The Guidelines on Cost Modelling are intended to complement the ITU Regulatory Accounting Guide which was published in March 2009, taking into account the extensive changes which have occurred in the digital environment over time, the experience gained in the field of cost modelling for regulatory purposes since 2009 and the latest trends followed by National Regulatory Authorities (NRAs) across the world.
The Guidelines focus on the specific practical knowledge required for NRAs to implement cost-modelling solutions in their countries. They were released together with ITU-D Question 4/1 final report, ‘Economic policies and methods of determining the costs of services related to national telecommunication/ICT networks, including next-generation network’.
