Growing demand for additional capacity and spectrum by many different radiocommunication services results in a challenging spectrum management environment. These challenges often require innovation in spectrum management techniques to ensure that services allocated in a frequency band can use and share limited spectrum resources efficiently.

This Report discusses general spectrum management principles and spectrum engineering techniques that may be employed to facilitate the dynamic spectrum access by radio systems employing cognitive capabilities. It also discusses various issues and considerations that need to be addressed to ensure the use of dynamic spectrum access contributes towards a more efficient usage of spectrum, while protecting in-band and adjacent band radiocommunication services.
