More and more people across the world are looking to use their phones to make and receive calls and look up data when they are abroad and out of range of their own network. There is also a desire to reduce what are generally seen as high charges for international mobile roaming (IMR). However, particularly with the advent of free alternatives such as Skype and WhatsApp, network operators and service providers need to protect their revenue streams in order to keep innovating and enhancing their services.

ITU International Mobile Roaming — Strategic Guidelines , part of the “Let’s Roam the World” initiative, is the result of a collaboration between the ITU, international regulators, private sector associations and consumer groups to draw up recommendations that balance these different interests —harmonizing national regulations and maximizing social benefits without jeopardizing revenues.
