JCA-MV is coordinating ITU-T metaverse standardization work and is fostering collaboration across all relevant study groups within ITU-T, while providing a visible contact point and coordinating communication with external standards development organizations, consortia and forums working on metaverse-related standards, enabling effective two-way communications with these bodies. The JCA-MV was created in May 2025 and reports to
TSAG.
The Joint Coordination Activity on Verifiable Health Credentials (JCA-VHC) builds on the work of
Joint Coordination Activity on Digital COVID 19 Certificates (JCA-DCC) to advance trusted, interoperable digital health solutions. Leveraging lessons from COVID-19, it supports a global framework for secure and verifiable health credentials that can extend beyond COVID-19 to other vaccinations and public health needs. JCA-VHC will coordinate ITU-T efforts across study groups and with external stakeholders, fostering the use of compatible data architectures for sharing data, and promoting interoperability, agility and safety for users, in line with PP-22 Resolution 215 and SDG 3. The JCA-VHC was established in May 2025 by and reports to
TSAG.
Established by TSAG in December 2022, JCA-QKDN coordinates the standardization work on quantum key distribution networks (QKDNs) within ITU-T and acts as the point of contact within ITU-T and other standards development organizations, consortia and forums also working on QKD related standards. The JCA-QKDN reports to
TSAG.
Initiated by the SG13 in July 2022, the JCA-ML started its operation in March 2023. The scope of JCA-ML is the coordination of the ITU-T work programme on applications of machine learning and its related standardization work for telecommunications/ICTs. JCA-ML seeks cooperation and collaboration from external standards development organizations, consortia, forums, and academia studying ML applications and their relevant works. Mr Kangchan Lee (ETRI, Republic of Korea) was appointed as Chair and Mr Marco Carugi (Huawei, China) as Vice-chair of JCA-ML. On 10 March 2025, the group changed its name and scope to accommodate the artificial intelligence topic. The JCA-ML reports to
ITU-T SG13.
The joint coordination activity on accessibility and human factors (JCA-AHF) was established in December 2007. Participation is open to representatives and experts from organizations interested in the field, including standards development organizations (SDOs), academia, governments, regulators, etc. The JCA-AHF reports to
TSAG.
The joint coordination activity on child online protection (JCA-COP) was established in April 2012. The purpose of the JCA-COP is to coordinate the ITU-T child online protection (COP) work amongst the ITU-T study groups, and to liaise with ITU-R and ITU-D as well as with the Council Working Group on Child Online Protection. JCA-COP is open, but (to restrict its size) should primarily be limited to official representatives from the relevant ITU-T, ITU-R and ITU-D study groups as well as from the Council Working Group on Child Online Protection. JCA-COP may also include invited experts and invited representatives of other relevant SDOs and forums, as appropriate. The JCA-COP reports to
ITU-T SG17.
The establishment of JCA-IdM (Joint Coordination Activity for Identity Management) has been approved by TSAG in December 2007. The membership of the JCA-IdM is composed of representatives from the ITU Study Groups and invited representatives from recognized IdM external SDOs, consortia and forums. The JCA-IdM reports to
ITU-T SG17.
Instructed by the
WTSA-16 Resolution 92, the ITU-T SG13, at its meeting of February 2017, established the JCA-IMT2020. The scope of JCA-IMT2020 is coordination of the ITU-T IMT-2020 standardization work with focus on non-radio aspects within ITU-T and coordination of the communication with standards development organizations, consortia and forums also working on IMT-2020 related standards. Mr Scott Mansfield (Ericsson Canada) was appointed as the Chairman and Ms Ying Cheng (China Unicom, China) as the Vice-chairman of JCA-IMT2020. The JCA-IMT2020 reports to
ITU-T SG13.
The scope of the JCA-IoT, DT and SSC&C is to coordinate the ITU-T work on the Internet of things (IoT), digital twins (DTs) and smart sustainable cities and communities (SSC&C), as well as to provide a visible contact point for IoT, DTs, citiverse and their applications, including SSC&C activities in ITU-T, to seek co-operation from external bodies working in the field of IoT, DT and SSC&C and to enable effective two-way communication with these bodies. External bodies include representatives from relevant SDOs such as IEC, ISO or relevant academia, consortia or forums. The JCA-IoT, DT and SSC&C reports to
ITU-T SG20.
