The ITU Academy is the main online gateway to ITU’s capacity development activities. It brings together under one umbrella a wide range of training activities and knowledge resources in the field of information and communication technologies (ICTs) and digital development.

Universal service financing efficiency toolkit

The self-paced course on the Universal Service Financing Efficiency Toolkit provides practical guidance for impactful and sustainable universal access and service implementation. Based on the the Universal Service Financing Efficiency Toolkit, it provides analytical tools, examples, and templates that are grounded in practical experience and designed to help policy-makers, regulators and universal service fund administrators to navigate common questions and challenges they face when using public funds to design, implement and finance programmes and projects that facilitate access to digital technologies and communication infrastructure. This training provides concrete guidance on each
of the four parts of the toolkit.

The Toolkit and training modules were developed by the International Telecommunication Union (ITU) with the support of Government of the United Kingdom Digital Access Programme (DAP). The course will run until 31 December 2024 on the ITU Academy platform.

An introduction to digital regulation


This self-paced course is primarily based on the ITU/World Bank digital regulation handbook and platform with a focus on the following aspects: regulatory governance and evidence-based decision-making, competition and economics, consumer affairs, access for all and spectrum management. The course was developed with the kind support of the Communications, Space and Technology Commission (CST) as part of the collaboration between Saudi Arabia and the International Telecommunication Union (ITU) on assistance in telecommunication/ICTs to ITU Member States.
