Alexis Mutware

Director of Energy at Rwanda Utility Reugulatory Authorithy (RURA)

Mr Mutware Alexis is a Power Engineer as well as an Energy Economist, with over 10 years combined experience in regulation of Utility Companies. He has been working with the Rwanda Utilities Regulatory Authority in various positions since 2009 until now, where he serves as the Head of Department for Energy, Water and Sanitation Regulation. Prior to joining RURA, Alexis served as a Tutorial Assistant under the Department of electrical and electronic engineering at the former National University of Rwanda. As a seasoned professional, he is known for driving the development of various policies, strategies and regulations for the Energy Sector in Rwanda. Alexis holds a Master’s of Science degree in Engineering from Oklahoma Christian University, specializing in Power Engineering. He also holds a Master’s degree in Energy Economics from the University of Rwanda.

​Vida Rozite
Programme Manager, International Energy Agency (IEA)

Vida Rozite is leading the International Energy Agency’s (IEA) Energy Efficiency Division work on digitalisation, including the cross-agency multi-year Digital Demand-Driven Electricity Networks (3DEN) initiative. She is also leading the work on the forthcoming IEA G20 report on Empowering Cities Towards Net Zero (to be launched in July 2021). She has worked as an independent consultant focusing on energy efficiency and digital technologies. She led the IEA’s work on industrial energy efficiency and energy impacts of digitalisation from 2011 – 2016. Other positions include - Associate Expert for UNIDO on cleaner production and green industry, senior advisor for Nordic Energy Research, Secretary of the Nordic Working Group on Renewable Energy, Deputy Director of the Nordic Council of Ministers’ Office in Latvia. She holds a MSc. Degree from the International Institute for Industrial Environmental Economics.

​Paolo Gemma​
Chairman, Working Party 2, ITU-T Study Group 5: Environment, climate change and circular economy 

Paolo Gemma is a senior Specialist and representative of Huawei on issues related to energy saving and environmental sustainability.
Prior to joining Huawei, Dr. Gemma was working with Nokia Siemens Networks, where he was responsible for EMC (electromagnetic compatibility) and electrical safety areas. He also worked in the Siemens Communications Division. Dr. Paolo Gemma also plays an active role in international standardization activities. Since 1993, he has been engaged in ETSI (European Telecommunication Standard Institute) activities and he also participates in the development of EMC standards. In 1997, Dr. Gemma joined ITU-T Study Group 5 on Environment, Climate Change and Circular Economy as a Rapporteur and he is now the Chairman of Working Party 2 “Environment, Energy Efficiency and the Circular Economy”. He also acts as Vice-chairmen of the United for Smart Sustainable Cities (U4SSC) initiative. In 2002, Paolo Gemma was appointed as the Secretary of the Committee ETSI TC EE and as of 2009 he holds the position of Chairman of the EEPS EE (eco Environmental product standard) working group. Paolo Gemma is a graduate in electrical engineering from the University of Genoa.

Green Wish Group​​

Charlotte Aubin- 25 years of experience in environmental infrastructure investment, international financial asset management, including 12 years dedicated to international and Sub-Saharan Africa renewable energy and energy transition. Founder of GreenWish Group in 2010 dedicated to financing, developing and operating and strategic advisory on renewable energy infrastructures and energy transition transactions. 2000- 09, Managing Director of Morgan Stanley Investment Management built the French and Swiss institutional activities up to a multi-billion dollar asset level across multiple global asset classes.

Reyna Úbeda
Advisor, ITU-T Study Group 5​​

Reyna Úbeda studied Industrial Engineering and she completed a Master on International Management from the University for Economics and Environment Nürtingen- Geislingen in 2014. She joined the ITU’s Standardization Bureau in 2015. She is the Advisor of ITU-T Study Group 5 on Environment, Climate Change and Circular Economy. Reyna speaks English, Spanish and German.
