Broadcasting serves an important social function, and consequently many countries have established public service broadcasters as a matter of public policy.

There is a global difference in availability of telecommunication services in different geographical areas between highly developed countries and developing countries and inside countries between urban and rural populations. To successfully solve the issue of bridging the digital divide, it is necessary to use an approach which is able to combine wide bandwidth and low cost for building and operation of the networks.

This Report presents updated studies on spectrum use and needs of the broadcasting service in the band 470-960 MHz in Region 1 and the Islamic Republic of Iran.
