Xiaofeng Chen (Alfred)
Director of Quality and Standardis in Hangzhou Qulian Technology Co., Ltd.

​Xiaofeng Chen(Alfred) is the Director of Quality and Standardis in Hangzhou Qulian Technology Co., Ltd. He focus on Blockchain and Distributed Ledger Technology, has been participating and contributing in many standard projects and whitepapers in TBI (Trusted Blockchain Initiatives) and elected as Sub-leader of TBI Interoperability Working Group.He is also the Member-at-Large of the IEEE Digital Finance and Economy Standards Committee,chair of Evidence collecting working group and vice chair of trusted IoT data management working group in IEEE.
Thomas Hardjono
​CTO, Connection Science & Engineering, MIT

Thomas Hardjono is the CTO of Connection Science and Engineering. He leads technical projects and initiatives around identity, security and data privacy, and engages industry partners and sponsors on these fronts. He is also the technical director for the Internet Trust Consortium under MIT Connection Science that implements open source software based on cutting edge research at MIT. The consortium embodies the MIT philosophy of giving back to the community. As part of the MIT outreach to industry, Thomas is active in a number of industry associations and standardization bodies. These include IETF, IEEE, Kantara, OASIS, TCG and OIC. Throughout his 20 year career in the computer and network security industry Thomas has primarily been engaged in advancing new technologies, working in various CTO offices and advances engineering groups. Companies and organizations he contributed to include NTT/ATR Japan, Bay Networks (Nortel), VeriSign Security, Wave Systems and a number of start-ups. Over the years he has published three books and over sixty technical papers in journals and at conferences. He holds 19 patents in the areas of security and cryptography. Thomas has a BSc degree in Computer Science with Honors from the University of Sydney, and PhD degree in Computer Science from the University of New South Wales in Australia.
Wei Kai 
ITU-T Study Group 16 Q22 Rapporteur Secretary/ General of TBI, CAICT

Mr. Wei Kai is Chairman of ITU-T Focus Group on Application of Distributed Ledger Technology(FG DLT). He is the Vice Director of Cloud and Big Data Institute, China Academy of Information and Communications Technology(CAICT). He leads a research group in CAICT working on big data and blockchain technology, consulting, standardization, testing and certification. His team proposed the Trusted Blockchain framework, which is a framework for Blockchain and DLT platform assessment. He is the founder and the Secretary General of Trusted Blockchain Initiatives(TBI), a cooperation network of 300 blockchain commpanies from China and abroad. He was the core drafting group of several Chinese national industrial policy and standards in ICT area in the past years. Wei Kai is also the Rapporteur of Question 22 under ITU-T Study Group 16.
Alexander Lipton 
Co-Founder and Chief Technical Officer of Sila/ Connection Science Fellow, MIT

Alexander Lipton is Co-Founder and Chief Technical Officer of Sila, Partner at Numeraire Financial, Partner at Investimizer, Visiting Professor and Dean’s Fellow at the Hebrew University of Jerusalem, and Connection Science Fellow at MIT. He sits on Boards of Directors of Sila and Zilliqa, and on Advisory Boards of several organizations, including Clearmatics, Endor, Katalysen, Sygnum, and UCL Centre for Blockchain Technologies. In 2016 he left Bank of America Merrill Lynch, where he served for ten years in various senior managerial roles including Quantitative Solutions Executive and Co-Head of the Global Quantitative Group. Earlier, he held senior managerial positions at Citadel Investment Group, Credit Suisse, Deutsche Bank, and Bankers Trust. In parallel, Alex held several prestigious professorial appointments at École Polytechnique Fédérale de Lausanne, NYU, Oxford University, Imperial College, and the University of Illinois. Before switching to finance, Alex was a Full Professor of Mathematics at the University of Illinois and a Consultant at Los Alamos National Laboratory. In 2000 Alex was awarded the first ever Quant of the Year Award by Risk Magazine. Alex published eight books and more than a hundred scientific papers. His most recent book “Financial Engineering - Selected Works of Alexander Lipton” was published in May of 2018. He is currently working on his next book (with Adrien Treccani) “Blockchain and Distributed Ledgers: Mathematics, Technology, and Economics” which will be published in the first half of 2020.
Noah Luo
ITU-T SG16 Chairman / Director, Dept. of Industry and Standards (West Europe), Huawei

​Noah Luo is ITU-T SG16 Chairman. Mr. Luo is a senior standards and strategic expert from Huawei Technologies, Co., Ltd., director of Huawei Dept. of Industry and Standards (West Europe) which has a wide range of responsibilities including standards, industry collaboration, ecosystems and telecom regulatory policies, etc. Mr. Luo is active in various standards fields including Network Functionalities Virtualization(NFV), multimedia communication, cloud computing, etc. He is now leading Huawei’ s standards work in the areas of NFV and multimedia.
Suzana Maranhão Moreno
ITU-T Study Group 16 Q22 Associate Rapporteur / Digital Innovation Analyst, BNDES

Suzana Maranhão Moreno is the Associate Rapporteur of "Distributed Legder Technology and E-services" under ITU-T Study Group 16. She was the vice-chair of ITU-T FG DLT (Focus Group on Application of Distributed Ledger Technology). Co-founder of Digital Innovation Lab in the Brazilian Development Bank (BNDES), which is now the main technical responsible for deploying a national infrastructure to blockchain in Brazil. She is also the Vice-coordinator of Blockchain Action Group at the Brazilian Anti-corruption and Money Laundering Strategy (ENCCLA).
Pedro Souza

Investor and entrepreneur with almost 20 years of project release experience, 10 years acting as leader of the technological part in audio visual projects, 5 years as a consultant specialized for structuring of financial products working in partnership with managers as Capital Market and administrators with BBDTVM, dealing with Brazilian and international investors and almost 4 years of experience in projects related to Blockchain technology. He attended Business Administration with emphasis on Foreign Trade and post Production Executive for Cinema and TV at FGV and post in Knowledge Management and Business Intelligence at UFRJ​.
Qiang Yan
Member of TBI Interoperability Working Group /Blockchain Scientist, WeBank

Dr. Qiang Yan is the Blockchain Scientist at WeBank, leading the research and development of the advanced blockchain technology including blockchain interoperability, cryptographic application. He is now responsible for exploring the frontier of trusted cross-chain communication, secure cross-chain transaction mechanism, scalable cross-chain protocols, etc. He specializes in distributed systems, system security, applied cryptography, privacy protection, and other leading technologies within the blockchain domain. Before joining WeBank, he led the privacy infrastructure team at Google Switzerland, and obtained his PhD degree in Information Security from Singapore Management University.
