Biographies

​​ Bilel Jamoussi
Chief of Study Groups TSB, ITU

Tunisian born, Dr. Bilel Jamoussi is Chief of the Study Groups Department of ITU Standardization Bureau in Geneva Switzerland. Since 2010, he has been leading the bureau’s standards making activities into a new era characterized by rapid convergence and the need for increased collaboration with vertical sectors and partnership between developed and developing countries. Prior to 2010, Jamoussi worked for a Telecommunication equipment and solutions provider for 15 years in Canada and then in the United States where he held several leadership positions and was granted 22 US patents in diverse areas including packet, optical, wireless, and quality of service. He holds a BSc, MSc and PhD degrees in Computer Engineering from the Pennsylvania State University, USA. He is fluent in Arabic, French, and English and speaks some Spanish and German.
​​​​​​ Peter Kerstens
Advisor, European Commission

Peter advises on Technological Innovation, Digital Transformation and Cybersecurity at the European Commission’s Directorate-General for Financial Stability, Financial Services and Capital Markets Union. He has led work on the European Commission’s Fintech Action Plan and Co-chairs the European Commission’s Fintech Taskforce. He has extensive experience and expertise in EU policy and regulation covering financial services, digitalisation, security and consumer protection. Earlier in his career, Peter was Finance Counsellor at the EU Embassy in Washington DC. He has also been a member of the private offices of the commissioner for the internal market and services and the commissioner for health and consumer protection. Before joining the European Commission, Peter advised major financial services companies on EU regulatory affairs. He is a Dutch national and holds master degrees in European affairs and political science from the College of Europe in Bruges and the University of Leuven, Belgium.​
Novelette Panton
Division Chief, Financial Markets Infrastructure Division, Bank of Jamaica

Dr. Novelette Panton is the Division Chief of the Financial Markets Infrastructure Division at the Bank of Jamaica. She has responsibility for the Payment System, Cambio & Remittance, Licensing & Monitoring Departments. Her area of responsibility extends to the provision of 
authorization to Payment Service Providers to issue electronic retail payment services, as well as, researching, advising and implementing FinTech innovations. In addition, the licensing and supervision of Money Services Businesses (MSBs), that is Cambios and Remittance 
entities fall under her purview. Novelette is the Chairperson of the Central Bank Digital Currency’s (CBDC) Steering Committee, facilitating the piloting and implementation of the country’s CBDC. She is also the Deputy Chair of the Risk Management Committee, a member of the Central Bank’s Committee of Administration, as well as a member of the National Payments System Council. She has served the Bank of Jamaica for over 37 years in various areas, inclusive of Currency Operations, Economic Research, Human Resource, Training & Pension Administration, Corporate Risk Management and Financial Markets Infrastructure. Novelette has represented the Bank at many international conferences and meetings and has served as a member of several international committees including the Caricom Fintech Working Group; Center for Latin American Monetary Studies (CEMLA) Fintech Expert Forum, serving as a member of the CBDC and the Fintech Data Gaps Working Groups; World Bank Expert Group on Faster Payments and Western Hemisphere Payments and Security Settlement Forum. Novelette holds a PhD in Economic Development Policy from the University of the West Indies and is a Justice of the Peace.
Johan Schmalholz
Advisor, Ekrona Pilot Division​, Sveriges Riksbank

Johan has an extensive background from the financial sector and has previously held positions within the field of business development, project management and financial infrastructure coordination at Swedbank and the Swedish Bankers´ Association. He is currently acting as an advisor at the e-krona division of Sveriges Riksbank and has previously worked at the financial stability and payment departments of the Riksbank where he has been responsible for the establishment and coordination of the Swedish retail payment council and the uptake of cyber resilience analysis from a financial stability perspective.
Ian Vitek
Information Security, Ekrona pilot Division, Sveriges Riksbank

Ian Vitek has a background as a penetration tester but has worked with information security in the Swedish financial sector the last 10 years. Currently working with security of the Swedish retail central bank digital currency prototype at the Riksbank, the Swedish central bank.
