Background

Resolution 85 (Rev. WRC-23) requires the Bureau to verify compliance of frequency assignments of non-geostationary fixed satellite service  systems with the single-entry equivalent-power flux density (EPFD) limits in Tables 22-1A, 22-1B, 22-1C, 22-1D, 22-1E, 22 2 and 22-3 of Article 22 of the Radio Regulations and to determine the coordination requirements under Nos. 9.7A and 9.7B.

In order to perform this regulatory examination, the Bureau in collaboration with two software companies developed in 2016 a validation software package to calculate EPFD levels produced by non-GSO satellite systems.

The details of the  EPFD validation process are provided in Circular Letter CR/414.

Current EPFD Validation Software and XML-mask format is implementing the methodology of Recommendation S. 1503-2.

New version of ITU-R Recommendation S. 1503-4 was approved end of 2023 and yet to be implemented
