TL’s assessment against ITU-T Recommendations;
    • based on experience gained from collaboration with existing schemes, ITU may in future consider the possibility of establishing a ITU-T TL self-recognition procedure, providing the assessment of ITU-T technical experts and assessment of the TL.
