ITU-T Study Group 11 “Signalling requirements, protocols, test specifications and combating counterfeit products” meeting was held fully virtual from 17 to 26 March 2021 and was attended by 128 delegates from 30 countries.

All the sessions were supported by ITU MyMeetings remote participation tool. Interpretation was available in English and Russian on the opening and closing plenaries. Remote participation guideline was available on the SG11 webpage for Delegates and Moderators. Additional remote participation guidance is contained in SG11-TD1528/GEN​​.

Liaison officers and Rapporteurs
Following the Questions endorsement by TSAG in January 2021, the following appointments were agreed at the SG11 opening plenary: Mr Martin Brand (A1 Telecom Austria, Austria) has been appointed as Rapporteur Q16/11 and Mr Kaoru KENYOSHI (NIST, Japan) has been appointed as Associate rapporteur Q16/11. Mr João Alexandre Moncaio ZANON (Brazil) was appointed as Rapporteur Q17/11.

Also, at the opening plenary, Ms Wu Linze (China Telecom) was nominated Acting rapporteur Q14/11 for the duration of the meeting.

Ms Ying Cheng (China Unicom) was nominated Acting WP1/11 Chairman and Mr Jongmin Lee (SK Telecom, Korea (Rep. of)) was nominated Acting WP2/11 Chairman, both in case of connectivity issues at this meeting.

Ms Haining Wang has stepped down as liaison officer for JCA-IMT2020.

8     Conformity Assessment Steering Committee
The twelfth meeting of the ITU-T Conformity Assessment Steering Committee (CASC) was held virtually during ITU-T SG11 virtual meeting on 19 March 2021.

The CASC focused on the iLS received from ILAC (SG11-TD1583/GEN), which highlights potential approach on collaboration regarding ITU Testing Laboratories recognition procedure. The detailed presentation was given by ILAC representative (SG11-TD1625/GEN).

ILAC will develop a procedure for TLs seeking accreditation for ITU Recommendations. According to this procedure, a test laboratory that wishes to become an ITU recognized test laboratory, and which is already accredited for ITU Recommendations may apply to ITU for recognition by supplying, amongst other things, the identity of the AB (ILAC MRA signatory) performing the accreditation as well as the relevant part of the scope of accreditation. ITU can confirm validity by communicating directly with the relevant AB, which is a normal procedure if a risk to validity is considered. The procedure will be finalized and made available by the end of 2021. CASC encouraged ILAC to liaise on further progress of this procedure.

CASC decided that ITU may recognize TLs that have been accredited by ILAC MRA signatories AB which have ITU Recommendations in its scope of accreditation. ITU may approach those TLs. A test laboratory accredited for ITU Recommendations may apply to ITU for recognition by supplying, amongst other things: the identity of the AB (ILAC MRA signatory) performing the accreditation and relevant part of the scope of accreditation. TSB was requested to create relevant application form to be made available on the C&I Portal.

There are no financial implications for ITU for implementing such procedures. Financial implications for TLs are to be covered by the cost structures of the ABs.

9     IMT-2020 and P2P communications related issues​​

ITU-T SG11 has made progress on the following draft Recommendations:

10     Signalling of Computing Power Networks (CPN)​
SG11 has made progress on draft Recommendation ITU-T Q.CPN “Signalling requirements for Computing Power Network” and started new work item Q.CPN-TP-SA “Signalling Architecture of transaction platform in CPN”.

12     Security issues of SS7 and other protocols
SG11 has made progress on the following draft Recommendations:​

In order to follow the demarcation lines established between two Study Groups (TSAG-TD934), SG11 kept SG17, particularly Q11/17, informed on the progress of ITU-T Q.Pro-Trust and ITU-T TR-USSD. With regard to Q.Pro-Trust, SG11 seeks SG17’s view regarding the techniques and information elements required for a secure authentication of ownership of the security domain that the operator wishes to receive an End Entity Certificate (EEC) for. The relevant LS was agreed at the meeting (SG11-TD1602/GEN).

SG11 continues collaborating with ITU-T Study Groups SG13, SG17, SG20; ITU-T FG-QIT4N; ITU-T FIGI-SIT; 3GPP TSG SA3; ISO/IEC JTC1 SC27 WG2 on this subject matter.

13     VoLTE/ViLTE and IMS-related signalling issues

SG11 has made progress on the following draft Recommendations:
SG11 started new work Q.ISDN-SIP: Interworking between ISDN and the IP Multimedia (IM) Core Network (CN) subsystem.

In order to provide overview of SG11 achievements and to identify the future standardization activities on IMS/VoLET/ViLTE-related signalling issues, SG11 is going to organize a virtual Workshop on protocol enhancements of roaming and interworking for IMS in LTE/IMT-2020 environment, planned to take place fully virtual on 5 July 2021 (TBC).

14     Testing specifications, monitoring and implementation of ITU C&I Programme
SG11 consented two draft new Recommendations, as follows:​ Following the request received from SCV regarding term “HTML object” defined in Recommendation ITU-T Q.3961, SG11 consented Corrigendum to Q.3961 “Parameters for bottleneck evaluation of the web-browsing service” and sent reply to SCV (SG11-TD1607/GEN).

In addition, SG11 has made progress on the following draft Recommendations:
SG11 agreed to start new work item Q.joint_tr “Requirements and Reference Model for optimized traceroute of joint IP/MPLS”.

Following oLS that SG11 sent to ITU-R WP5D in December 2020, SG11 was kept informed that the Technical Paper TP-TEST-UE-MS “Guideline for general test procedure and specification for measurements of the LTE, 3G/2G user equipment/mobile stations (UE/MS) for over-the-air performance testing” falls within the R-sector.

ITU-T SG11 understood that the matter that is addressed is under responsibility of the ITU-R and has decided to withdraw this report. However, from SG11 perspective the topic has gained interest in the ITU membership and therefore, ITU-T SG11 decided to transfer the document for ITU-R consideration.

The relevant note will be added on the Technical Report’s web page as follows: “Withdrawn and transferred to ITU-R for further enhancement”. The report will remain available from the webpage, as all deleted/withdrawn ITU-T documents should stay available for historical purposes due to possible cross referencing from external publications.

In addition, SG11 replied to IEEE 802.1 regarding their plans to withdraw IEEE Std 802.1D-2004. SG11 requested IEEE 802.1 to clarify whether the standard remain available. SG11 will decide regarding updates needed for ITU-T Q.4043, based on the feedback received prior to the next SG11 meeting (December 2021). The oLS is available in SG11-TD1588/GEN.

Finally, ITU-T SG11 updated the reference table of ITU-T Recommendations suitable for conformity/interoperability assessment (SG11-TD1627/GEN). All ITU-T SGs are encouraged to provide their updates to the next SG11 meeting (SG11-TD1628/GEN).

Joint SDOs Brainstorming Workshop on Testbeds Federations for 5G and Beyond: Interoperability, Standardization, Reference Model and APIs​

The International Telecommunication Union (ITU), ETSI, and IEEE organised a Joint SDOs Brainstorming Workshop on Testbeds Federations for 5G and Beyond: Interoperability, Standardization, Reference Model and APIs. This workshop took place virtually from 15 to 16 March 2021. The summary and the key takeaways are contained in SG11-TD1581/GEN.

According to the key takeaways of the Workshop, the creation of the ITU-T Focus Group on Testbed Federations might be a good way forward in order to engage various stakeholders to contribute. The non-technical aspects might also become a subject to be included to the ToR of such Focus Group. The official proposals on the creation of such group are highly encouraged.

During panel discussion, it was noted that the security of the testbed federations might be one of the subjects which require further study and building the joint forces with other SDOs such IEEE will be a good way forward.

One of the objectives of the IEEE Future Networks Initiative (FNI) Testbeds WG is to collaborate with the vendor community and research community and thus expand upon the existing testbeds towards federated development of testbeds for next generation networks.

In this regard, ITU-T SG17 was invited to collaborate with IEEE INGR Security Group on the possibility to join forces in working on the Required Security Framework (as a standard) associated with the Testbeds Federations Reference Model and its APIs. The relevant LS was sent to SG17 (SG11-TD1636-R1/GEN).

In addition, during panel discussion, it was noted that the APIs of TMForum pertaining to Products/Services Selling and Uptake that capture generic aspects of relevance to the new idea of “Testbed as Service” might be adopted by ITU SG11 and ETSI TC INT in elaborating APIs for the Testbeds Federations Reference Model. The relevant LS was sent to TMForum (SG11-TD1635-R1/GEN​).

Following the outcomes of the Workshop and received contribution, SG11 has made progress on draft ITU-T Q.API4TB “Open API for interoperable testbed federations”, which defines reference model and APIs of Testbed Federations. This work goes in close collaboration with ETSI TC INT and SG11 is going to finalize and consent document during WP3/11 meeting in July 2021.

SG11 appreciated the achieved outcomes of the join event and welcomed all three SDOs to organize next joint events in the near future.​

16     ​Combating counterfeit telecommunication/ICT devices/software and mobile device theft​
SG11 created a new Working Party 4/11 “Combating counterfeit telecommunication/ICT devices/software and mobile device theft”.

SG11 agreed two new Supplements:​ Following received contributions, SG11 has made progress on ITU-T TR-CF-QoS: Impact of Counterfeit Mobile devices on Quality of Service. Following iLS received from SG12 (SG12-LS103), SG11 informed SG12 about the progress on the TR-CF-QoS (SG11-TD1643/GEN​).

Also, following outcomes of the first Q17/11 meeting, SG11 agreed to start a new Technical Report TR-MCM-Use-Cases “Use Cases on the combat of Multimedia Content Misappropriation”, which aim is to collect use cases from ITU Members that reflects challenges, opportunities and results on the combat of multimedia content misappropriation and, with this information compendium, assist ITU members in engaging this problem.

SG11 sent LS to ITU-T Study Groups SG5, SG16, SG17; ITU-D SG2 (Q4/2); APT; ATU; CEPT; CITEL; LAS; RCC in order to provide updates on the Progress on the combat of counterfeit and stolen ICT and requests the status of ongoing related work items and studies.
