Working Party 2/5 - Environment, Energy Efficiency and the Circular Economy
Working Party 2 made significant progress and achieved the following key outcomes:
Question 6/5 - Achieving energy efficiency and smart energy
The Rapporteur of Q6/5 (Ms Qi Shuguang) opened the meeting and presented the draft agenda contained in
TD446-R1, which was approved with modifications.
All 9 Contributions received were reviewed and the documents under study were improved based on the Contributions received. One incoming liaison statement was discussed and 4 outgoing liaison statements were prepared.
Draft Recommendations ITU-T L.400migration "Progressive migration of Telecom/ICT site to 400VDC sources and distribution", ITU-T L.ENST3 "Innovative energy storage technology for stationary use – Part 3: Supercapacitor technology" and ITU-T L.BMM "Base station site energy parameter measurement methodology" were submitted for consent to WP2/5.
Three new work items, ITU-T L.ENV-KPI-5G-ARCH "Environmental KPIs/metrics for 5G architectures", ITU-T L.EE_slicing "Energy efficiency and Slicing of IMT2020/5G" and ITU-T L.SM_EN "Smart energy for cities and home applications" were created.

Question 7/5 - Circular economy including e-waste
The Co-rapporteur of Q7/5 (Ms Nevine Mounir Tewfik Loutfi) opened the meeting and presented the draft agenda contained in
TD447-R2.
During the meeting, 13 contributions were discussed covering the following work items: ITU-T L.BP on "Best practices on e-waste management"; ITU-T L1000Rev on "Universal power adapter and charger solution for mobile terminals and other hand-held ICT devices"; ITU-T L. EW 2020 "Connect 2020 agenda E-Waste reduction"; ITU-T L.CE "Circular Economy: Guidelines to migrate to circular ICT network"; ITU-T L.CEM "Criteria for evaluation of the environmental impact of mobile phones"; and ITU-T L. RE "Guidelines and Accreditation for e-Waste Recyclers".
Experts discussed these work items and agreed on a way forward. Ms. Francesca Cenni from the Basel Convention delivered a presentation related to the Connect 2020 agenda reduction target including methodologies for inventories and assessment of e- waste (TD465).
In addition, one more work item was approved as ITU-T L.EWFrame "E- waste management framework for countries" based on
C185. The draft Recommendation ITU-T L.EWFrame has been reviewed and is contained in
TD472-R2. Experts agreed to submit it for consent during the WP2/5 meeting. The work item ITU-T L.CE has been reviewed and a new TD containing the revised scope of this work item was submitted in an A.1 justification template (TD469-R1).
TD 469-R1 focuses on L.CE concepts and replaces the existing A.1 contained in
TD1760.
In addition, three new work items covering new topics were created.
Moreover, Q7/5 discussed the comments received on Draft Recommendation ITU-T L.EPR "Extended producer responsibility - Guidelines for sustainable e-waste management" which is currently under AAP and integrated the comments received in the new
TD495. It was agreed that this TD will be posted for Additional Review comments by TSB.

Question 9/5 - Climate change and assessment of information and communication technology (ICT) in the framework of the Sustainable Development Goals (SDGs)
The Associate Rapporteur (Mr Gilbert Buty) opened the meeting and presented the draft agenda contained in
TD437-R1.
Co-rapporteurs of Q9/5 (Mr Jean Manuel Canet/ Ms Pernilla Bergmark) chaired the following sessions of Q9/5 meeting.
Q9/5 reviewed 8 new Contributions. Progress has been made on draft Recommendations ITU-T L.MAE "Methodologies for the assessment of the environmental impact of the ICT sector", ITU-T L.Connect2020 framework "Connect 2020 GHG emissions, guidelines" and ITU-T L.MAAP "Methodology for assessing the aggregated positive sector-level impacts of ICT in other sectors".
Two new Draft Recommendations, namely ITU-T L.MAE and ITU-T L.Connect2020 were submitted for consent to WP2/5.
In addition, Q9/5 informed WP2/5 that is currently consulting the SBT Initiative on how to best progress on the development of draft Recommendation ITU-T L.MAE in order to get its feedback on the approach undertaken by Q9/5 and in order to promote the future use of draft Recommendation ITU-T L.MAE.

Connect 2020 Agenda
Work on the Connect 2020 Agenda is currently being carried out within Q7/5 on "Circular economy including e-waste" and Q9/5 on "Climate change and assessment of information and communication technology (ICT) in the framework of the Sustainable Development Goals (SDGs)".
Progress was made during this meeting regarding draft Recommendation L.EW2020 on "Connect 2020 agenda e-waste reduction". This Recommendation is expected to be consented at the SG5 meeting in September 2018.
Draft Recommendation L.1460 (ex. L. Connect2020 framework) on "Connect 2020 GHG emissions Guidelines" was consented. This Recommendation provides guidelines to reach the Connect 2020 GHG emissions target. It is intended to be utilized by relevant stakeholders, while taking into consideration the Sustainable Development Goal (SDG) 13 goal and the objectives of the Paris Agreement. It also presents examples of actions taken in order to limit the GHG emissions in the ICT sector.

9 to 12 April 2018 in Zanzibar, Tanzania.
The 8th Green Standards Week is dedicated to the theme
"Linking circular economy and Industry 4.0", and will be kindly hosted by the Universal Communications Service Access Fund (UCSAF) and Tanzania Communications Regulatory Authority (TCRA), Zanzibar, Tanzania.
