Executive Summary

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​Executive summary of the SG11 meeting (Geneva, 4-13 March 2020)​

ITU-T Study Group 11 meeting was held in Geneva, from 4 to 13 March 2020 and it was attended by 122 delegates from 36 countries. Among them, 74 participants were connected remotely.
In consultation with ITU Safety and security division and TSB, given the “force majeure” of the coronavirus (COVID-19) and measures to control the epidemy, ITU-T SG11 management team agreed to use interactive remote participation for all sessions during the entire SG11 meeting, including decisions making sessions such as WPs and SG11 opening and closing plenaries. Additionally, it was decided to use “Interprefy” for SG11 opening and closing plenaries as this is the only tool which provides multilingual remote participation. All other sessions (Questions, WPs, CASC and NSP sessions) used the usual remote connection tool via ITU MyWorkspace for SG11. The remote participation instructions are available in SG11-TD1143-R1/GEN.

Liaison officers and Rapporteurs
It was decided that, due to other commitments, the Rapporteur of Q6/11, Ms Haining Wang (China Telecommunications Corporation) would step down. Ms Wang was thanked for her work with ITU-T SG11. She will be replaced by Ms Dan Xu (China Telecommunications Corporation).
At the opening plenary, six Acting Rapporteurs and Acting WPs Chairmen were nominated for the duration of the meeting in order to assist SG11 leadership to conduct Questions and WPs sessions onsite. The final list of Rapporteurs, Associate Rapporteurs and Acting Rapporteurs can be found in SG11-TD1121-R1/GEN.

8     Conformity Assessment Steering Committee
In between two physical SG11 meetings, CASC conducted an e-meeting on 23 January 2020. During this e-meeting, CASC considered the results of the Questionnaire on evaluation of market needs for joint ITU/IEC TL recognition procedure and certification schemes on ITU-T Recommendations (SG11-TD1142/GEN), which was initiated according to the ITU-T SG11 decision in October 2019 (TSB Circular 208). 21 respondents provided feedback on most of the questions of this Questionnaire. According to the results of the survey, most of the replies are positive and the outcomes show interest of different stakeholders to the new joint ITU/IEC services. In this regard, CASC is committed to continuing collaboration with IECEE on TL recognition procedure and joint certification schemes.
The meeting agreed to send a liaison statement to IECEE CMC WG33 (SG11-LS124) informing on the survey’s outcomes and recall about SG11 request (SG11-LS120), seeking their feedback on proposed technologies as candidates for joint ITU/IEC certification schemes (such as safe listening, video surveillance and accessibility features in IPTV systems). Also, IECEE CMC WG33 was requested to provide opinion to consider self-declaration approach for joint certification scheme for video surveillance.

The tenth meeting of the ITU-T Conformity Assessment Steering Committee (CASC), which took place during ITU-T SG11 meeting on 6 March 2020, focused on the feedback received from IECEE CMC WG33 (SG11-TD1192/GEN) on the above mentioned LS sent in January 2020.

From IECEE CMC WG33 perspective, the targeted deadline within 2020 did not seem feasible for establishing ITU/IEC joint certification schemes as the new ITU-T conformity assessment service should be approved by IECEE CMC first.
With regards to the self-declaration approach, IECEE CMC WG33 replied that CB Scheme is based on third party testing and conformity assessment. Therefore, the acceptance of self-declared test results is not possible. However, within the IECEE CB scheme they have the called customers testing facilities (CTFs, OD-2048) that includes the concepts of acceptance of customer created test data under the supervision of their related NCB and CBTL (Test Laboratory).
CASC sent out the reply to IECEE CMC WG33 highlighting the necessity to speed up the adoption of Operational Document being jointly developed, in order to implement the ITU-T conformity assessment service (SG11-LS139).
Additionally, CASC invited ITU-T SG16 (SG11-LS140) to discuss the details on the way forward on proposed candidates for certification schemes and self-declaration approach at the next CASC meeting, which is tentatively scheduled on 24 July 2020 (TBA).
Finally, CASC decided to prepare the report concerning the results of the joint ITU/IEC TL recognition procedure and certification schemes and to request TSB Director to present it at the next Council meeting (Geneva, 9-19 June 2020).

5G/IMT-2020 and AI-related issues
ITU-T SG11 consented the revised draft Recommendation ITU-T X.609.5 which title was changed to “Managed P2P communications: Overlay management protocol”.

Also, SG11 consented new draft Recommendation ITU-T Q.5022 “Signalling procedure of energy efficient device-to-device communication for IMT-2020 network” (SG11-TD1232/GEN), which defines procedure for device-to-device (D2D) communication based on energy efficient intra-cell clustering and ability to reuse frequencies between intra-cell clusters.

10     Signalling issues
SG11 consented new draft Recommendation ITU-T Q.3745 (ex. Q.QMP-TCA) “Protocol for time constraint IoT-based applications over SDN", which describes the protocol for providing requested (by IoT server) network performance requirements for IoT applications in SDN and NFV based networks (IMT2020).
In addition, SG11 has made progress on the following draft Recommendations:

11     Security issues of SS7 and other protocols
SG11 consented draft new Recommendation ITU-T Q.3057 (ex. Q.SR-Trust) “Signalling requirements and architecture for interconnection between trustable network entities” (SG11-TD1238/GEN), which specifies the signalling architecture and requirement for interconnection​ between trustable network entities in support of existing and emerging networks. Based on the architecture, it specifies the interfaces and signalling requirements between the functional entities and signalling procedures to be applied.

Also, as a continuation of the previous related activities, including those related to financial services, SG11 decided to start two new work items, as follows:​

12     VoLTE/ViLTE-related issues
​Following received contributions and discussion, SG11 determined draft Recommendation ITU-T Q.3643 (ex. Q.DEN_IMS) "Signalling architecture of distributed infrastructure ENUM networking for IMS" to apply the Traditional Approval Process as described in Section 9 of WTSA Resolution 1 (Rev. Hammamet, 2016) (see SG11-R30). The comments received from SG2 were well noted and reflected in the output document.

Draft Recommendation ITU-T Q.3643 “Signalling architecture of distributed infrastructure ENUM networking for IMS” defines the signalling architecture of distributed ENUM networking in support of IMS interconnection. Based on a distributed framework of the ENUM server, it specifies the signalling requirements for the functional entities, signalling procedures and protocols to be applied for interfaces, security consideration, etc.

SG11 intends to approve this draft Recommendation following Member States consultation (see TSB Circular 241) at the next SG11 meeting in Geneva, 22-31 July 2020 (TBA).

13    Testing specifications, monitoring and implementation of ITU C&I Programme
SG11 consented new draft Recommendation ITU-T Q.3963 (ex. Q.SDN-OFT) “The compatibility testing of SDN-based equipment using OpenFlow protocol”, which describes compatibility testing of devices using the OpenFlow protocols. This Recommendation specifies the means and methods for testing in laboratory conditions using a model network.

Finally, ITU-T SG11 updated the reference list of ITU-T Recommendations suitable for conformity/interoperability assessment (SG11-TD1259/GEN).

14     Emergency telecommunications
SG11 has made progress on the following draft Recommendations related to emergency telecommunications:

Combating counterfeit ICT and mobile device theft
At this meeting, further to TSB Circular 205 of 6 November 2019, and pursuant to clause 9.5 of Resolution 1 (Rev. Hammamet, 2016), ITU-T Study Group 11 (Signalling requirements, protocols, test specifications and combating counterfeit products), during its meeting taking place in Geneva on 4-13 March 2020, approved new Recommendation ITU-T Q.5051 “Framework for combating the use of stolen mobile devices”. This Recommendation contains the reference framework and requirements that should be considered when deploying solutions to combat the use of stolen mobile devices.

Also, SG11 agreed to start a new Supplement ITU-T Q.Sup.CFS-Rdm “Roadmap for the Q.5050-series - Combat of Counterfeit ICT and Stolen Mobile Devices”, which specifies the index and relation for the Q.5050 series Recommendations, Technical Reports and Supplements on the Combat of Counterfeit ICT and Stolen Mobile Devices.

Finally, in the way to advance the work item ITU-T Q.Sup.CFS-Use-Cases, SG11 decided to dissemenate a call for use cases on the combat of counterfeit ICT and stolen mobile devices (TSB Circular 239). ITU Members are invited to share their experiences in terms of challenges, opportunities and results relating to the combat of counterfeit ICT and stolen mobile devices, and provide information on the use cases that are being, or are going to be implemented in accordance with ITU-T Q.5050 series.

ITU Members are encouraged to share their experiences by completing the relevant form highlighted in TSB Circular 239 and returning it to ITU-T SG11 (tsbsg11@itu.int) by 30 June 2020 (2359 hours Geneva time).

Preparation for WTSA-20
SG11 arranged several sessions on preparation for WTSA-20 in order to create proposals from SG11 to the next study period, based on the inputs received from SG11 members.

The meeting reviewed all the proposed revised Question texts, new Questions’ texts and text for the mandate of SG11 according to received contributions, based on SG11-TD1069-R1/GEN, which was agreed by SG11 in October 2019.

Initially, there was a plan to finalize Questions texts for next Study Period (2021-2024) in March 2020. However, due to lack of consensus on some proposed new Questions texts, SG11 decided to return to discussion of the left issues during next SG11 meeting, scheduled to take place in Geneva on 22-31 July 2020 (TBA).

SG11 meeting (4-13 March 2020) achieved the following progress:
- Revised and agreed Questions’ texts for A/11, B/11, C/11, D/11, E/11, F/11, G/11, H/11, I/11, J/11, K/11, L/11, M/11;
- WSIS action lines and SDGs were added for each question;
- Questions’ texts N/11, O/11 and P/11 were completed, but all these three Questions require additional discussion;
- SG11 title, mandate, points of guidance, lead SG roles were not changed and SG11 decided to keep changes agreed in SG11 meeting in October 2019.

The latest updated SG11 Questions’ texts, its titles, mandates, points of guidance and lead roles for the next study period are available in SG11-TD1260/GEN.

The draft text contained in SG11-TD1260/GEN should be considered as baseline for WTSA-20 preparatory discussions of SG11 and to be discussed and finalized at next SG11 meeting (22-31 July 2020, Geneva, TBA). Then, after meeting in July, the proposal will be submitted to TSAG and WTSA-20 accordingly.
