Chairman, Fintech Center Korea (FCK​)

Young Han Byun is Chairman of Fintech Center Korea (FCK) under Financial Services Commission. Fintech Center Korea (FCK) is a public organization (non-profit entity) to promote Korea fintech development and support Korea fintech companies with government subsidized programs. Under his leadership, Fintech Center Korea has supported Korea fintech industry growth and development with fintech supported programs and made tangible partnerships with relevant organizations home and abroad. 
He served as a high-ranking government officer in Financial Services Commission (FSC) and dispatched as a secondment officer in EBRD and IBRD. He graduated from Seoul National University and holds a MBA degree from University of Wisconsin.

Chairman, ITU-T Study Group 17, Security | Professor, Department of Information Security Engineering, Soonchunhyang University, South Korea  

​He is Chairman of ITU-T SG17 (Security). He is working as a professor for the Department of Information Security Engineering of the Soonchunhyang University, Korea from September 1990. He is currently the Director of SCH Cybersecurity Research Centre from Dec. 2013. He is a Commissioner for Personal Information Protection Commission from August 2020. He began participating in ITU-T SG 17 in 2003 and has actively contributed to the work of SG17 as a core member of security experts. He was an associate Rapporteur of SG 17 Question 10/17 from 2003 to 2004. For the Study Period (2005 – 2008), he served as a Rapporteur of Question 9/17. He was a Vice Chairman of ITU-T Study Group 17 from 2009 to 2016. He was a Chairman of Working Party 2 (Application Security) of SG17 for the Study Period (2009–2012) and was a Chairman of Working Party 3 (Identity management and cloud computing security) of SG17 for the Study Period (2013–2016). He has been a Project Editor for many approved ITU-T Recommendations or agreed Supplements in DLT security, authentication/application protocols, de-identification techniques, USN/IoT security, 5G security, and cybersecurity. He is a Chairman for the ISMS/PIMS certification committee in Korea since 2007, and a Board director for Korea Information/Security agency from May 2020. He was a member of advisory committee to the Korea national security office for the Office of the President, Republic of Korea from October 2018 to May 2022, a president of KIISC (Korea Institute on information security and cryptology) in 2011 and is an emeritus president of KIISC. He had worked for ETRI as a senior research engineer from 1982 to 1990. He had been involved in developing high speed transmission system. He had been involved in many (advisory or self-performance evaluation) committees for the Korea Communications Commission (KCC) from 2008 to 2016, the Ministry of Science, ICT and Future Planning (MSIP) from 2013 to 2017, the Ministry of Industry and Energy (MoTIE) from 2015 to 2017, Ministry of Science and ICT from 2017. He had been involved in self-performance evaluation) committees for the Ministry of Science and ICT since 2017 to 2019. He had been the chairman for the committee on information security in the PyeongChang Organizing Committee for the 2018 Olympic & Paralympic Winter Games from January 2015 to May 2018. He received a bachelor’s degree in 1981, a Master degree in 1983, and a Ph.D. degree in 1990, all in Electronics Engineering from Hanyang University, Korea. ​
Person Icon Vijay Mauree
Programme Coordinator, Standardization Bureau, ITU

Vijay Mauree works at the International Telecommunication Union (ITU), since 2010 and has over 27 years of experience in project management and cybersecurity. He is the focal point for Digital Finance and Fintech at the Standardization Bureau in ITU.  He leads the Digital Financial Services Security Lab at ITU. The Lab conducts security audits on mobile payment applications used in emerging economies and collaborates with DFS regulators and providers to enhance security of digital finance and adoption of international standards and best practices for security of digital financial inclusion and fintech. In addition, Vijay coordinates the secretariat for the ITU-T Focus Group on Costing Models for affordable data services and the Digital Currency Global Initiative which is a collaboration between ITU and Stanford University Future Digital Currency Initiative. The Digital Currency Global Initiative is investigating areas where technical standards for Central Bank Digital Currency, Stablecoins and cryptocurrency are required. He coordinated the work of the ITU-T Focus Group Digital Financial Services and ITU-T Focus Group Digital Currency including Digital Fiat Currency and also the Financial Inclusion Global Initiative (FIGI) from 2017 to 2021. FIGI was a joint programme of the ITU, World Bank, Bank for International Settlements and supported by the Bill & Melinda Gates Foundation. He led the FIGI Security, Infrastructure and Trust Working Group which  investigated the security threats to the DFS Ecosystem and developing technical reports and guidelines to enhance trust in DFS. He was previously responsible for the implementation of projects under Bridging the Standardization Gap programme and undertaking research for production of Technology Watch reports. He published four Technology Watch reports on Optical networks, Smart Water Management, Privacy in the Cloud and Mobile Money. Vijay received his first degree in Computer Science with Electronic Engineering from University College London, UK and obtained his Masters degree in Information Technology from Imperial College, Science and Technology, UK. He holds an MBA from Cranfield School of Management in UK.​

Project Officer, Standardization Bureau, ITU

​Arnold Kibuuka is a member of the Financial Inclusion Global Initiative (FIGI) Security, Infrastructure and Trust Working Group. He currently supports the digital financial services security lab at the ITU. Prior to joining ITU, Arnold was the senior technical security officer at MTN for six years.​

Joint Director, Payment Systems Department, State Bank of Pakistan

As the Joint Director of Digital Financial Services Group of State Bank of Pakistan (SBP, the Central Bank), Rehan Masood is responsible for creating digital risk protection strategies and regulatory policies for promoting consumer trust in digital financial services. During his more than 10 years at SBP, Rehan has held various roles in technology governance, payments oversight and banking policy domains. He is a passionate advocate for using the potential of technology-based solutions in developing frameworks for digital risk protection, ensuring the integrity and security of digital financial transactions and fostering confidence among consumers.  As payments oversight practitioner, he has worked on key regulatory initiatives aimed at supporting innovation in payments and promoting digital financial inclusion. He is the principal author of the SBP’s Enterprise Technology Governance & Risk Management Framework and Mobile Applications Security Guidelines (App Security Framework). He has also been instrumental in in developing cloud services regulation for financial institutions & framework for the security of digital banking products in Pakistan.  Rehan is also working on enhancing the overall cybersecurity environment in Pakistan’s financial market infrastructures. ​

Programme Officer for ITU Area 

Office for South Asia & Innovation Centre in New Delhi where she assists the needs of member states in the South Asia region for ITU’s assistance on connectivity, policy and digital innovation. She is also the focal point for Environment within the Asia Pacific. Prior to this, Akanksha worked for the Netherlands Innovation Network in India as a Senior Policy Officer where her role was to facilitate innovation and technology cooperation between India and the Netherlands across sectors such as High-Tech Systems including Space, Life Sciences & Healthcare and key enabling technologies such as AI, IoT and Big Data. She also worked for private Consulting firms where she assisted companies from Europe & Japan on India entry and managed public affairs for them. She studied Bachelor of Engineering in Computer Sciences and MBA in Marketing.

His journey commenced as a Content Review Analyst at Accenture in 2018, where he quickly demonstrated his capabilities. Ariff's notable achievements include implementing an innovative helpdesk system at Evolution Commerce and venturing into successful retail entrepreneurship. He holds a BEng Electrical Engineering (Hons.) from The University of Sheffield, UK, and is a HRD Corp TTT Certified Trainer.

Wan Ameer, holding a Bachelor's degree in Computer Science from Bradley University, embarked on a multifaceted career journey, beginning as an Analyst Programmer in Banking Environments and later assuming roles such as Head of Card Section at Mayban Finance ISD. Transitioning to Software House Technology Factor, he contributed to critical projects like the Enterprise Customer Management System for Megatv and TV3. His expertise as a Solution Architect extended to projects like the SUKOM 98 Consolidated Billing System for TELEKOM Malaysia and the YPJ Gas Malaysia Customer Billing System. Wan Ameer's consultancy with Coolweb (M) Sdn Bhd saw him managing diverse IT infrastructure aspects, including network management, security, cloud email, and data centers, showcasing a robust track record in technology management and project leadership.

Radhilufti Madehi joined FNSValue Malaysia in May 2022 as Marketing Director, leading the Marketing and Project Management Office. Following a realignment in February 2024, he became the Chief Operating Officer responsible for spearheading FNSValue's operations in Malaysia. With 26 years of experience in multinational services, SMEs, and GLCs, Radhilufti specializes in Taxation, Risk Management, Compliance, eCommerce, and Cybersecurity. He serves as the Chairman for SWG Service and Application Security at MTSFB and is the Editor of Study Group 17 Security at ITU. Previously, Radhilufti spent 17 years at Malaysian Telecom, where he held roles such as Head of Financial Analysis, Head of System and Application Architect, and Project Management Lead. Noteworthy achievements include deploying an electronic billing system for a local State Government and establishing an electronic payment gateway for Telekom Malaysia Berhad. Before retiring in mid-2022 as Head of Cybersecurity Product & Solution at TM Berhad, Radhilufti led the Network and Application Security Division at TM One Cyber Defense Center (CYDEC), focusing on developing Managed Security Services solutions for TM Enterprises’ customers. Passionate about enhancing online security, Radhilufti actively educates on cybersecurity and cyber threat landscapes across Asia, aiming to create a safer environment for online commerce and transactions.

Prior to his current role, his accumulated extensive experience in the technology sector, notably through his tenure at LG CNS Architecture. Professor

Kevin Butler is the Arnold and Lisa Goldberg Rising Star Associate Professor of Computer Science and University Term Professor in the Department of Computer and Information Science and Engineering at the University of Florida. He is also Associate Director of the Florida Institute for Cybersecurity Research. Kevin’s research focuses on the security of computer systems, including embedded and IoT systems, firmware analysis, trustworthy computing, mobile device security and privacy, data integrity and provenance, security of financial systems, cyber-physical systems, adversarial machine learning, networking and interdomain routing security, and cloud systems security. Kevin received a National Science Foundation CAREER award in 2013 and was named International Educator of the Year within he Herbert Wertheim College of Engineering in 2017 for his work on developing global standards for securing digital financial services in the developing world. He is co-chair of the International Telecommunication’s Security, Infrastructure, and Trust Working Group as part of the Financial Inclusion Global Initiative. Kevin is technical program co-chair of SecureComm 2020 and conference chair of ACSAC 2020 and 2021; he was previously conference chair of the 2017 IEEE Symposium on Security and Privacy, for which he received the IEEE Technical Committee on Security and Privacy’s Outstanding Community Service Award. He has published over 95 peer-reviewed articles and his work has been featured in The Wall Street Journal, Wired, and many other media outlets. He is a Senior Member of the IEEE and ACM, and co-founder of CryptoDrop.

Risk Specialist, Risk Specialist and Technology Supervision Department, Bank Negara Malaysia​

Lee See is a Deputy Director in the Risk Specialist and Technology Supervision in Bank Negara Malaysia (Central Bank of Malaysia). Through regulation and supervision, she drives the improvement of the financial institution’s technology risk management practices to ensure the Malaysian public can use digital financial services confidently and securely. Her current priorities are securing the financial system against digital frauds and driving sector-wide improvement for operational resilience. Lee See joined Bank Negara Malaysia in 2000 after graduating from Cornell University in the United States. Prior to risk management, she has served in various areas including IT services and payment system development towards widening access to robust e-payment infrastructure for the Malaysian public. She holds ISO27001 Lead Auditor and CRISC certifications.​

Sung Kyun Son is General Manager in Fintech Center Korea (FCK) under Financial Services Commission. He works closely with overseas fintech Association, financial regulators, and relevant organizations home and abroad. Before joining Fintech Center Korea, he was in charge of organizing Korea National Pavilion in MWC Barcelona, ITU Telecom World and Global ICT Partnership programs in KAIT under Ministry of Science and ICT. He is a frequent moderator in fintech webinars in Fintech Center Korea.  
His interest areas are Fintech, SME internationalization, SME competitiveness, Korea ICT and Fintech Industry.
