​​​​​​​Pyarrap Victor Christopher
Senior Manager, Nigerian Communicatio​ns Commission (NCC), Nigeria

Nigerian born, Pyarrap Victor Christopher, works with Nigerian Communications Commission (NCC), the independent National Regulatory Authority for the telecommunications industry in Nigeria. The Commission is responsible for creating an enabling environment for competition among operators in the industry as well as ensuring the provision of qualitative and efficient telecommunications services throughout the country. A Senior Manager, office of the Executive Commissioner Technical Services (ECTS), NCC since 1996. He is involved in the general coordination of conferences/workshops, operational management, policy and strategy.  Some of his responsibilities are: preparation of relevant reports and assist in efficient planning of work flow of the technical directorate of the NCC i.e. planning; monitoring and measuring the performance of the departmental Strategic plan and budget as well as preparation of reports ECTS’s activities. He holds HND in Business Administration and Management and an MBA (Management). A member of the Chartered Institute of Treasury Management, Chartered Institute of Public Accountants. Mr. Pyarrap have acquired vast experience ICT regulation, international exposure and expert in project planning and management. He is married and blessed with four children. He has spiritual leadership skills and a Marriage counselor in Family Worship Centre, Abuja as well as Chairman of the Royal Family Academy (RFA) Parents Teachers Progressive Forum (PTPF) for over four (4) years.
​​Hugo Hernán Romero Garzón
Adviser, Communications Regulation Commission (CRC), Colombia

Hugo Romero is an Electrical Engineer from the National University of Colombia, with specialization in Telecommunication Business Management at the University of the Andes. He has been working for telecommunications sector for 30 years. He has been linked to the Communications Regulation Commission for 9 years, where he has served as an adviser in telecommunications regulatory studies and projects such as Measures against theft of cell phones, International Mobile Roaming Service, Blocking radio signals in prisons, National Telecommunications System in Emergencies, Accounting Separation, Quality of Services, Access and interconnection, among other topics. In his professional career he worked also in telecommunications sector companies such as mobile operators directing for 15 years areas such as International Roaming Service, Fraud Control and Revenue Assurance.

Chief of Study Group Department, TSB, ITU

Tunisian born, Dr. Bilel Jamoussi is Chief of the Study Groups Department of ITU Standardization Bureau in Geneva Switzerland. Since 2010, he has been leading the bureau’s standards making activities into a new era characterized by rapid convergence and the need for increased collaboration with vertical sectors and partnership between developed and developing countries. Prior to 2010, Jamoussi worked for a Telecommunication equipment and solutions provider for 15 years in Canada and then in the United States where he held several leadership positions and was granted 22 US patents in diverse areas including packet, optical, wireless, and quality of service. He holds a BSc, MSc and PhD degrees in Computer Engineering from the Pennsylvania State University, USA. He is fluent in Arabic, French, and English and speaks some Spanish and German.


Mohammad Raheel Kamal
Senior Director, Qualcomm, Technologies Licensing, United States

Mohammad Raheel Kamal is a Senior Director at Qualcomm with over 27 years of mobile and wireless industry experience. He works with the industry in developing strategies and technical solutions to address issues of mobile counterfeiting, smuggling, and theft. He leads the open-source DIRBS platform efforts that aim to reduce the influx of counterfeit, stolen and illegal devices in the country. He works closely and collaborates with other global telecom organizations including the ITU, MWF and GSMA to shape the mobile ecosystem towards genuine devices. His vast industry knowledge spans across multiple disciplines including systems engineering, software development, mobile & satellite system deployments, and telecom policy & regulatory framework. He has played an integral role in driving technology initiatives and has provided strategic direction and technical & business development support for the adoption of mobile technologies. He has worked closely with many governments and regulators for policy development, technology licensing, and spectrum auctions. He serves as the Chair of Counterfeit & Security Working Group of the Mobile and Wireless Forum (MWF) and the Chair of the Joint Device Identification Taskforce – a GSMA / MWF joint industry taskforce. He holds a Master of Science degree in Computer Engineering from the University of Southern California (USC), Los Angeles.
​​Youlia Lozanova
Senior Analyst, ICT Policy & Regulation, Regulatory and Market Environment Division, Telecommunication Development Bureau, ITU
 
Youlia has over 15 years of experience in various areas of policy and regulation in the ICT sector and digital markets working with policy makers, regulators, academia and the broader regulatory community. She is currently leading ITU’s research and analysis on collaborative regulation for the digital transformation. She is also the lead on policy and regulatory metrics, namely the ICT Regulatory Tracker and the G5 benchmark for fifth generation collaborative regulation, which allow to scope the maturity of regulatory frameworks and provide a roadmap to regulatory excellence and designing flexible, resilient and sustainable solutions for policy reform.
Michael Milligan
Secretary General, Mobile & Wireless Forum (MWF)

​Michael is the Secretary General of the Mobile & Wireless Forum (MWF), an international association of companies with an interest in mobile and wireless ​communications. He is responsible for representing the association and its members to governments and other stakeholders on a range of issues including health and safety, security and accessibility. Michael has also worked within the Australian Government and his formal qualifications include a Bachelor of Arts (Hons.), Laws and a Master of Laws.

Executive Director, Central Asian Cellular Forum (CACF), Pakistan

Mufti Mohsin Rehman is the Executive Director of Central Asian Cellular Forum (www.3gca.org), a leading Information and communications technology company focusing on mobile technologies, software development, digital marketing, telecom networks and audit services to corporate organizations, mobile operators and regulators worldwide. An Electrical Engineering Graduate from CECOS University and a Masters in Business Administration, he has over 15 years of experience in the ICT sector, with a leading multi-national company, spanning diverse job-roles including Business Development, Engineering, Technology Awareness & Partner-Management. He has given trainings to over 5000 individuals in Pakistan, UAE, Egypt, Vietnam, Indonesia, Sri-Lanka and South Africa. These trainings include Qualcomm retail trainer program, Device Ranking Portal training and DIRBS training program for Regulators, Mobile Network Operators, OEMs and Retailers.
Joao Zanon
Telecommunications Engineer, ANATEL and ITU-T SG 11 Q15 Rapporteur​

Mr. Joao Zanon  is a telecommunication engineer that works at ANATEL´s Regulatory Division, which is responsible for the development of regulatory policies regarding telecommunications services in Brazil.Currently, he is one of the coordinators of the Regulatory team and lead key project such as the national initiative on the combat of counterfeit and stolen ICT devices and other mobile telecommunication related initiatives. Mr. Zanon actively contributes on international forums, such as ITU, REGULATE and CITEL Permanent Consultative Committee I – PCC.I (responsible for telecommunication/ICT discussion). At World Telecommunication Standardization Assembly (WTSA-16) he was appointed as Vice-Chairman of ITU-T SG11 and currently is the Chairman of WP4/11 "Combating counterfeit telecommunication/ICT devices/software and mobile device theft" and rapporteur of the Question Q15/11, the experts’ group at ITU-T responsible for the topic.
