Biographies

 Jens Berger
Senior Director, Applied Research, Rohde & Schwarz, Germany

Dr. Jens Berger started his career at the Research Institute of Deutsche Telekom. In 1998, Jens received a Ph.D. degree in Electrical Engineering in the area of network and system theory. Since 2003, he has been with today’s Rohde & Schwarz SwissQual AG, Switzerland, an integral part of Rohde & Schwarz, heading the Applied Research department as member of the senior management team. He is responsible for the QoS and QoE measurement methods in the Rohde & Schwarz Mobile Network Testing products and services. His work contributed to several ITU-T standards, as P.563 and P.863, both for voice quality prediction. In 2011, ITU-T standardized J.341, for objective HDTV quality prediction, and in 2014 J.343.1 for no-reference video quality prediction, both submitted by SwissQual / Rohde & Schwarz. For the past sixteen years, Jens has been leading the working group: “Perceptual-based objective methods for voice, audio and visual quality measurements in telecommunication services.” as Rapporteur in ITU-T SG12. He is further active in ETSI and other international standardization bodies.
James Carroll
Director, Strategic Initiatives, Ookla EMEA Office

James Carroll is a Director of Strategic initiatives in Ookla specialising in regulatory relationships and strategic partnerships. He is based in Dublin Ireland and has led projects in Europe, Middle East and Africa in support of Ooklas enterprise, test and measurement clients. James has worked in the telecommunications industry for over 15 years. Starting his career as an infrastructure engineer in Esat Net a fixed line provider in Ireland before branching into the world of Mobile CEM, core network probing and big data and analytics with The Now Factory, Mobileum and IBM. He joined Ookla in Sept 2017.
Paul Coverdale
Chairman Working Party 3 ITU-T Study Group 12; Huawei Technologies

After almost 30 years with Nortel Networks, where he held a number of engineering and management positions related to the specification, design, verification and standardisation of wireline and wireless products, Paul Coverdale took early retirement in 2004 and since then has acted as a consultant in the area of QoS/QoE and performance of telecommunications networks. Paul has been active for many years in both national and international Standards Forums dealing with multimedia quality and performance, including ITU-T, TIA, ETSI and IEEE, holding several leadership positions. He is currently Chair of ITU-T WP3/12 “Multimedia QoS and QoE”. He is a member of the IET, IEEE, and is a registered Professional Engineer in the Province of Ontario, Canada. He has authored and co-authored several papers and holds ten patents.
Irina Cotanis
Technology Director, Office of the CTO, Infovista

Dr. Irina Cotanis has more than 25 years of experience in wireless communications systems, statistical signal processing and analysis, and statistics. Her expertise covers mobile networks troubleshooting and services quality assurance for users’ experience optimization, machine learning based QoE modelling and predictive QoS/QoE testing. Dr. Irina Cotanis latest research is focused on the need of advanced testing techniques emerged from the evolution to 5G technologies designed to deliver simultaneously consumer and IoT services with highly demanding user/device and/or machine centric quality performance and spectral efficiency. These techniques are based on user/device/machine centric predictive testing and ML/AI analytics for autonomous cloud-based testing systems suitable to work within the context of 5G self- and content-aware networks and devices. For the past 20 years, Dr. Irina Cotanis has been actively involved in the development of various ITU-T Study Group 12 recommendations and ETSI STQ Mobile specifications. During her carrier, she earned several patents, authored several IEEE papers, acted as reviewer and chair, and delivered keynote talks at various IEEE conferences and industry workshops. Dr. Irina Cotanis holds a Doctorate in Electrical Engineering, from University Politechnica Bucharest, Romania and Technische University Darmstadt, Germany.
