Busan and the ITU share the idea that ICT can contribute to the development of mankind.

We both firmly believe that the major issues facing us heading into the new millennium are the recruitment and development of young people in the ICT field, the alleviation of the digital divide and the interoperability of the IoT.

First of all, we need to increase the amount of young people involved in the ICT filed. Young people are our future and hope. 

Educating them will be the foundation for the future development of ICT. Various experiences through ICT can enhance the capability of young adults, creating more jobs for them. We can also give them an opportunity to consider the affects that the development of ICT can have on the next generation.

We can achieve our vision not only by educating young people in ICT technology but also providing high level education regarding the relationship between ICT technology, man and society.

Second, we have to alleviate the digital divide. Today, information is highly regarded as income, property, power, and knowledge. The digital gap can lead to a deprivation of opportunity, which may cause social conflict. 

When we relieve the digital divide, we can prevent social division, leading to co-development for both advanced and developing countries.

In order to deal with this problem, international coordination and support from local government are necessary to enhance ICT infrastructure in underdeveloped countries and to secure full access to the use of ICT.

Lastly, interoperability of the internet of things should be guaranteed. The IoT has unlimited convergence potential. It is expected that the convergence with other industries will enormously change many aspects of our lives including our health, safety, transportation, and how we spend our leisure time. 

To realize this, interoperability of the IoT should be guaranteed. It doesn't matter how much equipment is in place, if it is not interoperable, we will not be able to create value and investment requirements will double.

Busan has a strong will, perfect location, and infrastructure to realize these initiatives. I sincerely hope that we are able to open a new chapter for ICT along with all the ICT experts around the world.

First, we will make efforts to enhance the ICT capability of young adults. Busan is planning to operate the ICT global leader program to support developing countries. The program covers professional training in ICT technology and policies. I hope ICT technology and the proper implementation of ICT policy in the future will help the youth in underdeveloped countries.

Second, we will implement plans to reduce the digital divide and pave the way for cooperation with other countries. Examples of this include dispatching ICT youth volunteers to underdeveloped countries and having regular meetings among talented individuals in the ICT field.

Third, we will try to secure the interoperability of IoT. Busan is a city where industrial and residential areas coexist, covering distribution, tourism, convention, and film. Based on this, we are planning to create an environment where we can have experiments in the interoperability of different equipment and systems and showcase the results.

 

I sincerely hope that we are able to make our vision come true with ITU.
