ITU-T Study Group 11 “Signalling requirements, protocols, test specifications and combating counterfeit telecommunication/ICT devices” meeting was held in Geneva from 6 to 15 July 2022 and was attended by 146 delegates from 31 countries. It was the first SG11 meeting in the study period 2022-2024.

All the sessions were supported by ITU MyMeetings remote participation tool. Interpretation was available in English, French and Spanish at the closing plenary, which was supported by Zoom remote participation tool. Remote participation guideline was available on the SG11 webpage for Delegates and Moderators. Additional remote participation guidance is contained in SG11-TD63/GEN.

Liaison officers and Rapporteurs
At the opening plenary, ten Acting Rapporteurs were nominated for the duration of the meeting in order to assist SG11 leadership to conduct Questions and WPs sessions remotely in case of connectivity issues. The final list of Rapporteurs, Associate Rapporteurs and Acting Rapporteurs can be found in SG11-TD58-R3/GEN.

8     Conformity Assessment Steering Committee
The fourteenth meeting of the ITU-T Conformity Assessment Steering Committee (CASC) was held on 8 July 2022 during the ITU-T SG11 meeting.

TSB gave a comprehensive presentation about progress on ITU Testing Laboratory (TL) recognition procedure which is based on collaboration with ILAC (SG11-TD123/GEN). The presentation highlights the key achievements of CASC in the last study period and describe the current TL recognition in place. The presentation also covers aspects related to recent updates made in Resolution 76 during WTSA-20.

ILAC representative gave a presentation about ILAC-ITU collaboration (SG11-TD144/GEN). It was noted that ITU, ILAC and IAF finalized the updated MoU which among other activities includes a new TL recognition procedure. It is supposed to be signed shortly. Also, it was noted that in order to support the ITU recognition procedure ILAC is developing its own assessment procedure to explain the operation of the set-up. The assessment procedure will be a separate standalone document of ILAC similar to the joint assessment procedure published the OIML CS. There is a plan to adopt a new ILAC procedure in 2022.

Based on received contribution, CASC revised its ToR. Finally, the revised ToR was approved at the SG11 closing plenary on 15 July 2022. The approved text of ToR is available in SG11-TD153/GEN.

Also, based on received contribution, CASC revised a guideline on Testing Laboratory recognition procedure. It was aligned with Resolution 76 of WTSA-20 and recent achievements of CASC in the previous study period. The revised Guideline was approved at the SG11 closing plenary on 15 July 2022. The approved text of the Guideline is available in SG11-TD154/GEN.

Following the TSB Circular 368, as of 6 July 2022, TSB received several requests from TLs seeking ITU recognition. All of them were noted and TSB was asked to process applications according to the requirements indicated in the ITU-T Guideline “Testing Laboratories recognition procedure”.

Finally, CASC agreed the format of visuality of TLs recognized by ITU on C&I portal (http://itu.int/go/citest).

Two outgoing liaison statements were sent to all ITU-T Study Groups.

The next CASC meeting is planned on 28 April 2023 (TBC). It will be held during next SG11 meeting (26 April – 5 May 2023, TBA). More information is available on the CASC webpage.​

9     Signalling and protocols, including IMT-2020 and P2P communications related issues​​

At this meeting, SG11 consented the following draft new Recommendations: SG11 started several new work items, as follows: With regard to IMT-2020 related aspects, in July 2022 SG11 consented draft new Recommendation ITU-T Q.5025 (ex Q.PMUPF) “Protocol for managing User Plane function in IMT-2020 network”.

SG11 started a new work item on IMT-2020 aspects – Q.PEC: Signalling Requirements and Protocols for enhanced quality assured connections in IMT-2020 network and beyond.

Regarding managed P2P communications, SG11 started a new work item Q.HP2P-fvsigreq “Hybrid P2P communications: signalling requirements for feature-based video services”.

10     Signalling of Computing Power Networks (CPN) and Computing Network Convergence (CNC)
SG11 has made progress on relevant ongoing work items on CPN as follows:​ SG11 started several new work items, as follows: During its meeting, SG11 noted that there are different terms such as CNC and CPN and the relationship between them is not clear. Also, it was noted that similar discussion on Computing Network Convergence (CNC) related work took place at the SG13 meeting which was collocated with SG11. The meeting requested SG11 Chairman to discuss this issue with SG13 Chairman in order to identify the best way forward for SG11 on creation of new work items related to CNC. The decision about the creation of Q.CNCP was transferred to SG11 closing plenary meeting (Geneva, 15 July 2022).

Following discussion at the SG11 closing plenary, it was decided to start the above-mentioned new WIs but editors and respective Rapporteurs need to join SG13 ad-hoc meeting and take into account the outcomes of this discussion in respective WIs. It was noted that the title and the scope of the WIs can be modified based on results of the ad-hoc discussion. Ying CHENG (Q4/11 Rapporteur) was appointed as a focal point on collaboration with this ad-hoc and was requested to report about results of this discussion at the next WP1/11 and WP3/11 meetings (7 December 2022, TBA).

11     ​QKDN protocols
SG11 has made progress on QKDN signalling requirements and protocols, including: Q2/11 joined the Co-located Quantum (CQ) meeting with Q6/13, Q16/13 and Q15/17 on Thursday, 7 July 2022. The outcomes of FG QIT4N (SG11-TD16/GEN) were reviewed in the CQ meeting. It also discussed about how to transfer the deliverables of FG-QIT4N to the quantum relevant questions.

12     Signalling security
SG2 and SG17 provided their replies on Q.Pro-Trust and Q.CIDA, which consent was postponed from previous SG11 meeting (December 2021) until this particular meeting. The comments provided by SG17 were discussed and incorporated in the final baseline texts of ITU-T Q.3062 (ex. Q.Pro-Trust) and ITU-T Q.3063 (ex. Q.CIDA) respectively.

SG11 consented ITU-T Q.3062 (ex Q.Pro-Trust) and ITU-T Q.3063 (ex. Q.CIDA) at this meeting, but will defer the last call for comments to the end of August 2022, which will allow SG17 to review the consented Recommendations and submit their comments, if any, directly to the last call before it is approved.

13     VoNR/ViNR and IMS-related signalling and testing issues

As a continuation of previous SG11 activities on VoLTE/ViLTE interconnection issues, SG11 started two new work items related to interconnection testing of Voice, Video over New Radio, as follows: It was noted that Voice over LTE (VoLTE) and Voice over New Radio (VoNR) utilize the same IMS (IP Multimedia Subsystem) as defined in 3GPP. While the IP IMS framework remains the same, technological improvements in radio, core and devices are expected to provide superior user experience in VoNR compared to VoLTE.

Also, SG11 achieved good progress on ITU-T Q.Sig_Req_ETS_IMS_roaming and Q.LiteIMS-SA. It is expected that the baseline texts will be finalized by the end of 2022.

14     Testing specifications, monitoring and implementation of ITU C&I Programme
SG11 consented draft new Recommendation ITU-T Q.4069 (ex.Q.GDC-IoT-test) “Testing requirements and procedures for Internet of Things based green data centres”.

Several new work items on testing and monitoring were started at the meeting, as follows: Also, SG11 discontinued one stale work item – Q.PR-MF: Methodology of performance requirements for reliable comparison of measurement results.

Following inputs received from several SGs, SG11 updated the reference table of ITU-T Recommendations suitable for conformance and interoperability testing (SG11-TD155/GEN).

15     
Deletion of UPT-related Recommendations

Following the liaison statement that SG11 received from SG2 on deletion of ITU-T Recommendations related to Universal Personal Telecommunication (UPT) (see SG11-TD49/GEN​), SG11 has made observation on this issue.

At the time these Recommendations were approved, the concept of universal personal telecommunication (UPT) utilized specific technology and service concepts. In the decades since then, the technology has evolved.

From SG11 perspective, the UPT-related services specified in ITU-T Recommendations no longer exist. As such, the suite of UPT-related Recommendations is no longer relevant. Given this rationale, SG11 has advised the TSB Director to initiate the deletion procedure of the following Recommendations developed by SG11: Also, SG11 recognizes the necessity to revise some Recommendations by removing the references to suppressed ITU-T Recommendation related to UPT and amending the text concerning UPT terminology accordingly. Among them ​are​: The relevant response was also sent to SG2 and all ITU-T SGs for information (SG11-TD192-R1/GEN).

16 Combating counterfeit telecommunication/ICT devices/software and mobile device theft
SG11 started two new work items: SG11 progressed well on all ongoing work items related to combating counterfeit telecommunication/ICT devices/software.

17     New ITU-T Focus Group on Testbeds Federations for IMT-2020 and beyond (FG-TBFxG)
Following establishment of the ITU-T Focus Group on Testbeds Federations for IMT-2020 and beyond (FG-TBFxG) in December 2021, FG-TBFxG reported to SG11 on its progress after its first meeting in April 2022.
Among achieved results: The second FG-TBFxG meeting will be held fully virtually from 19 to 21 July 2022.

18     ITU Webinar on signalling security
Following plans of the SG11 agreed in December 2021, SG11 organized ITU Webinar on “Enhancing signalling security and privacy using globally interoperable digital signatures” which was held fully virtual on 16 June 2022.

The main objectives of this webinar were to provide an overview of existing signalling architectures and protocols, indicate their key vulnerabilities and highlight solution standardized by ITU, which aim is to cope with such vulnerabilities. The implementations of relevant ITU-T Recommendations were also highlighted during this event.

19     New Terms and Definitions
SG11 continues its practice to inform SCV about new terms and definitions of the work items proposed for consent. SG11 has not received any comments on the terms and definitions for work items planned for consent in July 2022, following LS sent in December 2021.

As last time, SG11 informed SCV about new terms and definitions extracted from work items planned for consent at this and next WPs meetings (planned to be held in December 2022).

20     Stale work items
SG11 considered the list of stale work items (SG11-TD66/GEN​). There was one stale work item which was finally discontinued following discussion at the Q16/11 meeting. Other WIs which may be considered stale soon were finally advanced following received contributions and outcomes of discussion on the particular Questions.

21     Action plan
SG11 agreed its action plan for the study period 2022-2024 (SG11-TD139-R1/GEN​).
