In the first step, the pseudocode says to go through all satellites in the ITU database. Is the ITU database the satellites provided by the files that we download from the ITU for that specific satellite system/company, or does the ITU have a separate database that houses all of the satellites regardless of their affiliation?

I believe it is meant to say – all the satellites of the filing you are examining which are contained in SRS-type database you are supplying to the software.
