Dr Cosmas Luckyson Zavazava took office as Director of the Telecommunication Development Bureau (BDT) at the International Telecommunication Union (ITU) on 1 January 2023.
With more than 30 years in telecommunications, including over 20 years in ITU’s Development Sector, Dr Zavazava has promoted and implemented impactful information and communication technology projects around the world.
Prior to his election as BDT Director, he served as ITU’s Chief of Partnerships for Digital Development, overseeing development-related projects, strategic partnerships, and resource mobilization between 2019 and 2022, while launching new initiatives that have boosted the engagement of industry, private-sector and academia members in ITU’s work.

De origen colombiano, el Sr. Francisco Pichón aporta más de 25 años de experiencia en ejecución de operaciones relacionadas con préstamos para la agricultura y el desarrollo rural, en conducción del diálogo político, en fomento de alianzas y en dirección de la elaboración de estrategias en países de ingresos bajos y medios tanto de África como de América Latina.
Antes de su nombramiento como Coordinador Residente de las Naciones Unidas en Cuba, Francisco Pichón ocupó varios cargos de responsabilidad en el Fondo Internacional de Desarrollo Agrícola (FIDA) como Director de Programas de País en la región de América Latina y el Caribe; Asesor Principal de Cartera en la región de África Oriental y Meridional; Director para el País y Representante en el País para Tanzania y Rwanda; y Director para el País para México, Cuba y Granada. Antes de su nombramiento como Coordinador Residente de las Naciones Unidas en Cuba, se desempeñó como Jefe del centro del FIDA en Mekong (Mekong Hub, en inglés) y Director para el País y Representante en el País para Viet Nam y Tailandia, con sede en Hanoi.
Antes de incorporarse al FIDA, el Sr. Pichón trabajó en el Banco Mundial en África y América Latina. Diseñó y supervisó una amplia gama de proyectos y programas relacionados con tierras, silvicultura, productividad rural, desarrollo territorial y gestión de los ecosistemas, y dirigió el trabajo analítico y la elaboración de estrategias. El Sr. Pichón también ocupó otros puestos de investigación y docencia en el Instituto Internacional de Investigación sobre Políticas Alimentarias, la Fundación Interamericana y la Escuela Noruega de Economía y Administración de Empresas.

United Nations Secretary-General António Guterres announced on 27 October 2023 the appointment of Felipe Paullier of Uruguay as the first Assistant Secretary-General for Youth Affairs. The United Nations Youth Office was established by the General Assembly to lead the engagement and advocacy for the advancement of youth issues across the United Nations and to promote the meaningful, inclusive and effective engagement of youth, youth-led and youth-focused organizations in the work of the United Nations.
The Secretary-General wishes to extend his appreciation to Jayathma Wickramanayake of Sri Lanka, who has served as the Envoy on Youth since June 2017.
Ms. Wickramanayake’s pivotal role in spearheading Youth 2030: The UN Youth Strategy stands as a testament to her extraordinary efforts in mainstreaming young people’s voices in the work of the UN, especially in decision-making. Her contributions, including her instrumental role in setting up the UN Youth Office, have been invaluable in bringing the voices of youth to the forefront of our mission, inspiring change and hope for future generations.
Dr. Paullier is currently the Director General of the National Youth Institute of Uruguay, a position he has held since 2020. He previously served in various political management positions, including as Deputy Mayor in the Municipality of the CH jurisdiction of Montevideo (2015-2020) and Alternate Counsellor in the Montevideo Departmental Legislative Court (2010-2015). He served as a Clinical Doctor and Paediatric Resident Physician at Pereira Rossell Paediatric Hospital (2017-2020), a Medical Intern in the Administración Nacional de Servicios de Salud del Estado (2015-2016) and as a Research Assistant in the Clinical Research Organization, BdBeq CRO (2012-2014).
Dr. Paullier is a medical doctor specialized in paediatrics. He graduated from the School of Medicine of the Universidad de la Republica Oriental de Uruguay and is currently completing a Master in Business Administration at the Universidad Católica de Uruguay. He is fluent in English and Spanish.

Armed with a bachelor’s degree in Electrical Engineering from King Fahd University of Petroleum and Minerals, Rakan has always been fascinated by unraveling the inner workings of things and crafting out-of-the-box solutions. Throughout his university journey, he eagerly delved into elective courses in telecommunications and space communications. Following graduation, Rakan embarked on a professional journey driven by his passion for telecommunications and his desire to make a meaningful impact in the industry. Catalina Carbajo is an Argentine lawyer, specializing in human rights and digital inclusion. She currently resides in Salta and works as a project coordinator at the Gran Chaco Foundation, where she focuses on reducing the digital divide with an emphasis on young people and women from indigenous and rural communities in the Gran Chaco region of the Americas. Catalina believes in the power of technology as a tool for equity and development, and connectivity as a fundamental right, not a privilege.

Je suis actuellement le President du Bureau des élèves de l’Ecole Polytechnique de Ouagadougou et un des envoyés spéciaux de Génération connect au Burkina Faso. Je suis par ailleurs pratiquant d’arts martiaux : ceinture noir de Taekwondo et Champion de Tong il Moo Do. Au Burkina Faso je suis également le secrétaire général de l’association IAYSP, une association internationale de jeunes ayant un statut consultatif au niveau des nations unies.
Mr Tariq Mohammed
Tariq holds a Bachelor of Science in Electrical and Computer Engineering with first-class honours from The University of the West Indies (UWI), where he specialized in communications systems and graduated at the top of his class. Currently, he is pursuing an MPhil/PhD in the same field at UWI. Tariq is the lead consultant on a telecommunications project in the Caribbean, working under the International Telecommunication Union, the United Nations specialized agency for ICTs.
In addition to consultancies under UN Projects, Tariq chairs and coordinates the Caribbean Youth Internet Governance Forum (CYIGF), serving as one of the region’s representatives at the United Nations Internet Governance Forum and Youth Track; and is the Chair of both the Caribbean ICT Youth Network, as well as IEEE Young Professionals, Trinidad and Tobago. Committed to regional development, Tariq is passionate about advancing digital agendas and supporting universal and meaningful connection for all through inclusive and sustainable practices.

Gala Tomovska is a tech entrepreneur and consultant specializing in Al-driven insights, project management, and data visualization for complex business environments. As the Co-Founder and CEO of Wave Group, Gala spearheads innovative initiatives that seamlessly integrate intelligent data insights with advanced digital solutions, enabling organizations to achieve transformative growth. With a background in computer science, Gala is certified in programming, data visualization, and agile methodologies, bringing technical expertise and strategic vision to her work.
Her career spans roles such as Head of Product at Westminster Digital, where she led digital campaigns combining social media ads, creative design, and software platforms. As a Digital Strategist, she crafted impactful strategies for international clients, and earlier, as a Software Engineer and Product Manager, she developed scalable web applications and managed multi-disciplinary teams across diverse projects.
Gala’s portfolio includes high-impact initiatives such as leading data-driven campaigns, building interactive platforms, and managing custom software solutions. Her commitment to clarity, innovation, and results has earned her recognition as a rising leader in technology-driven consultancy. Eva Marie Ecklu is a development practitioner with an engineering background, currently serving as a Program Officer with Solidaridad West Africa. In this role, she collaborates with a team of digital enthusiasts to develop innovative solutions that enhance community resilience and create sustainable supply chains, supporting the transition toward an inclusive economy that promotes sustainable livelihoods and fair business opportunities.
Together with a team, Eva works on a digital platform that facilitates real-time communication between oil palm farmers and mills/aggregators, ensuring the timely evacuation of harvested oil palm Fresh Fruit Bunches to improve quality and fair value for farmers. By providing accurate information and promoting transparency across the oil palm value chain, this platform empowers farmers to make informed business decisions and strengthens the oil palm value chain in Ghana. The platform also provides extension services to farmers through Interactive Voice Response (IVR) and facilitates access to market inputs and services.
Her dedication to sustainability earned her a speaking role at COP28 to speak on the topic of “The impact of fast fashion on the environment”, where she represented the Rotary club. Additionally, Eva serves as the Project Director for the Rotaract Club of Accra Ring Road Central, leading sustainable community development projects, including tutoring underserved children in digital literacy.

Millenium Anthony is a passionate advocate for internet access, digital inclusion, and Women’s empowerment in STEM. With a background in Computer Science, she is committed to breaking barriers and inspiring the next generation of young women in technology. Growing up in a community where girls were often discouraged from pursuing STEM fields, she defied the norm and pursued her passion for technology, earning a degree in Computer Science.
As the Founder of StemHer Network Tanzania, Millenium leads a community aimed at empowering young women in STEM through mentorship, skills training, and career guidance. Her work focuses on creating inclusive opportunities that bridge the gender gap in STEM and equip young women with the tools to succeed in male-dominated fields.
Beyond STEM advocacy, Millenium is an active voice in global discussions on internet governance, technology, and digital inclusion. She is a co-founder of the Youth Internet Governance Forum Tanzania (Youth IGF Tanzania) and actively contributes to the Internet Governance Forum (IGF) and the Internet Corporation for Assigned Names and Numbers (ICANN). Through her leadership and engagement in these spaces, she works to ensure that young voices, especially from the Global South, are represented in conversations about the future of the Internet.

My academic journey began with exceptional achievements at the Catholic University of Zimbabwe, where I ranked first in Graphic Design and second in Web Development among 200 peers.
Through programs like the McKinsey Forward Program and Nigeria Social Enterprise Incubator Training, I’ve expanded my skills in leadership and innovation. Professionally, I serve as a Social Media Coordinator at Kumby Consulting and Programmes and Events Manager at Hustleprenuer Network.
Driven by a passion for technological empowerment, I founded DISAYI (Digital Skills for Africa Youth Initiative), an organization dedicated to equipping marginalized communities with advanced digital skills in AI, IoT, robotics, and social media management. My work closely aligns with the UN’s Sustainable Development Goals, particularly Quality Education (SDG 4) and Decent Work (SDG 8).

Most recently, his company, Orbtronics, launched the first Orbtronics Innovation Hub in the Eastern Caribbean backed by the IDB and the EU, creating a space that supports entrepreneurs and STEM enthusiasts. Through Rifbid, Shergaun and his team have developed a global government procurement platform that is transforming how agencies execute procurement by eliminating human bias and increasing transparency for small and medium-sized enterprises. With experience as a mechanical engineer at Microsoft, product design training from Google, and now pursuing a Master’s in Mechanical Engineering at Stanford University, he focuses on bridging technology, economic growth, and youth empowerment. His contributions have earned him recognition as a Commonwealth Youth Awards finalist and a Youth Digital Champion. Rodion Immel is the Regulatory Matters and International Organizations Liaison Manager at the Intersputnik International Organization of Space Communications. With a background in legal, technical, and AI-focused education, Rodion specializes in satellite communications regulations, spectrum management, and international cooperation, representing Intersputnik at the ITU, particularly in Working Party 4A, which focuses on efficient orbit and spectrum utilization for the fixed-satellite service and broadcasting-satellite service.
Rodion actively participated in the World Radiocommunication Conference 2023 and is currently leading the preparation of an agreed position of Intersputnik on the WRC-27 agenda, whilst handling the cooperation with other international and regional communications organizations.

Ms Nematou Kabore
Nematou KABORE is a design engineer in Digital Systems Engineering with a specialization in Computer Networks and Telecommunications, she is also a mobile, web, and virtual reality developer. She is the co-founder of Carythma, a healthtech startup that provides solutions for monitoring and predicting cardiac complications related to arrhythmia through a wearable device and a mobile application. This project won first place at the Orange Summer Challenge 2023 in Burkina Faso.
She also developed AnatonVR, an educational virtual reality application for anatomy learning with voice recognition, which was awarded first place at the AfricaDigitalEdu Hackathon in Côte d’Ivoire. Additionally, she leads SustainiPrint, a project focused on recycling plastic bottles, which secured second place at Hackathon 226 in Burkina Faso.

Dr Gift Kallisto Machengete is the Director General of the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ). He has over 40 years working experience as an economist, strategist and diplomat, having worked as Director of Finance and Administration in the Government of Zimbabwe, Economic Counsellor at the Zimbabwean Embassy in China and Deputy Ambassador at the Zimbabwean Embassy in Malaysia. He has also worked as a part – time Lecturer for Research Methodology at Master’s level and a Thesis Moderator for the same course for the past 20 years. Arseny Plossky graduated from the Moscow Technical University of Communication and Informatics in 2009 as economist-manager in telecommunications. Completed post-graduate studies in the same university in the field of spectrum management. From 2007 year he is working Radio Research & Development Institute (NIIR) of the Russian Federation on the various fields of telecommunications/ICTs, including economic, regulatory, statistical and technical aspects. Actively participate in providing scientific, technical and methodological basis for the international legal protection of national interests in the field of telecommunications and radiocommunications, including PP, WTDC, TDAG, ITU-R (SG 1), ITU-T (SG 3), ITU-D (SG 1 and 2) and APEC TEL. He led the development of some ITU-R and ITU-T deliverables (Report ITU-R SM.2404-0 Regulatory tools to support enhanced shared use of the spectrum, Report ITU-R SM.2353-0 The challenges and opportunities for spectrum management resulting from the transition to digital terrestrial television in the UHF bands, Recommendation ITU-T D.264 Shared uses of telecommunication infrastructure as possible methods for enhancing the efficiency of telecommunications). Currently he is chairman of ICT Development subgroup of APEC TEL, Vice-Chairman of TDAG, Rapporteur on ITU-D SG 1 Question 4/1 Economic policies and methods of determining the costs of services related to national telecommunication/ICT networks, including next-generation networks and Vice-Rapporteur on ITU-D SG 1 Question 3/1 Access to cloud computing: challenges and opportunities for developing countries. He wrote more than 30 scientific articles mostly in the field of economic aspects of spectrum management and prepared drafts of more than 60 contributions for the work of abovementioned formats.
Mr Lavan Gardiner
Lavan Gardiner Jr is a regulatory economist with experience in energy, utilities, and risk advisory. Currently a Regulatory Officer – Economics at the Utilities Regulation and Competition Authority in the Bahamas, he provides support with economic and financial evaluation of regulatory matters in the Electricity and Natural Gas sectors. Currently he is leading a project on the return on investment on Renewable Energy systems in the Bahamas to further encourage uptake in renewables. As well as contributing as a member of the National Energy Policy committee who are working to revise the National Energy Policy of the Bahamas which has a focus on transitioning the Bahamas to Renewable Energy and cleaner energy sources.

Shergaun Roserie is a dedicated innovator and entrepreneur committed to leveraging technology for meaningful impact. He is actively driving digital transformation in the Caribbean through software development, procurement solutions, and STEM education. Most recently, his company, Orbtronics, launched the first Orbtronics Innovation Hub in the Eastern Caribbean backed by the IDB and the EU, creating a space that supports entrepreneurs and STEM enthusiasts. Through Rifbid, Shergaun and his team have developed a global government procurement platform that is transforming how agencies execute procurement by eliminating human bias and increasing transparency for small and medium-sized enterprises. Tariq holds a Bachelor of Science in Electrical and Computer Engineering with first-class honours from The University of the West Indies (UWI), where he specialized in communications systems and graduated at the top of his class. Currently, he is pursuing an MPhil/PhD in the same field at UWI. Tariq is the lead consultant on a telecommunications project in the Caribbean, working under the International Telecommunication Union, the United Nations specialized agency for ICTs.
In addition to consultancies under UN Projects, Tariq chairs and coordinates the Caribbean Youth Internet Governance Forum (CYIGF), serving as one of the region’s representatives at the United Nations Internet Governance Forum and Youth Track; and is the Chair of both the Caribbean ICT Youth Network, as well as IEEE Young Professionals, Trinidad and Tobago. Layla is part of the Vice Ministry of Telecommunications at the Ministry of Science, Innovation, Technology, and Telecommunications of Costa Rica, where she has developed her career for over 15 years. As the Founder of StemHer Network Tanzania, Millenium leads a community aimed at empowering young women in STEM through mentorship, skills training, and career guidance. Mariangel Calderón Martínez is a Dominican young leader with experience in digital governance, telecommunications, and international cooperation. She is a Generation Connect Youth Envoy for the International Telecommunication Union (ITU) in the Americas region and was recognized as a Global Youth Leader 2024 by the World Internet Conference (WIC).
She holds a Law degree from Universidad Iberoamericana (UNIBE) and works at the Dominican Institute of Telecommunications (INDOTEL) as a Multilateral Relations Analyst in the International Relations Directorate, where she has contributed to the regulation of digital services and the development of initiatives for digital inclusion, particularly for young people. Her international experience includes participation in forums such as the Generation Connect Global Youth Summit, the World Telecommunication Development Conference (WTDC), the World Telecommunication Standardization Assembly (WTSA), and the Wuzhen Summit of the World Internet Conference (WIC).

Mr. Zhuoyong Shi from Asia China is an academic master’s student with engineering background, currently pursuing his master’s degree in Electronic Science and Technology at Northwestern Polytechnical University.
At the master’s degree level, he was ranked first in his major for two consecutive years, and at the same time, he followed his supervisor to conduct research in the field of Artificial Intelligence and other disciplines, and he has published 8 scientific papers with SCI region II and above. Ms Claire Chaseya Makuyana
My name is Claire Chaseya Makuyana, a driven software engineer and entrepreneur making waves in a male-dominated industry. At 25, I strive to break barriers and pave way for aspiring female engineers.
In 2022, I co-founded BlitzAgroTech Pvt Ltd, a startup focused on developing innovative agricultural solutions to mitigate climate change effects. Our success story began with a victory at the Innovation Drive Hackathon hosted by the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ), where we secured US$25,000 in seed funding. In 2024, I successfully won a research grant of US$50,000 from the Research Council of Zimbabwe (RCZ) towards financing the smart weather station project. As the only female director, I play a key role in providing unique business and technical expertise that drives BlitzAgroTech’s achievements.
From June to August 2024, I participated in the prestigious Mandela Washington Fellowship (Business Track) at Purdue University under the Agricultural and Biological Engineering Department, one of the leading programs in the USA. This experience allowed me to build professional connections in the agricultural and technological industries across the USA and Africa, enhancing BlitzAgroTech’s ability to innovate and create lasting impact in Zimbabwe.
Beyond entrepreneurship, I actively promote gender diversity in the Information and Communication Technology (ICT) sector. I actively participate under the Girls in ICT Innovation Drive team to mentor and empower young women. I look forward to continuously aspire young girls in Zimbabwe to pursue careers in ICT and increase the percentage of women in the ICT industry.

Lesdaniel Herrera Reyes is a professional focused on the development of national IT solutions highly impacting on Cuban society. Since his time at the Technological University of Havana, where he graduated in Computer Engineering, he has been passionate about the search for innovative results supporting the digital transformation process in Cuba.
He worked at the Applications, Technology and Systems Development Company (DATYS) and currently works in the Digital Negotiations Division of the Cuban Telecommunications Company S.A. (ETECSA), focusing his efforts on the constant improvement of the services of “Transfermóvil” payment gateway.

Antes de su nombramiento como Coordinador Residente de las Naciones Unidas en Cuba, Francisco Pichón ocupó varios cargos de responsabilidad en el Fondo Internacional de Desarrollo Agrícola (FIDA) como Director de Programas de País en la región de América Latina y el Caribe; Asesor Principal de Cartera en la región de África Oriental y Meridional; Director para el País y Representante en el País para Tanzania y Rwanda; y Director para el País para México, Cuba y Granada.
